Client Financial Management Manager

Novetta

•	Train & mentor a team of 3 Program Control Analysts across almost 92 contracts/task orders worth around $122M/Year for the Division.  Provide Project Control execution on 69 of the division contracts/task orders at $98M/year.
•	Track open receivables, & work with team to get invoices paid; monitor unbilled costs and clearing amounts on hold to reduce DSO.  Accounts Receivable started getting attention by the CFO and I worked with Billing, Accounting & Program Management on my divisions outstanding AR and in a little over 3 months I was able to get the overall Division AR down by 53% and the over 120 day AR down by 29%.
•	Directly support programs including project set up, develop & maintain Work Breakdown Structures (WBS), Forecasts, & EACs.  Also, provide Monthly Accruals, monitor & report program financials, develop & track program metrics, analyze performance and complete variance analysis for PM’s & Leadership. Finally, prepare financial slides with notes for the internal program monthly reviews and brief to upper management as needed with PMs.
•	Support PMs in complete project execution.
•	Reviewing financial EAC, AR, Accrual, Work Breakdown structure, Reports & Forecasting processes, provide feedback to upper financial management, and in most cases prepare & implement changes.

Project Control Manager

SAIC

• Lead, manage, train & mentor a team of 8 Program Control Analysts across multiple contracts for the Air Force Operation.
• Implement program control policy, processes & procedures. Review, develop & implement new program control concepts & techniques. Ensure GAAP & company policy adherence which includes maintaining a complete understanding of financial related policies.
• Directly support programs including project set up, develop & maintain Work Breakdown Structures (WBS), develop & maintain budgets, Basis of Estimates (BOE), schedules, and Resource Loaded Networks (RLN). In addition monitor and report performance, review against baseline plans, develop & track program metrics, analyze performance and complete variance analysis.  
• Perform cash flow & profitability analysis for projects and monitor cash flow during program execution to maximize working capital performance.
• Review and approve EACs, Risk requests and other required reporting for Air Force Ops programs.
• Prepare & provide written & verbal reporting as directed by management and customers on financial status.
• Work closely with program management to make sure contractual requirements as well as customer & company expectations are met. Work with PM to perform risk management & develop risk registers.
• Assist in proposal development, contract negotiation & on-going contract activities.

Program Control Manager

Engility Corporation

•	Manage a team of 5 Project control analysts across 2 contracts worth a total of $400M and approximately $70M a year.  Contracts are separated into 21 task orders (both CPFF & FFP) and include close to 30 subcontractors & consultants.
•	Review and approve 21 Task order forecasts quarterly as well as 11 task order Estimates at Completion (EACs).
•	Oversee and periodically complete the same duties noted for Senior Program Control Analyst below.
•	Preparation of task order proposals to include preparation of subcontractor and consultant pricing templates, basis of estimate completion and review & approval of final pricing.
•	Supporting PMs with monthly revenue & fee reporting, forecasting and variance analysis and ad hoc reporting as needed.
•	Brief Group and Division management on program performance, issues and new tools and processes.
•	Work with Finance Managers during month end close preparing revenue adjustments, providing variance analysis, unbilled analysis and completing funding run out information for all 21 task orders.
•	Work with finance, contract and project set up personnel on ASC 606 requirements for my programs and implementing new ASC 606 contract set up and reporting.
•	Initiated, created and implemented an excel resource tracking tool to increase the accuracy of our internal forecasting.  In addition it has improved our external task order burn rate calculations and program communication with our customer and vendors.
•	Worked with a database administrator to create a web based SQL Server database and reporting tool for a $70M a year IDIQ program that will create the complex monthly customer reporting for all program task orders.  Tool will be ready for initial reporting in April 2018.

Progam Control Manager

•	Collect direct, consultant & subcontractor data monthly and use it to prepare complex monthly and quarterly data, labor & technical reporting.
•	Review monthly customer cost invoices for a $19 million task order and prepare fee calculation spreadsheets for billing to create fee invoices.
•	Initiate, track & update consultant and subcontractor funding for up to 20 vendors, complete purchase requisitions when needed, review and approve monthly & biweekly vendor invoicing and work with vendors when they need help with any of the above.
•	Work with PM and Finance Managers to prepare Annual Operating Plan (AOP) as well as quarterly forecast updates for a $72 million a year program with six active task orders and over 30 subcontractors and consultants.
•	Work with contracts and set up when new task orders and task order modifications are received to include to input contract/funded cost and fee and new WBS structures & codes into Cost Point.
•	Prepare Estimates at Completion (EACs) for seven CPFF task orders on a quarterly or as needed basis.
•	Prepare monthly accruals for six active task orders and over 30 subcontractors and consultants with a monthly total accrual amount of approximately $5.8 million.  
•	Work with Finance Managers to prepare month end close.
•	Helped with large IDIQ proposal preparation by providing historical and other data requested as well as attending proposal meetings to provide finance input.

Senior Program Control Analyst

General Dynamics Information Technology

•Work with Program Managers to plan the financial resources on their projects, provide reporting on actual expenditures, fee and revenue to date as needed by manager. Provide managers with financial analysis based on changing needs and alerting them to variances and possible overruns.
•Prepare Estimates at Completion (EAC) reports for Firm Fixed Price and Cost Plus projects. Initiated Risk paperwork to authorize the use of company funds to continue project execution when increased funding or a time extension is expected in the near future.
•Prepare monthly, quarterly and yearly forecasting for current and future projects and input into Hyperion.
•Help complete monthly reporting for management based on updated actual expenditures each month and explain variances and need for continued risk.
•Work with Billing, Accounts Receivable, & Accounts Payable to correctly invoice customers in a timely manner, make sure that invoice payments are received when due and that our invoices payable are coded properly and approved for payment in KOFAX-Markview.
•Communicate with the customer representatives on proposals, funding, reporting and other issues.
•Create Purchase Requisitions for services and subcontract agreements. Complete spreadsheet updates and obtain approvals for changes to Purchase Orders.
•Worked often with contract representatives when new projects came in, when contract changes happened and when interpretations needed to be made as we set up Estimates at completion and other internal reports. Prepared customer reports based on contract requirements and communicated with customers to resolve any issues. Worked to insure availability of funds for continuity of project operations and resource plan changes were approved in the contract. 
•Used the FAR and CAS for research to understand my program contracts in order to track the financial information correctly and provide accurate reporting to program and upper managers so they might plan effectively.

Senior Financial Analyst

U.S. Army Cadet Command

•Prepare and maintain fiscal year Civilian Pay spreadsheet with monthly projections for civilian payroll costs as well as actual expenditures with variances between projections and actuals.
•Prepare and maintain yearly command awards budget spreadsheet.  Review awards requests for funding availability and provide SAP lines of accounting. 
•Collect overtime requests for entire command, verify funding is available,and maintain overtime files.
•Work with Microsoft Excel, Word, & Power point to manipulate data out of GFEBS (SAP), Defense Travel System (DTS) & Access Online for research, reports and to create and maintain complex spreadsheets that improve reporting efficiency.
•Advise the command’s employees and leadership on form preparation, changes in guidelines, and revisions in budget guidance that affect their programs.
•Review all expenditure requests and verify estimated amounts are within guidelines and available funding.  Verify compliance with regulations and procedures, add SAP lines of accounting, and route for command approval.  Execute all non-contract requests in GFEBS.
•Brief JROTC and budget leadership on brigade budget performance, balances and issues monthly, and Budget leadership on command’s monthly payroll report, awards, overtime and other payroll issues.
•Work in DTS to maintain travel budgets, lines of accounting and perform a monthly 10% audit.  
•Input and change credit, cycle limits and Lines of Accounting for Government Purchase Cards (GPCs) in Access Online for over 200 cards. Pull and reconcile charges on monthly statements to charges processed in GFEBS.
•Prepare Status of Funds monthly report by high school for JROTC Brigades.
•Run civilian payroll error reports and resolve errors between DFAS and GFEBS; Execute Credit Memos and Vendor Invoices in GFEBS; Review and resolve open commitments, obligations and errors in GFEBS; Set up new schools by making sure they have a Work Breakdown Structure in GFEBS.

Budget Analyst

•Kept Program managers (PMs) abreast of the costs expended with a biweekly report of actual expenditures to date.  Met with PMs to help plan and budget labor and other direct costs to meet project needs. Created and prepared personalized financial reports as needed including variance and ratio reports, graphs and complex spreadsheets.
•Prepared Estimate at Completion (EAC) reports for projects under Firm Fixed Price, Cost Plus, and Time & Materials type contracts.
•Worked often with contract representatives on new projects, contract changes and when interpretations needed to be made as we set up or updated EACs and other internal reports.  Prepared reports based on contract requirements and communicated with customers to resolve issues.  Worked to insure availability of funds for continuity of project operations and that resource plan changes were approved in the contract.  
•Well versed in the FAR when working at SAIC, had to understand my program contracts to track the financial information correctly and provide accurate reporting to program and upper managers.
•Worked with Accounts Receivable to determine what could be billed for under the contract, what could not as well as what was billed for, when it was billed and what had been paid and not paid.
•Worked with PMs and contract representatives to prepare contract proposals.  This included preparation of a cash flow analysis, Q-ram, and a resource loaded network.
•Met with finance to assist in preparation of monthly financial reports.  Prepared accrual spreadsheets per period and gathered accrual back up.  Worked with Finance, Program Management, Accounts Receivable and Contracts to make sure projects were Sarbanes Oxley and contract compliant.  
•Prepared and executed a training session on Sarbanes Oxley compliance for my division management. Trained project control analysts on control procedures as well as on project specific practices and issues.

Project Control Analyst III

8th Finance Battalion, US Army

•Planned, executed and briefed on the budget for the 8th Finance Battalion, including deployment funds.
•Prepared and executed electronic fund transfers to reimburse service members and civilians for TDY travel, permanent duty moves, and other special payments for all Army units in the region.
•rained civilian employees and service members in the Battalion Disbursements and TDY sections.
