TANQUEM UNA ETAPA, PER OBRIR-NE UNA MILLOR I MOLT NOVA.

Missió complerta.

1️⃣ Hem dissenyat el model organitzatiu i operatiu de la innovació al CTTI - Centre de Telecomunicacions i Tecnologies de la Informació per primera vegada. L'hem executat i ha estat un èxit mesurat en tangibles (PoCs, pilots, MVP, tipus de tecnologies, etc ) i en intangibles (acceleració de la transformació digital, posicionament, nova cultura, nous pensaments i paradigmes, nous enfocaments i punts de partida, ...)

108 projectes incubats, dels quals 20 s'han posat en producció a la Generalitat de Catalunya.

Els més destacables per a mi ha estat el canvi de rol del proveïdor IT a partner real en la innovació, el win-win evident per a tots i la gran acollida i interès en els àmbits de la Generalitat per explorar, provar, testejar i avaluar, i si dóna valor comprar també.

2️⃣ Hem dibuixat l'estratègia DATA per ara implementar-la; dos vector amb convergència futura, ser data-driven i paral.lelament executar analítica avançada orientada als resultats per treure suc ja a curt. Plataforma transversal data de la Generalitat de Catalunya, Serveis S3A (Analítica i Algorítmica Avançada) i model de servei per repte concret o model de servei per oficina, catàleg de dades de tercers i compra de dades, ...

Direcció executiva del disseny, organització, de procés, operatiu i ciberseguretat  IT de les eleccions al Parlament de Catalunya de 14 de febrer de 2021.  Projecte amb  5.000 treballadors i 3,1 M € de pressupost on un dels objectius és la recollida de les dades electorals i la seva publicació en canal web, app i medias (TV, ..) la nit electoral.

Aquestes eleccions es van celebrar en pandemia COVID i va requerir nous dissenys i operacions.

Director executiu IT Eleccions al Parlament de Catalunya 2021

a) Garantir l'alineament de les tecnologies de la informació i les comunicacions (TIC) amb els objectius estratègics i operatius del Departament i amb les polítiques i estratègies TIC establertes per la Generalitat de Catalunya, així com difondre i adoptar les seves normes, estàndards i protocols en matèria TIC i de ciberseguretat.

b) Elaborar, desplegar i mantenir actualitzat el Pla director TIC del Departament d'acord amb els criteris i directrius del Departament i dels criteris i directrius corporatius en matèria TIC i de ciberseguretat.

c) Executar, implantar i fer el seguiment de les actuacions TIC del Departament derivades del Pla director TIC, així com supervisar i donar suport a la gestió TIC de les entitats adscrites al Departament.

d) Garantir la prestació dels serveis TIC que el Departament requereix, tant dels serveis bàsics com el manteniment evolutiu i correctiu dels sistemes d'informació, i vetllar per la seva adequada implantació en el Departament.

e) Identificar estratègies d'evolució i innovació, proposar mesures per a la innovació i transformació de processos mitjançant les TIC, i col·laborar en els projectes d'implantació de l'administració digital i la interoperabilitat dels sistemes d'informació.

f) Coordinar i supervisar la definició dels requeriments funcionals dels sistemes d'informació del Departament.

g) Garantir la preservació dels coneixements estratègic i funcional de les TIC del Departament com un actiu de la Generalitat de Catalunya, així com assegurar i mantenir la documentació tècnica necessària.

h) Determinar criteris per a l'explotació de les TIC, d'acord amb les polítiques corporatives de la Generalitat de Catalunya, i avaluar periòdicament la seva situació al Departament.

i) Vetllar perquè els procediments que s'ofereixin a la ciutadania pel canal electrònic es desenvolupin preferentment mitjançant les solucions corporatives.

j) Desplegar i coordinar les actuacions establertes en el Programa de ciberseguretat

Aquestes eleccions es van convocar mitjançant l'article 155 de la Constitució Espanyola per part del President del Gobierno del Estado español. Vam tenir una supervisió i audoria extraordinaria amb la presencia del CNI fins i tot.

Projecte amb 5.000 treballadors i 3 M € de pressupost on un dels objectius és la recollida de les dades electorals i la seva publicació en canal web, app i medias (TV, ..) la nit electoral.

Aquestes eleccions es convoquen després de la consulta del 9 de novembre de 2014 amb un nivell de tensió socio política molt elevada i van requerir una securització especial.
