Social workers across all sectors of practice are faced with individuals, families, and communities that are significantly affected by substance use disorders. The focus of the class is on exploring the nature, etiology and treatment of substance use disorders and how they relate to social work practice. Set within a social justice framework, students critically analyze the intersections of substance use with racism and other forms of oppression. Ethical and legal frameworks for substance use treatment are identified and analyzed. Students explore the complex interactions of biological, psychological, and social causes and consequences of substance use, and learn how to develop a comprehensive, multidimensional biopsychosocial assessment. The class prepares students to develop knowledge of, and skills in, evidence-informed substance use prevention, education, and treatment with individuals, groups, families, organizations, and communities.

Committee for Public Counsel Services

Supporting the organization as a third-party vendor, assisting attorneys with the defense of juvenile and adult clients by providing expert testimony and developing sentencing reports, clinical assessments, and substance use evaluations. Coordinating re-entry plans, diversion plans, or assisting in securing treatment placements for defendants.

The Committee for Public Counsel (CPCS) has four different divisions through which clients are represented.  All divisions utilize vendor/experts to help their clients reach their legal goals.  Below is a summary of what each division does: 

•Children and Family Law Division (CAFL):  CAFL represent children and parents in cases in which the Department of Children and Families (DCF) removes children from their homes because of claims of neglect or abuse.  CAFL also provides lawyers to children and parents in child requiring assistance (CRA) cases.  We also represent children and parents in contested guardianship cases. 

•Youth Advocacy Division (YAD):  YAD represents indigent juvenile defendants in legal proceedings arising out of delinquency or youthful offender charges. YAD incorporates a Positive Youth Development Approach, resulting in fair treatment in court, and works with each client to achieve both legal and life success.   

•Mental Health Division (MH):  The Mental Health Litigation Division is committed to protecting the legal and constitutional rights of citizens facing civil commitment to mental hospitals, guardianships, and involuntary treatment, including the administration of antipsychotic medications. 

•Public Defender/Private Counsel Adult Criminal Divisions:  These divisions represent adults in criminal matters and are dedicated to providing zealous advocacy, community-oriented defense, and protection of fundamental constitutional and human rights. This includes Section 35 cases whereby a client faces up to 90 days in a locked facility based on a substance use disorder.

What started as a small group of families gathered around a kitchen table in 1979 has blossomed into the nation's leading voice on mental health. Today, we are an association of hundreds of local affiliates, state organizations and volunteers who work in your community to raise awareness and provide support and education that was not previously available to those in need.

NAMI relies on gifts and contributions to support our important work:

We educate. Offered in thousands of communities across the United States through NAMI State Organizations and NAMI Affiliates, our education programs ensure hundreds of thousands of families, individuals and educators get the support and information they need.

We advocate. NAMI shapes national public policy for people with mental illness and their families and provides volunteer leaders with the tools, resources and skills necessary to save mental health in all states. 

We listen. Our toll-free NAMI HelpLine allows us to respond personally to hundreds of thousands of requests each year, providing free referral, information and support—a much-needed lifeline for many.

We lead. Public awareness events and activities, including Mental Illness Awareness Week and NAMIWalks, successfully fight stigma and encourage understanding. NAMI works with reporters on a daily basis to make sure our country understands how important mental health is.

Carla B. Monteiro is the Behavioral Health Director for Addiction Treatment Services at the Grayken Center for Addiction at Boston Medical Center (BMC), where she oversees the clinical and operational aspects of substance use disorder (SUD) programs and initiatives. Carla is an Adjunct Professor at Simmons College, teaching courses in Substance Use and Social Work. She is also a Doctoral Student (Ph.D.) in Social Work at Sacred Heart University, pursuing her research interests in substance use, race, ethnicity, and treatment outcomes.

With over seven years of experience in addiction and hospital settings and as a Licensed Independent Clinical Social Worker and Licensed Alcohol and Drug Counselor, Carla has developed and implemented evidence-based interventions, policies, and practices to address the complex needs of diverse populations affected by SUDs, mental illness, and systemic barriers. She is also a passionate advocate for social and racial justice, serving on various advisory committees and boards and engaging in community outreach, education, and public speaking. Carla has received multiple awards and recognitions for her social work and community contributions, including the Boston Business Journal 40 Under 40 Honoree and the Commonwealth Heroine Award.
