• Collaborate with senior members of Octo's DoD/IC business development team to effectively showcase the AI Center of Excellence’s (CoE) capabilities for both current and potential U.S. Government clients.

• Work closely with oLabs' AI CoE Director to formulate the center's current contract pipeline, which is designed to win work that is complimentary to our IR&D-funded accelerators, further entrenches us in target federal government sectors, and will bolster oLabs' reputation as an engineering lab that delivers transformative AI solutions.

• Contribute technical writing as part of responses to government requests for information, whitepapers, and proposals.

• Regularly meet with current clients to communicate strides on contractual requirements & deliverables.

• Consistently cultivate an environment of trust and integrity, inspiring team members to take initiative, innovate, and make decisions confidently. Recognize and appreciate team members' successful efforts in securing contracts and achieving technical victories.

• Developed multiple tailored career learning paths for the AI CoE, providing a feasible means by which to organically cultivate impossible-to-recruit, niche AI skill sets (e.g., RF Machine Learning Engineer).

Principal Machine Learning Engineer

• Made personal technical contributions to the Hatteras MLOps platform in the following areas: 1) combatting model decay by researching/prototyping various drift detection methods, 2) streaming outlier detection, 3) interpretable ML models/post-hoc model explainability, 4) approaches to model training that minimize the ground truth labeling burden - e.g, Active Learning, and 5) other data-centric approaches to MLOps.

• Presented at USGIF's GEOINT Symposium 2022 on behalf of oLabs' AI CoE. The presentation, entitled 𝘠𝘰𝘶𝘳 𝘔𝘓 𝘔𝘰𝘥𝘦𝘭 𝘐𝘴𝘯'𝘵 𝘎𝘰𝘪𝘯𝘨 𝘵𝘰 𝘔𝘢𝘪𝘯𝘵𝘢𝘪𝘯 𝘐𝘵𝘴𝘦𝘭𝘧, communicated the urgency for full-spectrum MLOps in an ever-changing world and was well-received by its audience.

• Developed a Python toolbox using ArcGIS Pro that empowers government and military users to quickly run their own RF propagation simulations, driving mission decisions within their respective organizations. The project leveraged Python, ArcPy, and geospatial data from IC Agency APIs.

• Selected to serve a 3-year term on Battelle' s Emerging Scientists and Engineers Council (ESEC). As an ESEC member, I spearheaded an initiative to assist ESEs with career progression and provided critical support to another initiative focused on helping regional ESEs build meaningful relationships throughout the organization.

• Configured scripts to automate the processing of large volumes of geospatial data. Included automating the filtering of data sets based upon features in shapefiles, conducting spatial joins (union, intersect, etc.), and conversions between geospatial coordinate systems.

• Routinely created Python functions/modules to aid the automation of critical routine tasks (data conditioning, geospatial data operations, etc.).

• Identified and evaluated appropriate data sources for analytic development in response to the needs of a regional analysis directorate.

• Promoted to Senior I2 Analyst/Team Lead and established a new team within National Ground Intelligence Center's (NGIC) Biometrics Intelligence Program (BIP). This team provides I2 support for the Operational Risk Management (ORM) and asset validation needs of a SOCOM customer.

Senior Identity Intelligence (I2) Analyst

• Feb 2017 - May 2017: Deployed providing embedded I2 support to a SOCOM customer. Support focused on assisting with asset validation and empowering leaders to make informed decisions regarding ORM.

Identity Intelligence Analyst

U.S. Army Cyber Command

• Edited and conducted quality assurance/control checks for ARCYBER's Open-source Intelligence (OSINT) Reports (OSIRs) and Open-source Analysis Reports (OSARs) prior to publication.

• Evaluated new OSINT tools/technologies (both technological capability and compliance with ARCYBER's mission/authorities/intelligence oversight requirements). Provided feedback from these evaluations to INSCOM's Army OSINT Office (AOO).

• Instructed the OSINT block of ARCYBER's Live Environment Training (a Foundry course).

• Attended OSINT conferences hosted by DoD and Intelligence Community (IC) agencies as an ARCYBER representative.

Intelligence Specialist (GG-0132-13)

SAIC

• Conducted OSINT collection and authored OSIRs/OSARs in support of ARCYBER's intelligence requirements. These were written in compliance with all applicable intelligence oversight policy.

• Analyzed large datasets (500,000+ records) and create meaningful visualizations of the data to bolster ARCYBER leadership's understanding of the cyber battle space.

• Created automated macros to maximize efficiency in the Open-source Cell's daily workflow. 

• Assisted ARCYBER's OSINT Cell in the evaluation of new OSINT tools/technologies.

Senior Open-source Intelligence (OSINT) Analyst

CACI International Inc

• Supported requests from forward deployed SOCOM elements for Target Support Packages (TSP). 

• Conducted analysis on the Islamic State in Iraq and the Levant's (ISIL) intent, operations and high profile attacks in northern Africa, with a focus on western Libya and Tunisia. This analysis was done onsite in support of a SOCOM customer. 

• Supported a SOCOM customer by authoring a proposal requesting additional authorities in accordance with U.S. Policy Standards and Procedures for the Use of Force in Counterterrorism Operations Outside the United States and Areas of Active Hostilities.

• Completed 177.75 hours of cross-training, and an additional 40 hours of practical exercises, for OSINT, social network and social media collection & analysis (list of completed courses available upon request).

• Co-authored an information paper concerning the apocalyptic themes fundamental to the Islamic State's eschatology, vulnerabilities inherent to those themes, and how military strategy could be used to exploit those vulnerabilities.

Ted Hallum is an innovative leader at IBM, driving advanced AI solutions to address the complex challenges federal government clients face. Drawing on his experience in the U.S. Army and the Intelligence Community (IC), Ted deeply understands the federal sector's unique demands, enabling him to effectively guide engineering teams in creating targeted AI systems that solve customer pain points.

Ted possesses a diverse background spanning the DoD, the intelligence community, academia, law enforcement, tech, and GovCon. Moreover, he is recognized for his thought leadership as an Adjunct Professor of Business Analytics at the College of William & Mary and a Data Certification Advisory Committee Appointee at CompTIA. Ted holds a Master of Science in Business Analytics, a Post-Baccalaureate Associate of Applied Science in Intelligence Operations, and a Bachelor of Science in Biblical Studies. His accomplishments have garnered multiple career awards and military medals, including the Meritorious Service Medal and two Bronze Star Medals.

As the Founder of the Veterans in Data Science & Machine Learning community (VDSML), Ted champions the belief that a rising tide lifts all boats, and his leadership at VDSML provides multiple avenues of support to those with U.S. military service who are transitioning into quantitative careers.
