Dr. Gavriel Legynd, PhD is a 25 year Technology veteran who is the brain child behind Visioneer IT which specializes AI innovation , Technology, and Digital security. 
 
VisioneerIT’s flagship product, RepSec Management;  was born out of  Mr. Legynd’s 20 year background in cybersecurity where he witnessed the challenges that public sector and private industry face when integrating innovation with online security.
 
Dr. Legynd has held Technology positions Booz Allen Hamilton, Northrop Grumman, National Institute of Standards and Technology, Department of Commerce, HHS, ESRI and CACI just to name a few. 

Dr. Legynd has spoken at Inc5000, John Hopkins School of Business, National LGBT Chamber of Commerce, Metropolitan College of New York Bronx and The Jewish Federation and featured in Hispanic Network Magazine and Baltimore Business Journal . He also is the Chair of the mentorship committee of the NGLCC TGNC Task force, and serves as a Business Mentor at the Baltimore Chapter of the American Marketing Association. He is also a trailblazing advocate for neurodiverse communities, marginalized communities and Jews of Color.

Serving as a registered Expert at the United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT), a UNECE inter-governmental body, which develops trade facilitation recommendations, e-business standards, technical specifications, and guidance materials for the electronic exchange of data. Project Manager for "Encouraging Private Sector Participation in National Trade Facilitation Bodies", now a UNECE official recommendation.

Responsible for development and management of global accounts with an average $5M opportunity value. Coordinated project teams and worked with customers’ senior management to implement and support new Oracle and SAP ERP implementations and our large asset predictive maintenance and production ERP application. 

Responsible for working with partners such as Deloitte, PwC and EY on RFI, RFP and RFQ opportunities. Coordinated statements of work (SOW), objectives and task deployment, creating and delivering presentations needed for training and implementation efforts.

Used detailed data analysis to run monthly, quarterly and annual reports from a variety of technology platforms. 

Identified and sourced process improvements for efficient and profitable processes. Developed financial plans, forecasts and profit analysis. Managed 20 full time employees including marketing and sales departments and 12 full time remote data input, SEO and marketing teams. Created strategic partnerships to enable our small business to compete with large companies.

Created strategic partnerships and relationships with a variety of software and service partners. Closed over $2.5M in sales annually, and won Top Sales Representative in 2008. Worked with classified programs carrying a clearance for DOE and DOD programs.

Clients include: Department of Defense, DCMA, Department of Energy (including nuclear weapons facilities and national laboratories), all NASA locations, the Department of Navy, the Department of Army and several of its' contractors such as Booz Allen Hamilton, Raytheon, Lockheed Martin, L3 Harris, Northrop Grumman, Sikorsky and Pantex/ BWXT nuclear weapon facility. 

Assisted in writing legislation still used today, for mandating processes required to proactively account for risk on large federal projects.
