This statement from The Scrum Guide (November 2020) is factually correct. In fact and by far, the biggest challenges with Agile™ are 'management' and the 'environment' they foster. In my experience as a scrum master or merely a disinterested observer, I have always noted these to management, and they are invariably out of bounds. I've been told to work within the box. This sentence makes it clear that the box includes management (let's call it meta-management – if not micromanagement), environment, and culture. 

A scrum master can address and improve many Team challenges. This is likely to be about 20% of the problem, but 80% of the problems Agile has in delivering timely value is constrained by management and leadership.
