Senior Manager Country HR & Administration 

HR/Admin Coordinator 

Responsibilities: HR Strategic Planning
•	Set up the HR department and provide management oversight and leadership.
•	Develop an HR strategy for the country program which is in line with the organizations, regional, and global goals and objectives.
•	Develop and implement a manpower planning helping the new/existing country program to have the needed staff with the right competence on time for national staff.
•	Devise and implement metrics as and when needed.
HR Administration & Compliance
•	Co-Lead implementation for IMC’s Global HR Operating Policies and Procedures
•	 Oversee HR-related administrative duties and ensure they are compliant with existing legal and government reporting requirements
•	Ensure IMC is in compliance with all labour laws, and minimization of legal exposure.
•	Ensure the National Staff Handbooks is developed and in place; Review of policies and procedures, making recommendations
•	Serve as an ambassador and champion for the IMC Way: Standards for Professional Code of Conduct; escalate code of conduct issues to the Country Director and HR Business Partner for additional support and to ensure issue is resolved and appropriate follow-up is carried out
•	Liaise with the local legal counsel on HR issues that requires legal interpretations
•	Oversee the investigation which is reported in different reporting mechanisms; 
•	 Represents IMC in HR consortiums and INGOs cluster meetings
Team Management
•	Work with the Senior Management team to determine workforce needs, identify human resource and competency gaps, and devise a development and workforce plan to facilitate nationalizing roles and staff retention;
•	Manage, train, mentor HR/Admin team; create detailed plan to build capacity for every HR & Admin staff, including performance objectives, recruitment and commitment to development;
Staff Care
•	Develop supportive plans of action for staff care.

Senior HR/Admin Manager

Responsible for staffing, coordination of benefits, coordination of human resource activities and enforcing company policies and practices in International Medical Corps Country Program Field Offices.

MAIN TASKS AND RESPONSIBILITIES

The applicability of each duty and responsibility may varies depending on (1) the type of country program projects implementation and (2) its staffing management.

The country program projects implementation could be for (1) an emergency response implemented or developed domestically or internationally or (2) developing existing projects internationally.

The staffing management will be applicable according to International Medical Corps proposal activities and its current representation in country. The duties below are representative of general scope for this job profile and will be applicable accordingly for staff management of (1) national staff only, or (2) international staff only, or (3) both national and international staff
