Provide end-phase advisory services and support to the acquisition management team of the Purple Line Transit project under the Maryland Transit Authority.  This is a $2B sixteen (16) -mile light rail P3 project. Work included  budget forecasting, strategic planning, assisting and coordinating with the Maryland Attorney General's office, investigating environmental conditions on gas stations, advising on settlements, etc.

Assist in acquisition, suit preparation, training, property management and building a new land acquisition division within an engineering firm.  Work with staff and/or local governments to evaluate and negotiate acquisitions needed for various infrastructure, redevelopment and capital improvement projects.

Negotiate acquisitions, leases, contracts, claims and counter-claims, encroachments; easement vacations dispositions, releases, utility relocations, building access agreements and the like.  Process subordination requests, permit applications, supervise contractors, create proposals, award contracts for subcontractor work, etc.  Leases were usually in Class A properties.  Member of community relations team assisting in numerous humanitarian community service projects.

Negotiate to acquire property interests needed for County roadways, capital improvements, leasebacks, dispositions, maintenance and utility projects working with property owners, their attorneys and experts with and without eminent domain.  Spearheaded re-write of County acquisition procedures, worked with County Engineering, Utilities, Legal and other department staff to finalize agreements and negotiate settlements, maintain and protect data integrity, prepare Board of County Commissioners agenda items, etc.

Establish and manage the acquisition program along with a new quality assurance program for SR 80 road widening project.  Help recruit and train staff.  The project impacted many businesses and required considerable relocation, property management and business damage oversight.

Projects required considerable relocation, over 100 building demolitions, and environmental clean-up for soil and asbestos.
