I have a background of 25 years in tech and traditional entrepreneurship, with several businesses co-founded (with some fails and some successes), funds raised from Angels/crowd/casual/VC investors while staying consciously in the super - immature Italian ecosystem, with a track of a venture studio, a venture accelerator and two corporate accelerators launched, an undefined number of new founders mentored, and some policies succesfully designed to support entrepreneurship and venture business in my country.

Un ottimo articolo di Carmine Fotina spiega bene il complicatissimo quadro normativo in cui si sviluppa il percorso del primo incentivo europeo, pensato affinché una piccola quota del risparmio pensionistico vada nel #VentureCapital, voluto dall'Italia per iniziare a recuperare terreno sui paesi più maturi. 

La stratificazione normativa non ha aiutato l'attuazione, dato che nell'ordinamento italiano esistono due diverse definizioni di Fondo di Venture Capital, e che ci si infila in un quadro di norme UE che definiscono gli aiuti di Stato. 

Per questo, oltre agli aggiustamenti già occorsi, ora c'è allo studio l'ultimo passaggio del fissare una definizione che superi il problema di identificare univocamente i fondi, che diversamente sarebbero chiamati a convocare le assemblee degli LP per chiedere votazioni unanimi (unlikely...) per modificare i regolamenti ed adeguarsi. 

Molti non capiscono quante difficoltà ci siano, dietro all'agevolare un settore come il nostro che si interseca con moltissimi altri ambiti profondamente regolamentati, e con confronti spesso serrati con portatori di interesse che hanno intenti opposti. 

Fortunatamente, al Ministero delle Imprese e del Made in Italy sono davvero molto caparbi e determinati a far crescere l'economia dell'innovazione: la volontà politica del Ministro Adolfo Urso è quella di spingere davvero, e non di fare annunci. In tanti anni che ho passato tentando di fare il "mediatore culturale" per aiutare, non ho mai visto tanto impegno di Governo.
