Director of Planning

In conjunction with my role as the Planning Manager for Long-Range Projects, I served as the department's Acting Director. I managed all Departmental staff and prepared annual budget requests. I successfully lobbied for the appropriation required to complete a new Comprehensive Plan, reorganized the Department staff, and hired mutliple new Planners.

As Planning Manager for Long-Range Projects, I led the Department's efforts on comprehensive and small-area planning studies and spearheaded the County's response to various annexation and other territorial boundary questions. During my time as Planning Manager I initiated the County's first comprehensive planning process since the 1980s ad responded to the largest annexation attempt in more than a quarter century.

As a Senior Planner, I was tasked with analyzing petitions of high complexity before the Planning Commission. Additionally, I was charged with managing the Department's community planning and engagement work. This included reaching out to outside groups and agencies to coordinate Department work with that of community groups.

As a Planner, I reviewed site development plans to ensure compliance with the Zoning Ordinance and subdivision plats to ensure compliance with the Subdivision Ordinance, wrote informational staff reports in response to requests for a change in zoning or special procedure (planned districts, conditional use permits), made presentations to the County Planning Commission, and conducted research on a broad range of planning topics.

As a research intern with the Planning Advisory Service, I provided in-depth research memos to practicing planners across the United States and Canada. I responded to more than 125 requests from practitioners looking for knowledge covering a wide range of zoning and subdivision issues, planning best practices, and theoretical topics. Each memo provided a narrative response to the research request as well as an appendix of dozens of links with backup research and examples. 

A second component of my role with the PAS was to conduct research on regulatory issues on behalf of APA's solar database.

As a barista I worked in a lively, quick-paced environment where I accurately maintained cash resources while receiving and processing hundreds of payments per day. I demonstrated excellence in service and hospitality by utilizing my strong interpersonal communication skills to create and maintain warm relationships with customers over time. I performed tasks effectively when working under pressure and managed time well.

In addition to tasks described in my role as a barista, I was charged with supervisory responsibilities as a shift supervisor. I deployed baristas to appropriate work positions and organized morning and evening shifts. I assisted in the training of new baristas and the implementation of corporate policies.

As a field organizer in this competitive state, I cultivated and managed a volunteer base of more than 30 people, training volunteers to engage with voters in positive and persuasive ways. I led intensive daily get-out-the-vote strategies and conducted direct voter contact. This was a high expectation position in which I made quick decisions based on ever-changing realities in the field.

As the manager of a greeting card and gift store at a regional mall in Indianapolis, I directed all store staff, assigned tasks, and planned all weekly schedules. I maintained financial bookkeeping records and ordered retail products and store supplies when volumes were running low. I implemented corporate directives at store level and reported directly to the District Manager concerning store issues.

I was a member of the management team of a greeting card a gift store where I partnered with the store manager to direct other store staff, complete retail sales transactions, and merchandize retail items properly.

As a sales associate, I completed sales transactions, greeted customers, and organized and maintained store environment.

I was the kid who spent every summer day from sunup to sundown in the backyard, working on a multi-year urban planning project that I dubbed "Dirt City." As I built canals, road systems, structures, airports, and more, I was creating a rich urban fabric for imagined residents and unwittingly practicing for my future career.

Now the Director of Planning at Saint Louis County, I am passionate about helping communities plan for future land use and development, multi-modal accessibility, biodiversity preservation, and aging-in-place issues. Creating the foundation for a sustainable and equitable built-environment is at the core of my work.
