The Joint Staff

Serve as an Action Officer/Advisor in the Joint Staff J6 C4/Cyber

• Advise and inform Artificial Intelligence policy and AI implementation in the Department of Defense
 • Support the Chief Digital and Artificial Intelligence Office (CDAO) with implementation of AI initiatives throughout the DoD
• Support the DoD CIO in executing IT reform initiatives for DoD Agencies
 • Coordinated the establishment of the Defense Academic Information Technology Consortium (DAITC), which has achieved savings through bulk purchasing agreements for software at academic pricing
 • Represent Joint Staff and Combatant Command equities for successful migration to the DoD/Microsoft O365 Cloud at DoD CIO level forums, to enable coordination between acquisition and technical staff at Combatant Commands, Defense Information Systems Agency (DISA), and DoD CIO to ensure migration in accordance with DoD CIO established timelines	
• Led software accountability initiatives in coordination with the JS Comptroller and JS property office per DoD and Joint Staff policy to meet FIAR requirements
 • Coordinated reporting of software assets with all Joint Staff Directorates for audit compliance, decision support for procurement options, and security requirements
 • Led a team of 4 contract staff to create and promulgate Joint Staff strategy, policy, and procedures for software portfolio management
• Led requirements coordination for the Joint Staff and Combatant Commands to inform IT procurement contract terms and conditions with support agencies
 • Coordinated the management of IT assets with both the Joint Staff and IT vendor to ensure $1.2M cost savings for the Joint Staff
 • Established the Joint Staff as a trusted business partner with support agencies and vendors
• Led a 5-member team to develop a procurement process initiative to ensure oversight of IT portfolio investments per Joint Staff policy assigning the J6 CIO roles and responsibilities

Information Technology Policy Advisor

Served in the Directorate of Management. Provided info & knowledge mgmt services that preserve the corporate memory of the Joint Staff for business use and statutory compliance.

•	Designed and delivered bi-weekly training to 500 senior staff in the use of collaboration tools. The tools are used to facilitate communication among experts to enable decision making and provide the best military advice to the Chairman of the Joint Chiefs of Staff (JCS). 
•	Developed a survey instrument to collect feedback from students. Analyze feedback statistics in Excel to produce trend reports to inform changes to the delivery of instruction. 
•	Implemented a messaging system designed to coordinate and deliver urgent communications to 4000 employees.
•	Coordinate the review of established and new JS and DoD policies to ensure input and agreement from each component of the JS. Serve as advisor on information and knowledge management policies as part of the policy review process. Liaison with JS leadership to get policy approved by the Director of the JCS for implementation. 
•	Negotiated the commitment of the Joint Service Provider (Information Technology service provider) to support a subset of one of the major business systems, the JS SharePoint portal. This resulted in the re-introduction of teaching the expertise locator application in the bi-weekly training program.
•	Provided change management support to the IT department during the roll out of the JS task management system to enable the continuity of business operations while transitioning from one system to another. 
•	Manage projects ranging in complexity to update and automate business processes that support communication, reporting, information use and the mgmt of business systems. Engage internal customers; gather requirements; design business processes, reporting dashboards, and portal pages. Lead the team meetings with customers, technicians, and other stakeholders.

•	Managed a team of 12 senior research professionals to support ongoing research for several government agencies, including the Department of Homeland Security, Department of Defense, Department of Health and Human Services.
•	Developed analysis methods using statistics gathering and business information integration to demonstrate the value and impact of the custom research services team to senior leadership. 
•	Presented status, accomplishments, and staff burn rates to senior leadership at quarterly meetings. 
•	Managed workload balance and customer expectations. Team members spent 7 hours on average per request to respond to 1400 research inquiries from approximately 450 customers. 
•	Implemented a marketing campaign to increase readership of 28 newsletters produced by the research team, increasing readership by 23% in a year reaching 445 readers. 
•	Successfully led the team in the selection of an automated system to assist with unifying and curating information from disparate sources for repackaging and rebranding newsletter content. Coordinated the efforts of 20 people assigned to the project from other functional offices to include IT, Security, Finance, Legal, and Public Relations. The newsletter curation tool reduced the amount of time spent on creating newsletters and significantly increased productivity relative to providing targeted research.
•	Collaborated with leadership on an annual basis to update the 3-year strategic plan, fully define lines of business, identify staffing needs, and plan the budget for the department.

Team Lead, Custom Research

Institute for Defense Analyses

•	Managed a 3 person team responsible for acquiring, curating, and providing scholarly research information from scientific and academic publishers to researchers and leadership to support IDA’s research effort. Evaluated the use of resources to determine the impact and to inform future investment in the procurement of vendor-supplied information. 
•	Led 5 highly visible corporate-wide technology projects that improved access to IDA's intellectual capital to support IDA's research efforts for the DoD, and the Office of Science and Technology Policy:
o	Corporate search engine implementation: this ongoing project continually integrated business data with research products, institutional expertise (information about staff), and vendor-supplied scholarly research as the resources became available. Results from the following projects were incorporated into the corporate search engine.
o	Business data integration: this project provided the foundation for the expansion of the search engine
o	Document scanning project to meet federally mandated compliance requirement for classified information storage
o	Document database: this project resulted from the digitization effort 
o	Research products accountability system: This project provided visibility to the Vice President of Research into IDA’s ‘pre-decisional’ research that was delivered to IDA’s federal sponsors
o	Responsible for the implementation of the full text database containing digitized copies of IDA’s final reports for federal sponsors from the 1940’s through present day
•	Served as the preferred researcher of the Vice President of Finance and Administration. Delivered historical legislative research on DoD contract management. Provided detailed analysis on the percentage of the top 100 DoD contractor’s revenue that is generated by DoD contracts. 
•	Planned, coordinated and prioritized team and cross-department information management projects and assigned work.

•	Team Lead. Wrote and presented a strategic plan to the Vice President of Research to address future efforts to enhance accessibility of IDA intellectual property and external scholarly research. That plan informed the information integration effort for the 7 years I was at IDA.
•	Project/Product Manager. Planned and executed the implementation of IDA’s first corporate search engine.
•	Team member. Performed reference and research service for IDA researchers and leadership using a variety of research databases. Provided polished products using a variety of MS Office software.
