Statement on the Handover Date (Apr 2024)

The upcoming swearing-in ceremony on 15 May is not just for me, but also for a new Cabinet. 

For now, there should not be any major changes. The broad shape of the team is in place, and I hope to bring in more new members after the next election.

Meanwhile, I have asked Mr Lee Hsien Loong to continue serving in Cabinet as Senior Minister, and I am glad that he has agreed. 

Mr Lee has done much for Singapore, especially over the last 20 years of leading our country. I thank him for his selfless service and lasting contributions to our nation.

For the rest of this term, we have a full agenda: to tackle concerns around jobs and cost of living; provide greater assurance to families, seniors and vulnerable groups; and take concrete steps towards our shared aspirations as part of our #ForwardSG roadmap. 

There is much to be done and many opportunities to chart a new way forward for ourselves and our nation. I invite all Singaporeans to join me in this journey — share your ideas and dreams; work with me and my team. Let us build our future together.

Why I am not excited.

All morning today, my LI feed has been filled with posts about the upcoming transition. Often these are accompanied by some historical photo of the LI member posing with either leader. This is all well and good.

But there are several reasons why I am not excited about the transition.

First, the news about Mr Wong becoming the next Prime Minister is not new. The "ground" has been carefully prepared for 2 years.

Second, Mr Wong himself has been carefully prepared during this period. He has been travelling extensively to meet leaders of other nations and at international organisations. He has also served as acting Prime Minister on multiple occasions when PM Lee has been on leave. 

Third, the "4G team" has been in place for several years. They have gotten to know each other well. And over the past 2 years, they would also have become acclimatised to Mr Wong being their new leader. By the same token, Mr Wong has had time to assess his team with new "eyes" as their prospective leader.

Fourth, the public sector, meaning the civil service and the SAF, have had time to get to know Mr Wong's leadership style and he in turn to gain a broad familiarity with their mandates and the key concerning issues.

Fifth, the Forward Singapore agenda is in place with clearly articulated priorities. Thus there is unlikely to be any surprises as to the policy intentions of Mr Wong and his team.

Sixth, PM Lee is leaving a meaningful legacy and a "ship" is good "sea going" condition. While uncertainties abound geopolitically, there is no turbulence domestically or anxieties over policies or the fiscal position.

Seventh, Mr Wong, in his capacity as Minister of Finance, has de facto been leading policy agenda of the government for several years and has done so effectively. Thus he is no "L plate" driver.

Eigth, Mr Wong's persona with the public - his direct speaking and signature rolled up sleeves - has become recognisable and distinct from his predecessors. Having his own style signals self confidence.

For these reasons, I am not excited about the transition because I can be confident that it will proceed smoothly. 

Also, the absence of surprises means that little will change in the policy course that has not knowable in advance. This should be a comfort for households, workers, businesses and investors.

So too would be the confidence of the new team and its new leader. They can now be considered seasoned. 

I can also be certain that regional and global leaders are receptive of Mr Wong and that he has formed good relationships in a short space of time. These will only strengthen after he takes over.

No drama is good. Boring is good.  That is the Singapore style. But that does not mean it is wrong to be optimistic. I am. Nor is it wrong to feel hopeful. I am that too.

The Singapore we love will continue but it will also evolve. What we need not be excited about is whether there is any question if it will go well. That is a good thing.

GST-registered businesses will be required to use InvoiceNow solutions to transmit invoice data directly to IRAS for tax administration. This will be done in phases, starting with voluntary early adoption from May 2025. The announcement was made by Mr Dennis Lui, IRAS’ Deputy Commissioner (Indirect Taxes, Law & Investigation Group), at IMDA’s InvoiceNow Industry Day.

To allow businesses sufficient lead time to prepare, the requirement will be implemented progressively as follows:
- From 1 May 2025, for voluntary early adoption by GST-registered businesses, as a soft launch.
- From 1 November 2025, for newly incorporated companies that register for GST voluntarily.
- From 1 April 2026, for all new voluntary GST-registrants.

Businesses can seek support from IRAS and IMDA in their adoption of InvoiceNow.

Day 3 of Blair Singer’s Master Facilitator Program was completed. 
.
Two things I introduced to this MFP- 
.
1.  A simplified version of one of the templates we use in the MFP. Which one?  I can’t share it publicly unless you come to my next MFP in Quarter 1, 2025.  No apologies.  I respect people who invested their hard-earned money in this program.  So, let's give them a space and stay private. 
.
2.  An upgraded version of a major activity, which I call "the 9x1," and what's even more interesting is that I also introduced a new version called 8x2, which is meant to put facilitators in a very uncomfortable situation to test how they deal with their little voices and emotional conflicts.   As I shared with my participants, Blair Singer's trainers will not shy away or avoid any conflicts in the room.  Rather, we "as-is" the situation and deal with the 500-pound gorilla in the room.   We know what we are doing because all Blair Singer trainers have known some forms of clearing and processing. 
.
Talking about facilitation ... the participants understand that they can't facilitate a framework or a model.  I was surprised that some participants told me they did not know how to debrief a framework.  And I asked myself, "how to debrief a framework in the first place."   A framework deals with the WHAT and the WHY and is typically used in a preview to sell a program without giving away the HOW.  I thought we covered this in SpeakerHero™  many times.  Interestingly, some participants who attended SpeakerHero™ finally got it this time.  Great!   
.
So, what's the difference between a TEMPLATE and a FRAMEWOR?  Simply put, a framework is about the WHAT and the WHY, and a template shows you the HOW.  That's why you don't give only the framework to your participants in a fulfilling workshop.  You have to give them some actionable steps called the template so they can follow through.  Again, I do not assume everyone will understand this because it's part of our program design process (which I will cover on Day 4, i.e., tomorrow). 
.
Sad to say, it's still my understanding that some facilitators think that debriefing is just about "what did you learn?"  We teach all together 11 steps in our debriefing template, and today, based on the input from our participants, we increased from 11 steps to 12 steps.  Every step has a reason, and as master facilitators, you don't just learn the template but the essence of each and every step.  At least, this is what I do in my room. 
.
Once again, you can't facilitate a framework.  You can only explain the framework - selling without selling or showing them the HOW without telling them HOW.  If you don't understand what I'm talking about, it's not your fault.
.

Another skills unlocked! 

First, I would like to thank my mentor Prof Jack Wong, Retired Tax Advisor  for being the lead trainer for the 4 days of Master Facilitator Program and grateful to have Cecile Duret and Ivan Chiam to co-lead it too. I’m also thankful for David Chua and Vertex Mastery for organising it. Plus, my fellow classmates Joey Liew, Seline Sin, Zachary Lok, Michael Teoh Su Lim, Dartberliew Why Eff, Phyllis Guwe and Jeniey PY for MF-ing each other, allowing us to fully experience the whole MF process. As much as I learnt the master facilitation skills throughout the 4 days, these are my personal takeaways from the program:

1️⃣ GROUND MYSELF. 
Don’t sway, fidget or move unnecessarily. My participants will feel the same energy that I am giving. My restlessness will give the restlessness to my participants too. 

2️⃣ BE GENUINELY CURIOUS OF MY AUDIENCE. 
Stay with them, listen to them, be present with them and I can always draw something out of them. I am still amazed by what I found out when I am fully present. 

3️⃣ HIGH INTENTION, LOW ATTACHMENT. 
Always have the objectives and outcomes in my mind on where I would like to bring my participants to go, but don’t get attached to it. Trust the process and follow the flow. If the participants have to go somewhere out of my plan, so be it. 

If you are a trainer or a coach who has been running your own program for some time and would like to level up your game, this is definitely something that you shouldn’t miss out on. Meanwhile, I’m looking forward to MF people and find out what the process brings! 😎
