I'd be interested to hear from software professionals who practice TDD in full and who also incorporate mutation testing in their CI pipeline. If you make changes to the system by doing proper TDD (in my mind, that would imply doing the ZOMBIES formula), and after completing the change in that fashion you also run mutation testing and make sure you eliminate all surviving mutants, do you still feel the need to open a PR and review the change? If yes, why? What is missing from your TDD/kill-all-surviving-mutants discipline that only PR could add?

I'm assuming you may say "what's missing is the assurance that the change results in properly structured code". But isn't one of the benefits of TDD that it enables proper design by guiding the change in tiny steps? If not doing TDD, we are tempted to go for large batches because testability is not top of the mind at that time. But with TDD, testability is the prime directive, therefore the code must be structured properly to be fully testable.

To me, insisting on a review after the above practice is fully implemented amounts to a time-wasting success theatre. But I could be dead wrong, of course. But I need convincing evidence to the contrary before I change my mind.
