I’m Andres, an ex-regulator and policymaker with 15+ years of experience in insurance, FinTech, InsurTech, and digital finance regulation, policymaking, and supervision. My career spans from Estonia—one of the world’s most digitally advanced countries—to key roles in European and global insurance regulatory bodies. At European Insurance and Occupational Pensions Authority (EIOPA), I served as rapporteur for the InsurTech Task Force, leading initiatives on digitalization, platform economy, blockchain, and overall digital finance strategy, open insurance and the EU Framework for Financial Data Access (FIDA). Internationally, I worked with the International Association of Insurance Supervisors (IAIS) FinTech Forum, co-leading the Open Insurance Subgroup. I also designed the EU Supervisory Digital Finance Academy (EU-SDFA), which has trained over 1,500 financial supervisors across the EU on digital finance risks and opportunities. Earlier, at Estonia’s Ministry of Finance, I focused on insurance and pension fund policies, data protection, and financial innovation, contributing to EU decision-making and implementing Solvency II, IDD, and GDPR into national law.
