I'm Stephen and I have a deep passion for 𝐐𝐮𝐚𝐥𝐢𝐭𝐲 & 𝐒𝐚𝐟𝐞𝐭𝐲 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐒𝐲𝐬𝐭𝐞𝐦𝐬, 𝐒𝐚𝐟𝐞𝐭𝐲 𝐂𝐮𝐥𝐭𝐮𝐫𝐞, and 𝐂𝐨𝐧𝐭𝐢𝐧𝐮𝐨𝐮𝐬 𝐈𝐦𝐩𝐫𝐨𝐯𝐞𝐦𝐞𝐧𝐭. I've been at this stuff for over 25 years.

I am currently the program manager of Quality Management within the Pipeline Safety Management Systems and Process Safety team at Washington Gas - a natural gas utility in the Washington, DC metro (DC, MD & VA) area serving approximately 1.2 million customers.

I am a member of the American Gas Association's (AGA's) Quality Management Committee.

Honored and grateful to have been selected by ASQ and ASQE in November 2023 to participate in 𝘈𝘮𝘦𝘳𝘪𝘤𝘢𝘯 𝘚𝘰𝘤𝘪𝘦𝘵𝘺 𝘧𝘰𝘳 𝘘𝘶𝘢𝘭𝘪𝘵𝘺's (𝘈𝘚𝘘) 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐞𝐝 𝐂𝐨𝐧𝐬𝐭𝐫𝐮𝐜𝐭𝐢𝐨𝐧 𝐐𝐮𝐚𝐥𝐢𝐭𝐲 𝐌𝐚𝐧𝐚𝐠𝐞𝐫 (𝐂𝐂𝐐𝐌) exam development process.  I worked alongside approximately 70 other Quality Management experts from across many different sectors to create this new certification which was first made available in March 2025. I was the only SME representing natural gas utility distribution and transmission.

I am a member of the American Petroleum Institute's (API) Recommended Practice 1173 Task Group - which is currently revising the 1st edition of API RP 1173 - Pipeline Safety Management Systems (PSMS).

I am a member of the American Petroleum Institute's (API) Recommended Practice 1186 Task Group - which is revisiting the development of a standard for Pipeline Safety Metrics associated with PSMS.

One of the proudest highlights of my career is founding a professional niche community of practice here on LinkedIn back in 2018 - the Pipeline Safety Management Systems (PSMS) LinkedIn Group.  As of October 2025, it has grown to over 3100 members.  We advocate for pipeline SMS, host events featuring high-profile speakers and provide an inclusive environment to share successes, discuss common problems and challenge assumptions.
