As Corporate Data Architect for a telecom billing system development project, Ms. Charles provided logical and physical data model support for 8 to 10 front-end, back-end, and interfacing applications; managed database changes via change control process. Developed and presented logical models for client review; and assisted DBAs in migration from logical to physical design.  Ms. Charles participated in joint sessions between Data team, DBAs, Application Developers, and Business Stakeholders to resolve data anomalies/ambiguities, data sharing issues, data mapping and data population strategies, and reuse of existing data structures.  Ms. Charles supported special projects requiring logical data model designs for new products, new applications, and functional areas supported by COTS software.  She also researched current business processes, application processes and business functionality to identify undocumented data requirements and business rules, including existing data requirements from database schemas to develop and extend the Enterprise Data Model.  She also documented and enforced data standards for new and existing logical and physical data entities, attributes, definitions and other metadata to facilitate data integration across the enterprise.  Ms. Charles supported production application teams by building fully-attributed, fully normalized operational data models that reflect and document information requirements, metadata, business rules, CRUD requirements, data source and access paths, including system functionality for a new billing platform.  Ms. Charles integrated these models into the Enterprise Data Architecture repository using ERwin and ModelMart.  Ms. Charles developed and maintained data models that included over 900 entities; and through data integration and standardization she successfully reduced the RDBMS from 1400 tables to 1100 before her departure.

As Technical Deputy Lead, Ms. Charles managed a nine-person data stewardship team on a data standardization project for DISA.  She and her team were responsible for extending the DOD Enterprise Data Model by rapid infusion of external data standards.  Ms. Charles used ERwin and IDEF1X to create logical data models and prepared standardized entity and element proposal packages in accordance with DOD 8320 Guidance and other Federal standards for inclusion into the Defense Data Dictionary System (DDDS).  Ms. Charles facilitated small group technical reviews with the data stakeholders.  Ms. Charles' efforts facilitated the client being named to DOD's Data Standardization Tiger Team.  Her company received follow-on work as a direct result of her team’s efforts as well as written commendation that credited the team and recognized Ms. Charles by name, along with another individual.

Ms. Charles worked as a business analyst supporting Activity-Based Costing, Business Process Reengineering, and Functional Process Improvement activities to facilitate a Functional Economic Analysis (FEA) study. As Data Analyst, Ms. Charles assisted in development of data warehouse models for the Defense Medical Information System for an Open System Environment that supported several database systems.  As programmer analyst, Ms. Charles developed system programs using Informix and SQL.  Ms. Charles developed and coded prototype routines using SAS (with embedded SQL) for a large-scale DOD healthcare database integration project.  Ms. Charles managed approximately two million records for transactional processing building analytic tables updated on a monthly basis.  Ms. Charles began working at Vector as an analyst where she was responsible for maintaining and updating database system specifications, data models, system diagrams, and other data resources for use by client and programmers.
