As the program manager, integrated subject matter experts in asset management, logistics, resources, plans & policy, facilities, and project management for the planning and acquisition of the Agency's headquarters campus. The campus acquisition was awarded the National Intelligence Meritorious Unit Citation. Introduced the agency to the DOE FEMP energy savings performance contract (ESPC) vehicle. Developed a 20 year life cycle cost estimate (LCCE) from BUILDER, Archibus, and internal planning documents for an analysis of alternatives comparing and contrasting deferred maintenance and repair (DM&R) options that are compliant with the 2024-2028 Intelligence Program Guidance, OMB Circular A-94, OMB Circular M-20-03, NIST Handbook 135, and agency policy.

Private Sector Market Real Estate Development and Workplace Modifications lead. Strategy and business development in our private sector marketplace with focus on tenant workplace acquisition, fit-out and move management. 

Marine Corps Market Manager and Department of Justice Market Manager - lead our Marine Corps and DOJ market teams to include strategy and business development within the markets, administer contract and subcontract execution and client delivery.

Senior Project Manager: led the successful completion of the implementation phase for the Energy Savings Performance Contract (ESPC) at NASA Greenbelt ($6.7 million), to include Retro-Commissioning HVAC controls and equipment in 3 buildings, high efficiency lighting retrofits in 11 buildings, storefront replacement, and a waterside economizer.

Quality Control Manager for the U.S. Senate ESPC ($35 million) and Quality Control Systems Manager (QCSM) for the U.S. Capitol ESPC contract ($13 million project cost resulting in $2.7 million annual energy cost savings): designed, implemented, and led a quality control program based on the Army Corps of Engineers Contractor Quality Management program.

Lead project manager for local government projects including a General Contract for roof, window, and heat pump replacement at the Smith-Wagner Building for Chesterfield County Virginia ($2.5 million).

Lead project manager for federal projects including a General Contract for HVAC upgrades in three occupied buildings for the Department of the Army at the Warrenton Training Center ($5 million).  Included all new mechanical room equipment, chillers, boilers, direct digital control system, and power.

Sr. Project Manager for Washington D.C. area projects for a U.S. Government agency.  Projects consisted of multiple tenant fit-outs of SCIFs.  Managed task order contracts for designers, engineers, and general contractors.  Gathered IT, communication, and other unique customer requirements in classified facilities; ensuring design and implementation met these requirements. 

Provided construction oversight, project management and technical guidance for the installation of a modular mechanical shop for at the American Embassy, Kuwait. Designed Phase Two tenant fit-out for the American Consulate, Dubai, United Arab Emirates.

Preconstruction services for the Embassy of Luxembourg, Washington D.C.  Project Manager and Superintendant for initial surveys and selective demolition within the historic structure.

Project Manager for 3124 Q. Street, N.W. Washington D.C.  Project consisted of a ~$20 million adaptive re-use of an historic structure.  Managed subcontractors in structural concrete, structural steel, underpinning, earthwork and excavation, geothermal systems, HVAC, power, lighting, rough carpentry, finish carpentry, Audio-Video, masonry, flooring, swimming pools, and elevators.

Project Manager for a homeowner converting swimming pool changing rooms and indoor gym into a multi-media room.

Project Manager for multiple structural steel and miscellaneous steel projects in the Washington D.C. area.  Projects included: Ardmore High School, Hillcrest Elementary School in Maryland,  Penthouse addition to the Boeing Building in Rosslyn., New building construction at Lakeside Technology Center in Sterling, Virginia,  Penthouse Addition and structural renovations to the Millennium Building, 1900 K Street, Washington D.C.

Responsibilities include integrating a cross functional team of contract project managers, facilities managers, asset managers, logisticians, real property professionals, resource managers, and software managers to achieve the federal agency's long term capital program strategy.

A trusted advisor in Capital Programming founded on more than 30 years of performance-based and knowledge-based services contract leadership across all phases of the capital program lifecycle, to include planning & budgeting, analysis of alternatives, acquisitions, management in use, and disposal of capital assets.

Joel's collaborative mindset enables cross-functional teams to excel in complex program delivery. This included an  energy savings performance contract (ESPC) for the Architect of the Capitol that resulted in a 35% reduction in energy usage. Knowledge-based services contracts with the federal government include domestic and overseas Capital Programs and mission support for a special projects component within the intelligence community.

Joel is the founder of DigitalPMO(TM), a human-centered, agile, technology agnostic, cloud-based digital Capital Program and portfolio management methodology.
