- Simultaneously filled two NSA Senior Executive positions, including through COVID lockdowns.
- Managed 900+ person civilian, military and contractor workforce through strong leadership teams, effective training, and direct mentorship; responsible for all budgetary, staffing, facilities, and regulatory compliance requirements.
- Quickly built a high performing, globally matrixed and highly technical team to drive all cryptologic, cybersecurity and cyberspace operations for NSA's support to the Russia-Ukraine crisis. Developed mutually supportive efforts with Intelligence Community (IC) and international partners, military commands and the U.S. interagency.
- Accelerated data dissemination to a broad and diverse set of customers from days to minutes while balancing critical mission risks through unique process and technical mitigation measures.
- Reshaped NSA's cross-organizational, target-oriented Senior Steering Group to focus on operational outcomes through People, Processes and Technology across the Enterprise.  Led to identification and prioritization of resource and capability gaps, optimization of multiple investment portfolios, improved synchronization of cryptologic collection and analysis efforts, and improved personnel recruiting and retention. and .

Deputy Chief, Office of Eurasia and Western Hemisphere

U.S. Fleet Cyber Command / U.S. 10th Fleet / Joint Force Headquarters Cyber

Led a military, civilian and contractor team of experts to develop and maintain the Navy's SIGINT and cyberspace policies, plans, and policy to drive future operational approaches and resourcing.  
- Responsible for resourcing and managing all operational planning team (OPT) efforts.  Built string cross-functional teams to cover all aspects of issues.  
- Spearheaded development of the command's Strategic Plan, clearly communicating the Commander's vision, objectives and goals to customers internally and externally.
- Created the Navy's first-ever Navy-wide strategy and operational requirements document for distributed cyber defense and network operations; serves as the guidepost for Navy's network resiliency needs in a contested environment and is influencing acquisition plans for the next 3-5 years.
- Designed and implemented a Tiger Team to surge on development of cyber infrastructure and tool requirements to accelerate acquisition of robust, scalable, and resilient capabilities. 
Led U.S. Cyber Command pilot program to deliver cyberspace operations support to U.S. Southern Command and associated theater partners. Initiated coordination with National Guard State Partnership Program units to optimize and sustain partner training and operations.

Assistant Chief of Staff for Plans & Policy / N5

Led all U.S. Cyber Command component-level planning efforts to accelerate delivery of cyberspace operations, electronic warfare (EW), and information operations (IO) resources and capabilities to Joint and Fleet customers.
- Supported operational planning efforts by building high performing, cross-functional teams.  
- Leveraged extensive operational experience and deep network relationships to drive updates to Navy's operational structures, resourcing and prioritization of concepts.  
- Expertly led a zero-based review of U.S. TENTH Fleet's operational and administrative command & control structures, engaging commanders at all levels to drive new and innovative solutions and optimize support to military commanders worldwide.

Chief, Future Plans (N53)

Navy Information Operations Command (NIOC) Maryland

Led 450+ military and civilian personnel to deliver cryptologic and defensive cyberspace capabilities and outcomes to military customers worldwide. 
- Built a high-performing team who managed staffing, training, and equipping to meet operational requirements, including safe and effective global deployments totaling 10,000+ man-days annually and the provision of 24/7 time-sensitive intelligence production and customer support through innovative remote data management capabilities.
- Spearheaded significant intelligence analysis and production responsibilities with NSA, resulting in designation as a major branch of three national intelligence business lines.
- Developed a 24/7 defensive cyberspace operations center to enable network defense ashore and afloat on Navy's European networks; resulted in 70% increase in reported incidents and raised awareness of adversary malicious cyber activity.
- Managed Navy's only cadre of 70 high demand-low density language professionals, providing nearly personnel with nearly 50 languages to military and intelligence community partners.  
- Aggressively integrated Navy Reserve, Canadian and Royal Navy servicemembers, and other partners  to accelerate mission success through a unique federated command and control structure.

Operations Officer

Office of the Chief of Naval Operations (OPNAV)

Responsible for integrating cyber resource and capability requirements into all Navy and Joint defense strategies and plans. Led resource planning and management of Navy's cyberspace forces, and developed Navy's position on all DoD cyber warfare policy matters.  
- Represented Navy's cyber investment priorities and operating concepts to Congressional oversight and  executive-level defense forums, resulting in successful resource defense and new capture across multiple outyear budget cycles.
- Orchestrated cross-organizational negotiations across Navy and DoD stakeholders to garner resources necessary to build Navy's 40 Cyber Mission Force teams. Mobilized multi-stakeholder efforts to align policy, authorities, command and control, human resource investment strategies, and workforce development initiatives. 
-Led the development and alignment of multiple Joint and Navy concepts including Electromagnetic Maneuver Warfare (EMW), cyber workforce development and operational employment, and recasting of Joint Information Operations (IO).    
- Selected to supported the Navy Inspector General's (IG) inaugural inspection of Fleet Cyber Command; lauded for exceptional ability to capture complex organizational, doctrinal, and operational issues and distill them into executive summares and actionable recommendations.

Branch Chief, Cyber and Electronic Warfare Strategy, Plans & Policy Branch Head (OPNAV N2/N6F3)

Carrier Strike Group TWO

Responsible for cryptologic readiness and directing collection, reporting, threat warning, and special communications for 150 personnel and 12 outfitted ships and airwing platforms embedded within the GEORGE H.W. BUSH Carrier Strike Group (GHWBCSG).  
- Immediately identified and resolved multiple significant physical space and equipment shortfalls and deficiencies ahead of delivery of USS GEORGE H.W. BUSH to the Fleet immediately upon arrival; worked closely with Type Commander and Program Offices to reconfigure spaces and update planned equipment installs.  
- Planned and coordinated personnel augmentation and cryptologic equipment installations for the 2011 combat deployment.  Provided focused leadership, tasking, training and mentorship during a high intensity work-up period. Cryptologic team lauded as best on the East Coast. 
- Led all cryptologic operations during ship's maiden combat deployment. Flawlessly directed, coordinated and deconflicted cryptologic operations across the U.S. FIFTH Fleet area of responsibility.   
- Selected to deploy to serve as liaison officer to U.S. FOURTH Fleet to open critical, clear lines of communication ahead of establishment of humanitarian support logistics hub establishment.    
- Deployed to Joint Task Force-Haiti in support of earthquake relief operations.  Filled critical role as a Battle Watch Captain, a position not normally held by intelligence personnel; coordinated naval air and maritime support to enable medical evacuations, delivery of relief. 
- Selected as JTF-Haiti Maritime Component N2; provided Commanders daily intelligence updates, coordinated intelligence requirements and assisted in tasking NCIS agents in the operating area.
