𝗠𝗲𝘁𝗮 𝗟𝗼𝗼𝘀𝗲𝗻𝘀 - 𝗧𝗲𝗹𝗲𝗴𝗿𝗮𝗺 𝗧𝗶𝗴𝗵𝘁𝗲𝗻𝘀: 𝗥𝗲𝘁𝗵𝗶𝗻𝗸𝗶𝗻𝗴 𝗪𝗵𝗼’𝘀 𝗥𝗲𝗮𝗹𝗹𝘆 ‘𝗧𝗼𝘅𝗶𝗰'

Last week, at our Lisbon press conference, someone asked about bad actors using Telegram and how to address them.

When you put the numbers and decisions side by side, the current narrative on “toxic social media platforms” starts to look upside down.

On one side, you have Telegram, not selling user data, publicly stating that it has:

- Blocked 34,913,269 groups and channels that violated its rules  

- Enforced a zero‑tolerance policy on CSAM, banning 856,362 CSAM‑related groups and channels

- Worked with partners like ETIDAL to remove over 100 million pieces of terrorist content since 2022  

- Blocked 207,772 terrorist‑related communities in 2025

On the other hand, you have Meta, the company behind Facebook, Instagram, and WhatsApp, which sells your data, is making a very different kind of move.

As reported by the Financial Times, Mark Zuckerberg has terminated Meta’s third‑party fact‑checking programme and ended independent fact‑checking on Facebook and Instagram, replacing it with a “community notes” style system and presenting this as a “free speech” shift  

In parallel, the FT notes that Meta’s broader “free speech” overhaul is already raising concerns among advertisers that this could lead to a surge of harmful content and misinformation across its platforms  

So we end up with a simple contrast:

- One platform is publishing detailed removal statistics on CSAM, terrorism and illegal content, and investing in AI‑driven moderation.  

- Another is stepping back from independent fact‑checking, while stakeholders worry about more harmful content and weaker safeguards.

This isn’t about “good” or “bad” platforms. It’s about consistent standards. The conversation on safety should be driven by:

- Transparent data  
- Concrete enforcement actions  
- Clear accountability across all major platforms, including Facebook, Instagram and WhatsApp

The question I have is:

How do we align our public narratives and regulatory priorities with the actual data and policy choices different platforms are making?

I am curious to know how others in the tech, policy, and investing sectors are interpreting this shift.

The “AI bubble” headlines miss the real story. We’re not in a GPU hype cycle. No, we’re in a regime change for who controls intelligence, data and value capture. 

The investment comes at an inflexion point in AI infrastructure markets: 

McKinsey projects that data‑centre AI workload capacity will grow 3.5x between 2025 and 2030, adding 124 GW of incremental capacity, with 60% of value capture flowing to tech and chipmakers, versus 15% to real estate and 25% to power.
