Blue bonds are mainstream now. Readiness, not capital, is the real bottleneck.

Issuances jumped from $2.8B to $7.2B in 2024, yet many countries with strong ocean leadership are still stuck on the sidelines. 

Not because of a lack of vision, but because the path from ocean priorities to investor-ready projects is unclear.

I’ve just gone through the new Commonwealth Guide to Blue Bond Issuance, developed by The Commonwealth, Blue Bond Accelerator, and the Ocean Risk and Resilience Action Alliance.

What I like about it is that it treats blue bonds as a readiness exercise, not a financial product to rush toward. 

The value is in the sequencing: project identification, structuring, governance, standards. 

Even if a bond is years away, that work still matters.

If you are in a finance ministry, public bank, or working on national blue economy pipelines, this is a useful reference. 

If blue bonds are on your agenda but issuance still feels out of reach, this is worth your time.

As our oceans face mounting pressures from pollution, overfishing, and climate change, blue bonds have emerged as a powerful tool to channel capital toward marine conservation and sustainable ocean economies.

Here's how a blue bond moves from concept to impact:

1️⃣ 𝐂𝐨𝐧𝐜𝐞𝐩𝐭𝐢𝐨𝐧

 A government, public bank or agency agrees what problem it wants to tackle, who needs to be at the table, and how an ocean-linked bond fits within its overall debt profile.

2️⃣ 𝐈𝐂𝐌𝐀 𝐟𝐫𝐚𝐦𝐞𝐰𝐨𝐫𝐤

 Eligible activities, selection rules, how proceeds are tracked and what will be reported are all defined up front. If this framework is weak, investors will question the integrity of the label. This is why a Second Party Opinion (SPO) is essential.

3️⃣ 𝐏𝐢𝐩𝐞𝐥𝐢𝐧𝐞 𝐩𝐫𝐞𝐩𝐚𝐫𝐚𝐭𝐢𝐨𝐧

 This is where many ideas die. You need a concrete list of projects, with costs, timelines and expected outcomes. No credible pipeline, no credible bond.

4️⃣ 𝐈𝐬𝐬𝐮𝐚𝐧𝐜𝐞

 Structuring, legal documentation, possible rating, investor outreach and pricing. At this point, it looks very similar to any other thematic bond.

5️⃣ 𝐀𝐥𝐥𝐨𝐜𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐩𝐫𝐨𝐜𝐞𝐞𝐝𝐬

 Money actually flows to the agreed projects, with clear rules for any cash that has not yet been allocated.

6️⃣ 𝐑𝐞𝐩𝐨𝐫𝐭𝐢𝐧𝐠

 At least once a year, the issuer explains how much went where and what has been delivered so far. Weak reporting is one of the fastest ways to lose investor trust.

7️⃣ 𝐈𝐧𝐝𝐞𝐩𝐞𝐧𝐝𝐞𝐧𝐭 𝐫𝐞𝐯𝐢𝐞𝐰

 External reviewers check that the framework and the actual use of proceeds match what was promised.

Blue bonds are not magic, but when this full cycle is taken seriously, they can shift capital into real coastal and marine projects.
