Lots of companies confuse planning for strategy - and when they do, confusion is sure to follow.

This chart from Willie Pietersen's book on Strategic Learning does a nice job of describing the differences between strategy and planning.

It aligns strategy with effectiveness and planning with efficiency.

Seems about right to me.
