James Cameron wants to make Avatar films faster.

He's 71 and doesn't fancy another eight years on two movies.

So the question we’re interested in is…


"Will you use generative AI?"

His answer is interesting.

Yes, potentially. But with hard boundaries.

Never replace the actors.
Never replace the artists.
Never replace the director or writers.

But, the tools don't actually exist yet.

Currently generative AI is built for copywriting, reducing lawyer fees with contracts that are probably OK and self diagnosing medical issues etc.

However it’s not integrated into the professional tools for entertainment.

Cameron's team would have to build them from scratch. Integrate them into VFX workflows that took decades to develop.

Probably not a weekend project.

But it will be solved, and probably sooner than you think.

And then it will open up a whole new world of film making to both the likes of James Cameron and the next up and coming directors who will use it in completely innovative ways.

It’s going to be really interesting to see what gets created and how it’s blended with the current approach.

"The field of AI is rapidly evolving across different sectors and disparate industries, leaving business, technology and government professionals without a common lexicon and shared understanding of terms and phrases used in AI governance. Even a search to define "artificial intelligence" returns a range of definitions and examples. From the cinematic, like HAL 9000 from "2001: A Space Odyssey," to the creative, like Midjourney and DALL-E generative art, to the common, like email autocorrect and mobile maps, the use cases and applications of AI continue to grow and expand into all aspects of life. 

This glossary is an update to the October 2023 release of IAPP's Key Terms for AI Governance. The updated version has been developed with reference to various materials and with valuable feedback from top experts in AI governance. It includes new terms and modifications to existing terms. The original glossary from June 2023 was developed with reference to numerous materials and designed to provide succinct, but nuanced, definitions and explanations for some of the most common terms related to AI today. The same methodology has been retained for the new updates. The explanations aim to present both policy and technical perspectives and add to the robust discourse on AI governance. "

Key Terms for AI Governance

"Technologists and policymakers are increasingly seized with the importance of addressing AI Loss Of Control (LOC) risk—a hypothetical state in which an AI system diverges from authorized constraints to the extent that the human operator is no longer able to prevent, constrain, or revert undesired and unintended outcomes. 

However, significant gaps remain in how policymakers, the AI industry and AI security and safety researchers understand, anticipate, and perceive this risk. As these systems continue to gain power and capability, even a five percent probability that the worst-case AI LOC scenario materializes should be enough to compel decision-makers to treat this risk category as a national, human, and economic security priority. 

To address this gap, this paper proposes applying the Indications & Warning (I&W) methodology—used by the intelligence community to detect, track, and warn of impending significant threats—for monitoring AI LOC risk. The framework distinguishes between potential AI LOC indicators (theoretical behaviors signaling potential LOC) and actual indications (documented evidence that these patterns are occurring in reality)[...]

To monitor AI LOC risk in particular, this paper proposes seven potential indicators:

A growing body of evidence, laid out in this paper, finds that AI systems can:
• Conceal their actions and fabricate data to deceive the human operator
• Identify vulnerable users and target them with manipulative strategies
• Learn deception through reinforcement learning rewards
• Strategically adjust behavior when they detect being evaluated
• Rewrite their own system prompt to preserve their goals, copy their weights to external servers, and delete successor models
• Conceal their reasoning from interpretability tools
• Gradually lose their alignment properties over deployment cycles
• Pursue unintended goals that succeed in training but fail in novel contexts
• Optimize for code completion while systematically failing in security objectives
• Circumvent shutdown mechanisms to continue task execution
• Strategically alter behavior to evade evaluation and preserve deployment viability"

AI LOSS OF CONTROL RISK

"The United States must now start working very hard with allies to secure democratic advantage in the domain of frontier AI. We suggest how to manage the convergence of three great vectors: private sector–led innovation, emerging threats, and international efforts. An essential starting point is to build a defensive agenda, build a historic public-private partnership, and design overlapping circles of international cooperation. The time to start shaping the national security agenda for AI has arrived.

Key Takeaways
The national security agenda for AI goes well beyond just evaluating the safety of private products. Using frontier AI, the US has to evaluate and counter what our most dangerous enemies can do with frontier AI.

This agenda calls for three circles of international cooperation: among core participants in coalition defense; among AI producers; and among the wider community worried about the risks.

Defense Against the AI Dark Arts

"AI agents are increasingly deployed to execute important tasks. While rising accuracy scores on standard benchmarks suggest rapid progress, many agents still continue to fail in practice. 

This discrepancy highlights a major limitation of current evaluations: focusing on a single metric is not enough to understand agent behavior. Notably, it ignores whether agents behave consistently across runs, withstand perturbations, fail predictably, or have bounded error severity. 

Grounded in safety-critical engineering, we provide a holistic performance profile consisting of twelve metrics that decompose agent reliability along four key dimensions: consistency, robustness, predictability, and safety. 

Evaluating 14 models across two complementary benchmarks, we find that recent capability gains have only yielded small improvements in reliability. 

By exposing these persistent limitations, our metrics complement traditional evaluations while offering tools for reasoning about how agents perform, degrade, and fail."

Towards a science of AI agent reliability.

"Frontier AI regulations primarily focus on systems deployed to external users, where deployment is more visible and subject to outside scrutiny. However, high-stakes applications can occur internally when companies deploy highly capable systems within their own organizations, such as for automating R&D, accelerating critical business processes, and handling sensitive proprietary data. 

This paper examines how frontier AI regulations in the United States and European Union in 2025 handle internal deployment. We identify three gaps that could cause internally-deployed systems to evade intended oversight: (1) scope ambiguity that allows internal systems to evade regulatory obligations, (2) point-in-time compliance assessments that fail to capture the continuous evolution of internal systems, and (3) information asymmetries that subvert regulatory awareness and oversight. 

We then analyze why these gaps persist, examining tensions around measurability, incentives, and information access. Finally, we map potential approaches to address them and their associated tradeoffs. By understanding these patterns, we hope that policy choices around internally deployed AI systems can be made deliberately rather than incidentally."

Internal Deployment Gaps in AI Regulation

"This report assesses whether the EU AI Office has sufficient resources to fulfil its role, particularly in supervising general-purpose AI models. Within the AI Office, Safety Unit A3 is responsible for overseeing GPAI models with systemic risk; likely to pose the greatest technical, legal, and governance challenges under the AI Act. The report also identifies concrete pathways for strengthening the AI Office’s institutional and financial capacity. 

Our analysis finds that Unit A3 is currently under-resourced relative to the rapid growth in the number of AI models of frontier providers it must supervise. When benchmarked against other EU regulators in critical sectors and the enforcement of the Digital Services Act, the AI Office’s projected staffing and budget levels appear inadequate for the enforcement demands it will face in the coming years. 

Key recommendations: 

1. Scaling the AI Office’s GPAI supervisory capacity to a level comparable to DSA enforcement. As a benchmark, the AI Office should ensure resourcing of Unit A3 sufficient for a minimum of 160 staff by 2030, supported by a unit-level annual budget in the range of €50–60 million. 

2. Securing sustainable funding and capacity increases through a combination of: 

● the Digital Omnibus, by specifying additional staffing for the AI Office (beyond the already proposed 38 FTE increase), including at least 30 additional FTEs exclusively for the supervision of GPAI models by the end of 2027, ensuring a realistic path to the 2030 target of 160 staff 

● the 2028–2034 Multiannual Financial Framework, to explicitly embed appropriate administrative staffing, budgetary resources, and IT infrastructure for the AI Office in the EU’s long-term budget, in line with the EU’s digital leadership ambitions 

● the EU annual budget, to provide appropriate operational funding, including for tenders, and to respond to developments not foreseen in the MFF; 

● the evaluation of supervisory fees for providers of GPAI models with systemic risk, to establish a dedicated funding stream proportionate to regulatory workload 

● the exploration of an AI services levy for large AI providers, modelled on the 2018 Digital Services Tax proposal Strengthening the AI Office is not only a matter of regulatory enforcement. It is a strategic investment in Europe’s competitiveness, technological sovereignty, and long-term ability to govern one of the most consequential technologies of the coming decades"

Resourcing the AI Office

"Artificial intelligence: The texts here are mainly concerned about the risks stemming from AI. Bailey (2023) proposes that out-of-control technology like AI is the great filter which explains the Fermi Paradox. Carlsmith (2022) discusses the idea of AI presenting an ER, comes to the conclusion that it does, and assigns a probability of 5 % that it will extinguish humanity. Contrastingly, Goertzel (2015) scrutinizes Bostrom and Yudkowsky’s concepts of AI risk and finds them logical but argues that they confuse something being possible with something being likely and therefore overstate the dangers. Hadshar (2023) reviews the evidence for risk of power-seeking AI, finding that there are no actual examples of it so far, and so we should be less confident that this is an ER but still be concerned. Kasirzadeh (2024) argues for a greater focus on “accumulative” AI risk, in which systemic threats and vulnerabilities due to AI gradually accumulate and then lead to irreversible collapse. The only solution focused document here is Nindler (2019), which discusses if and how the UN could help manage AI."
