When AI moves faster than governance, the question isn’t 𝘪𝘧 we lose trust: it’s 𝘸𝘩𝘦𝘯. And when trust collapses, so does adoption, investment, and societal license to operate.

The new 𝗔𝗜 𝗥𝗶𝘀𝗸 𝗔𝘁𝗹𝗮𝘀 by IBM Research is a real breakthrough, not because it lists risks (we already had dozens of lists), but because it 𝘤𝘰𝘯𝘯𝘦𝘤𝘵𝘴 them into a knowledge graph, bridges fragmented taxonomies, and turns theory into actionable governance workflows. Respect to the authors for giving us a real tool, not just another white paper.

This is how we move from risk talk to risk practice.

Here are my 6 𝗯𝗲𝘆𝗼𝗻𝗱-𝘀𝘂𝗿𝗳𝗮𝗰𝗲 𝗶𝗻𝘀𝗶𝗴𝗵𝘁𝘀 every CXO, regulator, and AI builder should reflect on:

▶ 𝗥𝗶𝘀𝗸 𝗶𝘀 𝗻𝗼𝘄 𝗿𝗲𝗹𝗮𝘁𝗶𝗼𝗻𝗮𝗹, 𝗻𝗼𝘁 𝗶𝘀𝗼𝗹𝗮𝘁𝗲𝗱. How risks interlock: data provenance gaps cascade into bias, which cascades into legal liability, which cascades into societal backlash. Leaders must govern 𝘤𝘩𝘢𝘪𝘯𝘴 𝘰𝘧 𝘤𝘰𝘯𝘴𝘦𝘲𝘶𝘦𝘯𝘤𝘦, not single points of failure.

▶ 𝗧𝗵𝗲 𝗵𝘂𝗺𝗮𝗻 𝗺𝗶𝗻𝗱 𝗵𝗮𝘀 𝗯𝗲𝗰𝗼𝗺𝗲 𝘁𝗵𝗲 𝗮𝘁𝘁𝗮𝗰𝗸 𝘀𝘂𝗿𝗳𝗮𝗰𝗲. From social hacking to over-reliance, adversaries don’t just target models, they target our trust in them. Security strategy must now integrate cognitive defense.

▶ 𝗔𝘂𝘁𝗼𝗺𝗮𝘁𝗶𝗼𝗻 𝗶𝘀 𝘁𝗵𝗲 𝗻𝗲𝘄 𝗰𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝗰𝗲 𝗺𝘂𝗹𝘁𝗶𝗽𝗹𝗶𝗲𝗿. By embedding governance into workflows, compliance shifts from cost-center to resilience enabler. Done right, automation 𝘢𝘤𝘤𝘦𝘭𝘦𝘳𝘢𝘵𝘦𝘴 responsible AI.

▶ 𝗗𝗮𝘁𝗮 𝗶𝘀 𝘁𝗵𝗲 𝘀𝗶𝗹𝗲𝗻𝘁 𝗹𝗶𝗮𝗯𝗶𝗹𝗶𝘁𝘆. The Atlas reminds us: weak provenance, hidden IP, or improper retraining don’t just degrade accuracy. They corrode legal defensibility and reputational capital. Data risk is brand risk.

▶ 𝗔𝗴𝗲𝗻𝘁𝗶𝗰 𝗔𝗜 𝗶𝘀 𝗮 𝗱𝗼𝘂𝗯𝗹𝗲-𝗲𝗱𝗴𝗲𝗱 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 𝘄𝗲𝗮𝗽𝗼𝗻. Yes, autonomous agents multiply risks. But with frameworks like GAF-Guard, they can also become real-time sentinels that detect & mitigate risks faster than any human audit. The threat is also the remedy.

▶ 𝗦𝘁𝗮𝘁𝗶𝗰 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 𝗶𝘀 𝗱𝗲𝗮𝗱. Risks morph with each model release, fine-tune, and deployment. If your risk framework looks the same today as it did six months ago, it’s obsolete. Governance must be iterative, adaptive, and continuous.

✅ 𝗗𝗲𝗽𝘁𝗵 𝗶𝘀𝗻’𝘁 𝗮 𝗳𝗲𝗮𝘁𝘂𝗿𝗲, 𝗶𝘁’𝘀 𝗵𝗼𝘄 𝗺𝗮𝗰𝗵𝗶𝗻𝗲𝘀 𝗱𝗶𝘀𝘁𝗼𝗿𝘁 𝗴𝗲𝗼𝗺𝗲𝘁𝗿𝘆 𝘁𝗼 𝗳𝗶𝗻𝗱 𝗺𝗲𝗮𝗻𝗶𝗻𝗴.
Layer by layer, deep models warp data spaces until complexity collapses into structure. If that doesn’t give us pause, it should. This is intelligence, shaped in code.

✅ 𝗢𝘃𝗲𝗿𝗳𝗶𝘁𝘁𝗶𝗻𝗴 𝗶𝘀𝗻’𝘁 𝗮 𝗳𝗹𝗮𝘄, 𝗶𝘁’𝘀 𝗮 𝗺𝗶𝗿𝗿𝗼𝗿.
When models memorize noise yet still generalize, it tells us something profound: structure matters more than scale. And our old assumptions no longer hold.

✅ 𝗦𝗰𝗮𝗹𝗶𝗻𝗴 𝗹𝗮𝘄𝘀 𝗮𝗿𝗲 𝘁𝗵𝗲 𝗻𝗲𝘄 𝗰𝗼𝗺𝗽𝗮𝘀𝘀 𝗳𝗼𝗿 𝗔𝗜 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲.

✅ 𝗧𝗿𝘂𝘀𝘁 𝗶𝘀𝗻’𝘁 𝗮 𝗰𝗼𝗻𝘀𝗲𝗾𝘂𝗲𝗻𝗰𝗲. 𝗜𝘁’𝘀 𝘁𝗵𝗲 𝗽𝗿𝗲𝗿𝗲𝗾𝘂𝗶𝘀𝗶𝘁𝗲. If we don’t embed trust into the foundation, the system will default to control. No amount of retrofitting will save legitimacy once it’s lost.

✅ 𝗔 𝗰𝗶𝘁𝘆 𝘁𝗵𝗮𝘁 𝗶𝗴𝗻𝗼𝗿𝗲𝘀 𝗶𝘁𝘀 𝗰𝘂𝗹𝘁𝘂𝗿𝗮𝗹 𝗳𝗮𝗯𝗿𝗶𝗰 𝗶𝘀 𝗻𝗼𝘁 𝘀𝗺𝗮𝗿𝘁. 𝗜𝘁’𝘀 𝗯𝗿𝗼𝗸𝗲𝗻 𝗯𝘆 𝗱𝗲𝘀𝗶𝗴𝗻. You can’t import dignity. Cities must be coded with context, not just APIs.

✅ 𝗖𝗶𝘁𝗶𝘇𝗲𝗻 𝗽𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝘁𝗶𝗼𝗻 𝗶𝘀 𝗻𝗼𝘁 𝗰𝗼𝗻𝘀𝘂𝗹𝘁𝗮𝘁𝗶𝗼𝗻. 𝗜𝘁’𝘀 𝘀𝘆𝘀𝘁𝗲𝗺𝗶𝗰 𝗶𝗻𝘁𝗲𝗹𝗹𝗶𝗴𝗲𝗻𝗰𝗲. If people aren’t in the loop, the loop is flawed. Participation isn’t nice: it’s necessary.

✅ 𝗗𝗮𝘁𝗮 𝘄𝗶𝘁𝗵𝗼𝘂𝘁 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 𝗶𝘀 𝗽𝗼𝘄𝗲𝗿 𝘄𝗶𝘁𝗵𝗼𝘂𝘁 𝗰𝗼𝗻𝘀𝗰𝗶𝗲𝗻𝗰𝗲. Every system collects. Only a few systems protect. Governance isn't bureaucracy, it's defense against institutionalized bias.

✅ 𝗤𝗼𝗟 𝗶𝘀 𝗻𝗼𝘁 𝗮 𝗞𝗣𝗜. 𝗜𝘁’𝘀 𝘁𝗵𝗲 𝗼𝗻𝗹𝘆 𝗺𝗲𝘁𝗿𝗶𝗰 𝘁𝗵𝗮𝘁 𝗺𝗮𝘁𝘁𝗲𝗿𝘀. If the system doesn't enhance meaning, belonging, and dignity: then what's the point?

✅ 𝗧𝗵𝗲 𝗯𝗶𝗴𝗴𝗲𝘀𝘁 𝘁𝗵𝗿𝗲𝗮𝘁 𝘁𝗼 𝗱𝗶𝗴𝗶𝘁𝗮𝗹 𝘀𝗼𝗰𝗶𝗲𝘁𝘆 𝗶𝘀𝗻’𝘁 𝗵𝗮𝗰𝗸𝗶𝗻𝗴. It’s the absence of philosophical leadership. We’re building faster than we can think. But the future belongs to those who can translate complexity into clarity, and ethics into infrastructure.

The Architecture of “Society 5.0”

𝗧𝗵𝗲 𝗲𝗿𝗮 𝗼𝗳 “𝗿𝗮𝗿𝗲 𝗰𝘆𝗯𝗲𝗿 𝗶𝗻𝗰𝗶𝗱𝗲𝗻𝘁𝘀” 𝗶𝘀 𝗼𝗳𝗳𝗶𝗰𝗶𝗮𝗹𝗹𝘆 𝗼𝘃𝗲𝗿.
Today, incidents aren’t anomalies, they’re inevitabilities.
And the only true differentiator between resilience and collapse is how we 𝗿𝗲𝘀𝗽𝗼𝗻𝗱.

✅ 𝗜𝗻𝗰𝗶𝗱𝗲𝗻𝘁 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝗶𝘀 𝗻𝗼 𝗹𝗼𝗻𝗴𝗲𝗿 𝗰𝘆𝗰𝗹𝗶𝗰𝗮𝗹, 𝗶𝘁’𝘀 𝗰𝗼𝗻𝘁𝗶𝗻𝘂𝗼𝘂𝘀. Recovery can take weeks or months, so “lessons learned” must be shared in real time, not months later.

✅ 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 𝗶𝘀 𝗺𝘂𝗹𝘁𝗶-𝘀𝘁𝗮𝗸𝗲𝗵𝗼𝗹𝗱𝗲𝗿 𝗯𝘆 𝗱𝗲𝘀𝗶𝗴𝗻. Effective response isn’t just about SOC analysts; leadership, legal, HR, supply chain partners, and even the media must be integrated into playbooks.

✅ 𝗥𝗶𝘀𝗸 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗶𝗻𝗰𝗶𝗱𝗲𝗻𝘁 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝗮𝗿𝗲 𝗶𝗻𝘀𝗲𝗽𝗮𝗿𝗮𝗯𝗹𝗲. Aligning with CSF 2.0 ensures lessons feed into governance, identification, and protection functions, creating systemic resilience instead of isolated fixes.

✅ 𝗧𝗵𝗶𝗿𝗱-𝗽𝗮𝗿𝘁𝘆 𝗱𝗲𝗽𝗲𝗻𝗱𝗲𝗻𝗰𝗶𝗲𝘀 𝗮𝗿𝗲 𝘁𝗵𝗲 𝘀𝗼𝗳𝘁 𝘂𝗻𝗱𝗲𝗿𝗯𝗲𝗹𝗹𝘆. Cloud providers, MSSPs, and vendors often hold privileged access; without contractual clarity and monitoring, they become risk accelerators rather than risk reducers.

✅ 𝗗𝗲𝘁𝗲𝗰𝘁𝗶𝗼𝗻 𝗴𝗮𝗽𝘀 𝗸𝗶𝗹𝗹 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝘀𝗽𝗲𝗲𝗱. Continuous monitoring tuned with cyber threat intelligence is no longer optional, it’s the only way to detect attacks early enough to limit damage.

✅ 𝗢𝗽𝗲𝗻𝗻𝗲𝘀𝘀 𝗮𝗰𝗰𝗲𝗹𝗲𝗿𝗮𝘁𝗲𝘀 𝗱𝗶𝘀𝗰𝗼𝘃𝗲𝗿𝘆. Open-weight models democratize breakthroughs, turning AI into shared infrastructure instead of a corporate monopoly.

✅ 𝗧𝗿𝗮𝗻𝘀𝗽𝗮𝗿𝗲𝗻𝗰𝘆 𝗯𝘂𝗶𝗹𝗱𝘀 𝘁𝗿𝘂𝘀𝘁. External audits and scrutiny surface hidden bias or fragility 𝘣𝘦𝘧𝘰𝘳𝘦 they metastasize into systemic crises.

✅ 𝗧𝗮𝗹𝗲𝗻𝘁 𝗲𝘃𝗲𝗿𝘆𝘄𝗵𝗲𝗿𝗲. By opening models, we don’t just spread AI: we spread capability. Students, startups, entire nations can leap forward instead of being locked out.

⚠️ 𝗕𝘂𝘁 𝗼𝗽𝗲𝗻𝗻𝗲𝘀𝘀 𝗲𝗿𝗼𝗱𝗲𝘀 𝗴𝘂𝗮𝗿𝗱𝗿𝗮𝗶𝗹𝘀. Safeguards aren’t permanent. Once weights are public, malicious actors can strip them away and fine-tune for exploitation.

⚠️ 𝗥𝗶𝘀𝗸 𝘀𝗽𝗿𝗲𝗮𝗱𝘀 𝗹𝗮𝘁𝗲𝗿𝗮𝗹𝗹𝘆. A jailbreak in one open model doesn’t stay there. Vulnerabilities ripple across the ecosystem, turning isolated flaws into systemic threats.

⚠️ 𝗪𝗲𝗮𝗽𝗼𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝘀𝗰𝗮𝗹𝗲𝘀. From deepfakes to cyberattacks, openness lowers the entry cost for bad actors, making 𝘮𝘢𝘳𝘨𝘪𝘯𝘢𝘭 𝘳𝘪𝘴𝘬 𝘢𝘴𝘴𝘦𝘴𝘴𝘮𝘦𝘯𝘵 (OECD’s term) a governance necessity.


𝗠𝘆 𝗳𝗶𝗻𝗮𝗹 𝗸𝗲𝘆 𝘁𝗮𝗸𝗲𝗮𝘄𝗮𝘆:
AI openness is not a binary. It is a spectrum: of innovation, risk, and responsibility.
The real test of leadership is not whether we open or close, but whether we can design 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 𝗳𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸𝘀 𝘁𝗵𝗮𝘁 𝗺𝗮𝘅𝗶𝗺𝗶𝘇𝗲 𝘀𝗵𝗮𝗿𝗲𝗱 𝗽𝗿𝗼𝗴𝗿𝗲𝘀𝘀 𝘄𝗶𝘁𝗵𝗼𝘂𝘁 𝘂𝗻𝗹𝗲𝗮𝘀𝗵𝗶𝗻𝗴 𝘂𝗻𝗰𝗼𝗻𝘁𝗿𝗼𝗹𝗹𝗮𝗯𝗹𝗲 𝘀𝗽𝗶𝗹𝗹𝗼𝘃𝗲𝗿𝘀.

OECD • AI Openness: a Primer for Policymakers

🌍 𝗧𝗵𝗲 𝗻𝗲𝘅𝘁 𝗰𝗿𝗶𝘀𝗶𝘀 𝘄𝗶𝗹𝗹 𝗯𝗲 𝗮𝗯𝗼𝘂𝘁 𝙬𝙝𝙤 𝙘𝙖𝙣 𝙨𝙩𝙞𝙡𝙡 𝙨𝙩𝙖𝙣𝙙 𝙖𝙛𝙩𝙚𝙧 𝙩𝙝𝙚 𝙖𝙩𝙩𝙖𝙘𝙠.

And here’s the uncomfortable truth: in 2025, “𝘴𝘦𝘤𝘶𝘳𝘦” 𝘪𝘴 𝘯𝘰 𝘭𝘰𝘯𝘨𝘦𝘳 𝘵𝘩𝘦 𝘨𝘰𝘭𝘥 𝘴𝘵𝘢𝘯𝘥𝘢𝘳𝘥. The real currency of trust is 𝗿𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲.

The World Economic Forum & Global Cyber Security Capacity Centre (GCSCC), University of Oxford’s 𝘊𝘺𝘣𝘦𝘳 𝘙𝘦𝘴𝘪𝘭𝘪𝘦𝘯𝘤𝘦 𝘊𝘰𝘮𝘱𝘢𝘴𝘴 2025 captures this shift perfectly: resilience isn’t an IT checkbox, it’s a 𝘀𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗮𝗿𝗰𝗵𝗶𝘁𝗲𝗰𝘁𝘂𝗿𝗲 𝗳𝗼𝗿 𝘀𝘂𝗿𝘃𝗶𝘃𝗮𝗹 𝗮𝗻𝗱 𝘁𝗿𝘂𝘀𝘁.


Here are my 𝟲 𝗺𝗼𝘀𝘁 𝘂𝗿𝗴𝗲𝗻𝘁 𝘁𝗮𝗸𝗲𝘀 from the Compass, distilled for leaders who know tomorrow’s stability is being designed 𝘵𝘰𝘥𝘢𝘺:

▶ 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 𝗯𝗲𝗴𝗶𝗻𝘀 𝘄𝗶𝘁𝗵 𝗹𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗵𝗼𝗻𝗲𝘀𝘁𝘆. The strongest boards are those where CEOs can state their top 3 cyber risks as clearly as their top 3 growth priorities. Anything less is blind leadership.

▶ 𝗖𝘂𝗹𝘁𝘂𝗿𝗲 𝗶𝘀 𝘁𝗵𝗲 𝗶𝗻𝘃𝗶𝘀𝗶𝗯𝗹𝗲 𝗳𝗶𝗿𝗲𝘄𝗮𝗹𝗹. A resilient enterprise isn’t just made of systems, it’s made of people who are trained, trusted, and psychologically safe to act under pressure.

▶ 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 𝗶𝘀 𝗮𝗻 𝗲𝗰𝗼𝘀𝘆𝘀𝘁𝗲𝗺 𝗴𝗮𝗺𝗲. Your weakest supplier, your most opaque partner: they’re part of your resilience equation. Trust is no longer internal, it’s shared.

▶ 𝗥𝗶𝘀𝗸 𝗱𝗲𝗻𝗶𝗮𝗹 𝗶𝘀 𝘀𝗶𝗹𝗲𝗻𝘁 𝘀𝗮𝗯𝗼𝘁𝗮𝗴𝗲. The moment an organization treats cyber as “IT’s problem”, it has already created its biggest vulnerability: governance blindness.

▶ 𝗟𝗲𝗴𝗮𝗰𝘆 𝗱𝗲𝗯𝘁 = 𝗿𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 𝗱𝗲𝗯𝘁. Outdated systems don’t just slow you down, they compromise your future. Every deferred upgrade is a bet against your own continuity.

▶ 𝗥𝗮𝗻𝘀𝗼𝗺𝘄𝗮𝗿𝗲 𝗵𝗮𝘀 𝘁𝗼𝗿𝗻 𝘂𝗽 𝘁𝗵𝗲 𝗼𝗹𝗱 𝗽𝗹𝗮𝘆𝗯𝗼𝗼𝗸. When both primary and backup systems can be locked, only leaders with immutable backups and pre-approved recovery drills can keep the lights on.


𝗧𝗮𝗸𝗲𝗮𝘄𝗮𝘆: Resilience is no longer defensive: it’s a strategic weapon. The firms that will win trust in this decade are not those who promise “no breaches”, but those who prove they can bend without breaking, adapt without panicking, and recover without losing trust.

⚠️ 𝗧𝗵𝗲 𝗻𝗲𝘅𝘁 𝗔𝗜 𝗰𝗿𝗶𝘀𝗶𝘀 𝘄𝗼𝗻’𝘁 𝗵𝗮𝗽𝗽𝗲𝗻 𝗯𝗲𝗰𝗮𝘂𝘀𝗲 𝘀𝗼𝗺𝗲𝗼𝗻𝗲 𝙗𝙧𝙤𝙠𝙚 𝘁𝗵𝗲 𝗿𝘂𝗹𝗲𝘀.
𝗜𝘁 𝘄𝗶𝗹𝗹 𝗵𝗮𝗽𝗽𝗲𝗻 𝗯𝗲𝗰𝗮𝘂𝘀𝗲 𝗻𝗼 𝗼𝗻𝗲 𝗰𝗼𝘂𝗹𝗱 𝙥𝙧𝙤𝙫𝙚 𝘁𝗵𝗲𝘆 𝘄𝗲𝗿𝗲 𝗸𝗲𝗽𝘁.

And in that moment, the moment when trust collapses:

• treaties will dissolve
• alliances will fracture
• “digital trust” will become a historical footnote

I’ve just revisited the Oxford-led 𝘝𝘦𝘳𝘪𝘧𝘪𝘤𝘢𝘵𝘪𝘰𝘯 𝘧𝘰𝘳 𝘐𝘯𝘵𝘦𝘳𝘯𝘢𝘵𝘪𝘰𝘯𝘢𝘭 𝘈𝘐 𝘎𝘰𝘷𝘦𝘳𝘯𝘢𝘯𝘤𝘦 report.
Its message is blunt: 𝗩𝗲𝗿𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗶𝘀 𝘁𝗵𝗲 𝗺𝗮𝘀𝘁𝗲𝗿 𝗸𝗲𝘆 𝘁𝗼 𝗽𝗲𝗮𝗰𝗲, 𝘀𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆, 𝗮𝗻𝗱 𝗰𝗿𝗲𝗱𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗶𝗻 𝘁𝗵𝗲 𝗔𝗜 𝗮𝗴𝗲.

We don’t lose control of AI because it’s “too advanced”.
We lose control when we can’t credibly answer the simplest high-stakes question:

𝘐𝘴 𝘸𝘩𝘢𝘵 𝘸𝘦 𝘵𝘩𝘪𝘯𝘬 𝘪𝘴 𝘩𝘢𝘱𝘱𝘦𝘯𝘪𝘯𝘨... 𝘢𝘤𝘵𝘶𝘢𝘭𝘭𝘺 𝘩𝘢𝘱𝘱𝘦𝘯𝘪𝘯𝘨?

And the answer to that, today, is far less certain than leaders want to believe.


Here’s what must be on every serious AI governance agenda 𝗻𝗼𝘄:

𝗦𝗵𝗮𝗿𝗲𝗱 𝗔𝗜 𝗽𝗿𝗼𝗷𝗲𝗰𝘁𝘀 𝗮𝗿𝗲 𝗽𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹𝗹𝘆 𝗽𝗼𝘀𝘀𝗶𝗯𝗹𝗲 𝘁𝗼𝗱𝗮𝘆. Think of a “CERN for AI”, a neutral hub where nations innovate together, with built-in proof that nothing is being weaponised.

𝗦𝗺𝗮𝗹𝗹, 𝗱𝗶𝘀𝘁𝗿𝗶𝗯𝘂𝘁𝗲𝗱 𝗰𝗼𝗺𝗽𝘂𝘁𝗲 𝗶𝘀 𝘁𝗵𝗲 𝘀𝗶𝗹𝗲𝗻𝘁 𝗴𝗮𝗽. Regulation obsessed with mega–data centres misses the fact that a frontier model could emerge from far smaller, harder-to-monitor clusters.

𝗛𝗮𝗿𝗱𝘄𝗮𝗿𝗲 𝗶𝘀 𝘁𝗵𝗲 𝗱𝗲𝗰𝗶𝘀𝗶𝘃𝗲 𝗰𝗵𝗼𝗸𝗲 𝗽𝗼𝗶𝗻𝘁. Chips and compute can be tracked, controlled, and verified in ways algorithms and datasets can’t. Ignore this, and you’ve already ceded the high ground.

𝗔𝗜-𝗲𝗻𝗮𝗯𝗹𝗲𝗱 𝘄𝗲𝗮𝗽𝗼𝗻𝘀 𝗮𝗿𝗲 𝘁𝗵𝗲 𝗘𝘃𝗲𝗿𝗲𝘀𝘁 𝗼𝗳 𝘃𝗲𝗿𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻. If we can’t crack this (balancing secrecy, sovereignty, and safety) we will have built the riskiest black box in human history.

𝗪𝗲 𝗮𝗹𝗿𝗲𝗮𝗱𝘆 𝗵𝗮𝘃𝗲 𝘁𝗲𝗰𝗵 𝘁𝗼 𝗯𝗿𝗶𝗱𝗴𝗲 𝘁𝗵𝗲 𝘁𝗿𝗮𝗻𝘀𝗽𝗮𝗿𝗲𝗻𝗰𝘆–𝘀𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗱𝗶𝘃𝗶𝗱𝗲. Confidential computing, off-chip verification, and mutually verified data centres can protect secrets and prove compliance.

𝗩𝗲𝗿𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗶𝘀 𝘁𝗵𝗲 𝗻𝗲𝘄 𝘀𝘁𝗮𝘁𝗲𝗰𝗿𝗮𝗳𝘁. The issue isn’t whether it’s possible, it’s whether leaders will act before the first AI-triggered fracture… or only after.


👉 𝗜𝗳 𝘆𝗼𝘂 𝘄𝗲𝗿𝗲 𝗶𝗻 𝘁𝗵𝗲 𝗿𝗼𝗼𝗺 𝗮𝗱𝘃𝗶𝘀𝗶𝗻𝗴 𝘆𝗼𝘂𝗿 𝗵𝗲𝗮𝗱 𝗼𝗳 𝘀𝘁𝗮𝘁𝗲 𝘁𝗼𝗺𝗼𝗿𝗿𝗼𝘄, 𝘄𝗵𝗲𝗿𝗲 𝘄𝗼𝘂𝗹𝗱 𝘆𝗼𝘂 𝘀𝘁𝗮𝗿𝘁: lock down chips, regulate data centres, or build political consensus? And why?
