I am the leader for the Quality Review Team which is the equivalent of a Chief Compliance Officer in the private sector. My team has 16 GS-12 high performing Program Analysts that ensure Fiduciary Program compliance with national and local regulations. The analysts and I ensure the integrity of $1 billion a year in annual benefits distribution and the protection of $672 million in beneficiaries VA derived estates.

Supervisory Field Examiner

I led a group of high performing individuals on the Misuse team. My team investigated and protected VA beneficiaries when there were claims of benefits theft, diversion, embezzlement, or when financial inconsistencies were found during routine annual accountings or funds usage oversight for the 13 Mountain and Western states including Alaska & Hawaii along with the U.S. Territories of Guam, America Samoa, and the Northern Mariana Islands. My team worked in close coordination with the VA Office of Inspector General, the U.S. Attorney’s Office, and District Counsel on high level investigations which led to criminal prosecution and administrative sanctions.

During my time as a Program Analyst (Compliance Officer) on the Quality Review Team, I served as an expert advisor to the front line and executive level leadership in the areas of policy, procedures, national station quality and the local quality assurance process. I also provided technical advisory services and work product oversight to the Field Examiners who are the front line employees serving 21,000 beneficiaries in the 13 Mountain and Western states including Alaska & Hawaii along with the U.S. Territories of Guam, America Samoa, and the Northern Mariana Islands. This process helped improve performance and strengthen their field investigative skills.

Throughout my tenure I served as the subject matter expert on Field Misuse investigations on how to properly handle Misuse investigations and increased our organization’s ability to complete thorough investigations which ultimately led to greater prosecution outcomes by the U.S. Attorneys Office.

Program Analyst (Quality Assurance)

During my tenure as a Field Examiner, I was the designated Misuse investigator for Southern California. These investigations included theft, illegal diversion of benefits or complex embezzlement schemes by professional fiduciaries. I partnered with the Los Angeles and San Diego Office of Inspector General Special Agents on Fiduciary Misuse Investigations. This collaboration and mentorship by OIG helped me provide my organization with enhanced investigation techniques to increase prosectional viability of Fiduciary Misuse cases.
