Participated in water resources planning, including coordination of the city’s partnerships in water regional strategic planning. Coordinated the analysis and adoption of development and impact fees, as well as utilities extensions special fees. Participated as a team member of the integrated strategic planning and budgeting process.

Director, Department of Tribal Projects Development    (99-02)
Responsible for the planning, control and implementation of the capital improvement program of the GRIC. Developed and staffed this new department with project managers and office support personnel. Supervised 12 employees and three contracted professionals. Managed 35 active projects in different development stages. Projects involved a wide range of complexity and budgets. Total funding in the five years plan was about $400 millions.   


Assistant Director of Public Works      (98 - 99)
The department of Public Works is charged with the potable water distribution, sewer collection and treatment, and solid waste collection of GRIC. Most engineering design and some construction were done in house. Supervised about 65 employees.  

Civil Engineer           (95 –97)
Performed planning, analysis of proposed operational schemes and engineering design for the Pima-Maricopa Irrigation Project (PMIP). Funding and oversight was provided by the Bureau of Reclamation. The purpose of the project is to bring CAP water to the Gila River Indian Community to be used primarily for agriculture, but also some municipal and industrial use has been identified. Flow rates ranging from 30 to 2,300 cubic feet per second.  This involved an extensive distribution and control infrastructure.
