America and China are making very different bets on how to “win” the AI century.

The U.S. is sprinting toward artificial superintelligence, pouring billions into frontier models and treating advanced AI chips as strategic assets, on the assumption that whoever controls the most capable systems will automatically dominate militarily, economically, and informationally. 

China, by contrast, is leaning into a global diffusion strategy: exporting “good enough” AI that’s cheap or open, pairing it with Chinese-built cloud, data centers, and training programs, and embedding those tools into hospitals, factories, bureaucracies, and public services, particularly across the Global South.

In Beijing’s framing, the real power doesn’t just come from having the smartest model, but from being the default AI stack everyone uses—the one that quietly sets standards, norms, and narratives. Washington is betting that intelligence supremacy is the high ground; China is betting that ubiquity is.
