As a SURFACE MAINTENANCE MANAGER (TITLE 32), GS-1601-13, I managed, directed, coordinated, and oversaw the ARNG State Surface Maintenance program. I determined goals and developed plans independently and jointly with Directorate (Division-level) management. I contributed significantly to determining resource needs and allocations and I was accountable for their effective use. I made and recommended organizational changes that had considerable impact, such as those involving basic structure, operating cost, and key positions. I considered a broad spectrum of factors when I made decisions or made recommendations to Directorate management, including employee relations, labor-management relations, and the effect on other organizations. I coordinated program efforts with other organizations, the National Guard of other states, and with National Guard Bureau (NGB) personnel. I assessed the impact of the surface maintenance programs on other organizations in the state. I set policy for the organization in areas such as determining program emphasis and operating guidelines. I understood and communicated NGB policies and priorities throughout the organization. I dealt with human resources management policy matters affecting the entire organization, with personnel actions affecting individual employees, and other staffing actions with significant impacts. I delegated authority to subordinate supervisors and held them responsible for the performance of their maintenance facilities.

Future Plans & Operations Officer - Director of Military Support (DOMS)
Responsible for the overall coordination, training and execution of the Future Operations (FUOPS) cell that includes leading the staff through the Joint Operations Planning Process (JOPPs) during deliberate and crisis action planning. Synchronizes all planning products with the FLNG J-staff to ensure clarity, conciseness and formatting. Facilitates Joint Planning Group (JPG) meetings and conference call to manage FUOPS across the force. Prepares and consolidates all mission analysis and order briefs; write and distribute warning, operations and fragmentary orders, OIC of JPGs and ensures transfer of responsibility to Current Operations.

Logistics Operations Officer (Lieutenant Colonel)

Reviewed Florida Army National Guard force structure analysis focusing specifically on logistics requirements and impacts. Developed, formulated, and promoted logistics tasks to subordinate units to publish in annual state Operations Order (OPORD) and Fragmentary Orders (FRAGO). Supervisory Logistics Management Specialist

I directly supervised three Supervisory Surface Maintenance Specialists, three Surface Maintenance Mechanic Supervisors, five Logistics Management Specialists, and one Property Book Officer. The Surface Equipment Maintenance Facilities (SEMF) I oversaw are located on Camp Blanding Joint Training Center and in Haines City and support 56 FLARNG units comprising half of the state’s equipment. I further served as the Force Protection Officer for all 18 maintenance shops working to improve the security posture of our organization. With OPSEC Level II Qualification, I reviewed contracts prior to forwarding to the United States Property & Fiscal Office (USP&FO). Additionally, I reviewed project requests to improve maintenance facilities throughout the state and track them through the Construction and Facilities Management Office (CFMO). I reviewed and released purchase requests at level 1 through GFEBS, our SAP financial software. I was a Billing Official for five Government Purchase Cardholders and I certified statements totaling more than $4,000 on a monthly basis. I further served as the Managing Account for four other Billing Officials under me. I was a level 15 Defense Travel System (DTS) reviewer for FLARNG Technicians and reviewed and updated travel authorizations and vouchers. I was responsible for certifying time and attendance for eight supervisors in the Automated Time Attendance and Production System (ATAAPS).

Deputy Surface Maintenance Manager

Plans & Policy Officer for the Joint Force Headquarters - Florida G4.
34 months serving as the Plans & Policy Officer of Future Operations in the Directorate of Logistics. I communicated with full-time staff on a weekly basis to organize and plan future weekend drill and annual training operations in the FLARNG. I was responsible for organizing and planning logistics for the 115 companies and 9,905 Soldiers of the FLARNG. I further projected logistics resource requirements ensuring we met units’ needs based on capabilities versus shortfalls. I directly supervised one Captain and senior rated one Chief Warrant Officer 5 and two Master Sergeants. During Hurricane Matthew, I volunteered for State Active Duty in the Joint Logistics Cell to coordinate maintenance and recovery operations throughout the state. I was a key member of the Supply and Maintenance Assistance Readiness Team (SMART). The SMART transitioned to a National Guard Bureau (NGB) Command Logistics Review Team (CLRT) focus in 2017 which evaluated the status of logistics throughout the FLARNG. I completed five investigations serving as a Financial Liability Investigation of Property Loss (FLIPL) Officer.

	42 months’ experience serving as a Maintenance Manager in the SMMO. I directly supervised eight Surface Maintenance Mechanic Supervisors and more than 100 Federal Technicians underneath them. The eight Field Maintenance Shops (FMS) I oversaw are located from Saint Augustine to Miami and support 56 FLARNG units comprising half of the state’s equipment. I further served as the Force Protection Officer for all 18 maintenance shops working to improve the security posture of our organization. With OPSEC Level II Qualification, I reviewed several contracts prior to forwarding to the United States Property & Fiscal Office (USP&FO). Additionally, I reviewed more than 100 project requests to improve the eight maintenance shops I supervised and tracked them through the Construction and Facilities Management Office (CFMO). I reviewed and released more than 200 FLARNG purchase requests at level 1 through GFEBS, our SAP financial software. Supervisory Surface Maintenance Specialist

45 months’ experience serving as the Company Commander of 194 personnel Forward Support Company. I directly supervised and rated one First Sergeant, five Lieutenants, and one Warrant Officer, while senior rating and reviewing several others. I further coached, taught, and mentored subordinates offering advice and counsel from my 15 years of military service. I exercised administrative and technical supervision over three maintenance support teams (MST). In this capacity, my maintenance section provided all maintenance support for three Field Artillery Batteries, one Headquarters Battery, and our own unit. I set and adjusted short, mid, and long term priorities focusing on the annual training calendar. I ensured Soldiers trained to standard following the Army’s crawl, walk, run style beginning with individual tasks and culminating with the Company Mission Essential Task List (METL) in line with the Battalion Commander’s mission and vision. I assigned projects to my First Sergeant, Platoon Leaders, and Maintenance Technician in consideration of their specific skills and our mission requirements. I regularly applied principles, concepts, and methods of equipment, facility, and service operations sufficient in designing projects and planning assignments. In 2012, I reviewed packets for my AGR Training NCO position with others on a board. With Equal Opportunity and Sexual Harassment/Assault Response and Prevention as pillars of my Command Philosophy, I commonly heard and resolved complaints and grievances occasionally seeking guidance from higher headquarters when warranted. In my company, I took pride in empowering all of my subordinates to follow the Military Decision Making Process (MDMP) and handle disciplinary actions at the lowest level. I also executed a handful of Article 15 hearings within the Company.

I have attended the U.S. Army Operational Contract Support course and I am currently pursuing the DoD DAWAI Contracting Professional Certification through the Defense Acquisition University (DAU).

I previously served as GS-0346 Logistics Management Specialist, 1601 Maintenance, and 2003 Supply Management Specialist series. In the military, I earned the rank of Lieutenant Colonel (O-5) and served as Assistant Director of Logistics. I am a Demonstrated Master Logistician with 24 years of honorable and loyal service to the military.

I hold Associates and Bachelors degrees in Criminal Justice and a Master of Fine Arts in Creative Writing. My professional education and training includes Transportation Officer Basic Course, Logistics Captains Career Course, and the U.S. Army Command and General Staff College.
