Israel’s Innovation Cluster in 2025, Tel Aviv–Jerusalem, continues to punch far above its weight

The new Global Innovation Index 2025 highlights something many of us working with global corporates already feel every day. The Tel Aviv–Jerusalem cluster remains one of the most concentrated innovation engines worldwide.

According to WIPO’s latest ranking, the cluster is
 • 19th largest innovation cluster globally,
 • 42nd by intensity, measured relative to population density.
What stands out is not only the scale, but the collaborative fabric behind it.
 • 24 percent of PCT patent applications involve cross-location collaboration, with Haifa, San Jose–San Francisco, and Beijing leading the connections.
 • 58 percent of scientific publications are co-authored with major centers such as Haifa, New York City, and Boston–Cambridge.


The cluster itself is driven by world-class institutions. Tel Aviv University, Hebrew University of Jerusalem, and Yeda R&D are the top three contributors across patents and publications.
