Commander 70th ISR Wing

NSA Alaska/373rd ISR Group

Initiated a $60M renovation of a 1950s facility using both USAF and NSA dollars
Oversaw final design to maximize power, space and cooling to ready facility for collection and data analytics for next three decades
Upgraded NSA’s most remote stateside server facility in Utqiagvik AK after five years without change in hardware; coordinated with hardware and software experts to maximize processing at the edge to ensure critical information moved out even with limited bandwidth

Commander

U.S Special Operations Command Africa

Scope: Lead 64 staff in 4 divisions conducting Intelligence support for Special Operations Forces  in 20+ locations across Africa and Europe.
Training: Developed 80 hours of curriculum for training of new hires to ensure ability to work complex mission sets across a variety of military intelligence processes and geographic locations.
Program Management: Managed over 3,500 aircraft sorties to collect vital intelligence. The $230 million aircraft and associated capabilities were critical to supporting over 1000 personnel conduct 750+ special operations.
Project Management: Deployed three new intelligence platforms to enhance collection across Africa.  Coordinated across the command to ensure new capabilities brought online on time to best effect.
Fielded test of Project Maven’s computer vision algorithm in Somalia, worked with developers to rapidly incorporate new training data to solve discrepancies across regions
Coordinated to serve as test bed for new features of Palantir’s Gotham to enhance targeting efforts across the Sahel; resulted in targets that were able to be passed to partner nations to facilitate their actions

Sensitive Activities Staff Officer 2014-2015
Scope: Led teams of senior staff to provide the US Special Operations Intelligence personnel with Intelligence capabilities including signals intelligence, full-motion video, publicly available information, big data software & hardware solutions, and extremely sensitive intelligence capabilities.
Capture Management: Over two years gained an additional $250+ million for Special Operations Forces from the Department of Defense and Congress.  Result in an additional 2000+ hours of collection per month for forces conducting combat operations across the globe.
Effectiveness:  Led cross-functional council within headquarters to effectively use publicly available information for a variety of missions.  Managed software tool-set allowing personnel to securely and legally utilize available information while fielding at pace of industry.    
Training:  While deployed as director of an international coalition intelligence directorate provided training to seven different nations on tools to use available data sources to target ISIS in Iraq and Syria.
Orchestrated SOCOM’s $160M resourcing strategy partnering with industry and units in the field to provide software and hardware solutions rapidly utilizing dollars from the services and SOCOM
Fielded software toolkit to analyze publicly available information to target ISIS as they utilized social media for recruiting; toolkit allowed units to understand the adapting enemy in both the digital and physical space

Staff Officer

National Defense University

JAWS Student

Scope: Led intelligence collection in three different combat theaters.  Oversaw 200+ personnel conducting 80+ sorties a day at 10+ locations to support Special Operations Forces on the ground. 
Problem Solving: Designed and implemented new intelligence asset allocation process as three special operations task forces collapsed into one organization.  Ensured same techniques and procedures were utilized across special operations and conventional forces.    
Training:  To overcome personnel shortfall and deliver combat capability redesigned training for Army, Navy, Marine, and Air Force personnel to augment Special Operations Forces.  Redesign of curriculum allowed non-technical intelligence personnel to rapidly qualify and deploy overseas to support Special Operations.

Squadron Commander

Scope: Coordinated within State Department and other US Government departments to synchronize military and other governmental efforts across the globe.
Outreach:  Involved Special Operations commanders and law enforcement officials in new Ambassador training to ensure rapid coordination during crisis events.  
Operational Controls: Ensured that coordination to highest levels of State Department before National Security Council meetings to decide to conduct classified Special Operations missions.
