SCOPE OF WORK
As the CEO of Sameer Almarzouki Engineering Consultants, I was responsible for developing a Target Operating Model that included proposed organizational structures, internal policies, and procedures, as well as a roadmap for all future appointments of internal resources, consultants, and the general contractor. I also negotiated all fees and produced work agreements for signing.

My experience includes successfully delivering high-profile, complex programs and projects in various sectors in Saudi Arabia. I am proficient in strategic development and master planning in various roles as a consultant, developer, operator, and asset owner. I have been responsible for all pre-and post-contract tasks for diverse-sized projects up to 1 Billion SAR.

Furthermore, I oversaw all project activities, which included costing, marketing, authority approvals, project delivery, cost control, design management, value engineering, and procurement. I also developed the construction strategy and program for the project.

*-Support the full implementation of the project EH&S Plan.
*-Actively promote the development of a ‘Total Safety Culture’ and provide support during the implementation of all related (leadership) activities.
*-Act as a coach, both for EH&S team members and for Contractors.
*-Support the Contractors’ “Approval to Mobilize” process and HAZIDs in accountable area.
*-Support the implementation of the EH&S Plan.
*-Support the implementation of the Project Emergency Response Plan.
*-Ensure EH&S Risks have been assessed and risk mitigation measures are in place.
*-Assist project team in identifying project safety concerns.
*-Coordinate a program of inspections and audits in accountable area.
*-Ensure safety equipment is regularly inspected, fully operational and color coded.
*-Support the implementation of the Permit to Work process.
*-Monitor adherence to the LOTO work process, specifically that the LOTO is adequate and installed correctly.
*-Ensure all permits are adequately completed and fully implemented at site. 
*-Ensuring Contractors safety programs and safe work practices are reviewed, and monitored on an ongoing basis.
*-Ensuring EH&S information/expertise is provided to the site team when solicited to ensure compliance to RED SEA standards and local laws.
*-Coordinate safety training as required for the Contractor organizations.
*-Actively participating in and leading safety promotion events, campaigns, competitions, established programs.
*-Providing leadership to ensure prompt prioritization and coordination of all unforeseen issues at the site, escalating to the RED SEA  EH&S Lead or Manager as required.
*-Review JSA’s developed by the Contractor to ensure all risks are mitigated.
*-Attend Contractor TBT’s and Pre-Task Safety Talks and provide input where applicable.
*-Perform regular safety dialogues and formal PTW/JSA reviews
*-Give input to ensure the accurate completion of the EH&S reports.

Preparing/Implementing safety policy & plans for specific project. 
• Review and understand all project specific safety requirements, customer safety requirements and verifies / ensures compliance at project sites.
 • Perform and document Safety Audits on project sites and appointed contractors against the approved safety management system, which include observation of safe working practices and inspections of equipment, tools, vehicles, emergency equipment, job site working conditions and office working conditions
 • see various electronic data capture tools for collecting data and reporting 
 • Create and maintain proper communications with the appropriate staff, including safety management, project management teams and the snr manager for Health and Safety
 • Exercise sound judgment in weighing abnormal field conditions as they relate to proper work habits and the use of safety equipment meant for various conditions
 • Communicate all safety issues via the provided data management system as well as opening all appropriate lines of communication to sufficiently alert all involved parties to severe safety infractions, applied corrections and continually maintain and document all related and valuable data of interest.

NDT /QC/ Lifting Inspector 

Reading specifications and drawings from manufacturer’s database and carrying out inspections of materials and products accordingly. 
• Accepting or rejecting materials/products based upon inspection, testing and measurement, and reporting on the data. 
• Carrying out dimensional inspection using measurement tools such as rulers, calipers, micrometers, and gauges 
• Carrying out visual inspection on the surface, and internal and external threads of tools and rejection of tools based on significant damage to the threads, sealing area and surfaces.

Preparing/Implementing safety policy & plans for specific project.  
● Conducting seminars, orientation for newly hired employees, research, and studies for the improvement of safety in the project. 
 ● Providing for continued education of employees by disseminating safety publications, instructions, rules, posters, etc.  
● Meet with the client representatives and other contractors to discuss requirements regarding accident prevention in the Job site.  
● Attend Job Progress meeting to keep update on the current and future plans for the projective and to advise the project management on the problem concerning  
● Conducting regular safety meetings such as toolbox.

-To observe and learn heat treatment methods happening at heat treatment shop for different nuts and bolts to increase their strength and required properties. like quenching, annealing , normalizing.

- To observe and learn different metal shaping process like forging and rolling.
