Directs and administers the Department of the Lottery in accordance with the law to responsibly generate revenue for the Common School Fund and Specialty Causes.

Acting Director

Manages 24x7 daily operations for Lottery.  Responsible for agency IT and telecommunications management, facility management, drawing management, product management and property control.  Develops and implements policies, procedures and strategic planning to ensure compliance with applicable laws, rules and regulations.  Oversees the operation and maintenance of the Lottery’s key systems to ensure the integrity and security of drawings and compliance of controls.  Manages vendor and contractual relationships to support operations.  Implements new game concepts.

Chief of Operations and Technology

Illinois Department of Central Management Services

Managed a group responsible for overseeing ~50 enterprise projects and initiatives.  Developed and maintained operational performance metrics, executive reporting, and an IT strategic plan.  
Established and maintained project management policy, training and standard practices in planning and implementing projects for divisional Project Management Offices (PMOs).  Co-Managed the IT Governance function for the Bureau.

Lead a 6 agency cross-functional team in the successful negotiation and compilation of a $150M+ contract renewal of the state’s public safety radio network infrastructure and service support that serves over 28,000 subscribers statewide.  Developed service level agreements and performance incentives to protect the State’s best interests and ensure the contract’s viability over its 10 year life.

Enterprise Program Management Office Executive

Established a Service Engineering group to perform strategic and tactical planning for service delivery and support improvement activities.  Utilized Business Process Engineering and Service Level Management methodologies while leading operational improvement task force.  Conducted business process assessments and implemented process improvements that increased efficiency and customer satisfaction.  Developed key processes and procedures to implement and maintain an IT/Telecom service catalog as well as manage the creation and implementation of new service offerings.

Service Engineering Manager

Established an Enterprise Program Management Office for the purpose of managing cross-functional enterprise-wide initiatives.  Managed various projects and helped set forth the framework for PM training in the organization.  Coordinated the efforts of 100+ consultants across multiple work streams to rationalize and consolidate the state's Telecommunications Operations and 80% of its IT Infrastructure.   Managed a budget of over $40M.  Program achieved its stated goals of $150M+ reduction in IT spend and $100M+ per year in cost avoidance.

Universal Access

Served as a project manager on various telecommunications initiatives involving optical fiber rings installs, co-location facility builds and security system installations around the country.  Managed budget, resource, contracting and scheduling needs as well as customer migrations.

Project Manager

ComEd

Served as a project lead to coordinate, prioritize and track reliability programs as well as analyze and assess system performance.  Developed system-wide reliability reporting that was used by corporate operations managers to help gauge reliability improvement and process enhancements.

Senior Project Engineer

Provided reliability data and analysis for various programs and projects.  Maintained statistical databases and created a structure for reliability reporting.  Completed cost benefit and root cause analysis to identify potential savings and reliability improvement opportunities.

Program Analyst

Managed various electric distribution system improvement projects, residential, public improvement, industrial and corporate in nature. Provided engineering design work and electrical service to large retail new business customers.  Projects ranged in scope from $10K – $1M with a team of 2 – 25. 
Reviewed electrical loads, site plans, procured easements, permits, and equipment.
