Tom Lipscomb was released from the IP agreement, allowing him to develop new proposal software under Golden Goose AI. - Tom Lipscomb founded Atebion LLC and was a co-founder of Scion Analytics.

Atebion LLC develops and provides Proposal and Business Development teams with advanced time-saving software tools. 

Our software is often used in Sensitive Compartmented Information Facilities (SCIFs). Atebion LLC is wholly American-owned – Source code was developed in the United States of America.

Customers include Shipley Associates, Raytheon, L3, Mass. Electric Construction Co., AECOM, Blue Origin, Harris Corporation, AT&T, General Dynamics, and others.

Two primary principles followed are "Continuous Improvement" and "Simplification" in product design and development. These principles translate into Easy-to-Use software solutions and frequent releases.

Sentara Healthcare

Provides the Sentara Rockingham Memorial Hospital’s (SRMH) with IT project management support. Manages, supports and coordinates approximately 30 different projects at the same timeframe, including software, hardware, systems, medical reports and medical units, configurations and installations. 


Provides weekly project status reports to corporate level management on progress and risks for integration into Sentara Healthcare systems. Provides technical advice and documentation of proposed/new software/systems for Sentara’s Technical Review Committee (TRC).  Coordinates all stakeholders for TRC meetings and workgroups. Ensures all technical, procedural, government regulation requirements (e.g. HIPAA) and legal documentation has compiled correctly and submitted to the TRC for their review. Weekly follow-ups with vendors and application owners after the TRC approval to confirm they are proceeding forward with implementation/installation. 


Manages SRMH request for new projects and new workflow procedures via SRMH’s Information Systems Service Requests (ISSR). Manages the entire ISSR program, including defining procedures, user forms, SharePoint site (site administrator), assigning project scoping and review tasks, and conducts weekly medical analysts reviews and Vice President (VP) executive ISSR reviews. Coordinates with vendors on quotes, legal documents, Purchase Orders (PO), schedules and technical details. Was managing the SRMH IT Steering Committee for reviewing new projects, but this process is now been combined into the ISSR process. 


Tracks hours and time estimates for projects and reviews with SRMH management for managing resource allocation.

Project Management: Managed, supported and coordinated teams of Developers, SharePoint Administrators,  Business Analysts, Web UX Designers, Data Migration Analysts and testers for various projects. Created and executed Project Management Plan (PMP) which included Project Scope, Milestone List, Schedule Baseline and Work Breakdown Structure (WBS). Also created a Change Management Plan to control client requested changes (scope creep), including Impact Analysis (IA) (included schedule and resources adjustments constraints). Appraised development progress on a daily basis after morning SCRUM to determine a probability for reaching established milestones and identified possible roadblocks, then adjusting resources as necessary.

Requirement Analysis: eliciting requirements via client documentation and stakeholder interviews. Managed and supported the recording of requirements as Business, User (as User Stories), Functional (as Use Cases) requirements. Facilitated the mapping of the requirements to functional, performance, and design specifications, and then created a Requirements Traceability Matrix (RTM) that could be used to maintain and control the requirements associated with the solution’s Test Cases for Unit Testing and User Acceptance Testing (UAT). Additionally, created User Interface (UI) / User Experience (UX) storyboards using Microsoft Visio, based on user stories, Unified Modeling Language (UML) Sequence diagrams, requirements and client feedback.

Lead Analyst/Programmer

My journey in technology development began in the field of electronics when I worked on top-secret projects for the Federal Government. The shift from electronics to software development occurred when I realized I was spending excessive time performing calculations. Consequently, I created my first practical software application for calculating etched components on Teflon printed circuit boards.

During my tenure with a Government Contractor, I was assigned the arduous task of dissecting a 150-page Request for Proposal (RFP) to identify its requirements. I found this task to be quite burdensome. Recognizing recurring patterns in the manual breakdown process, I saw the potential for automation and developed the first fully automated RFP Parser. I initially used this RFP Parser for my own tasks to assist proposal teams.

In 2004, I demonstrated the RFP Parser to some Shipley Associates VPs, who then introduced it to the Founder of Privia. Subsequently, the RFP Parser was transformed into a commercial software product known as the RFP Analyzer and was sold and branded under Privia until 2006 when Privia changed hands. During this period, I retained ownership of the RFP Analyzer.

A decade later, I founded a new company called Atebion LLC, the name meaning "solution" in Welsh. Atebion introduced a software RFP parser called the Document Analyzer, which underwent further enhancements and was eventually rebranded as the Professional Document Analyzer.

In 2020, Atebion transferred the intellectual property of the Professional Document Analyzer to an investor to establish a new entity, Scion Analytics. In my role as Executive Vice President, I departed from Scion Analytics in August 2021 to create an AI-focused company called Golden Goose AI.

Over a span of more than two years, Golden Goose AI has developed various AI-related technologies, with one of the most significant being a highly efficient analysis algorithm based on vector algorithms. This innovation enabled us to process analyses within seconds, tasks that would otherwise have taken hours.

In January 2024, we released Proposal Quick Start (PQS) business and proposal development software. PQS represents a novel type of software designed to meet the criteria of Power, Simplicity, and Speed. In contrast to my earlier software, which required extensive training to harness its power, PQS is as straightforward as Drag, Drop, and Click.
