Everyone thinks utility-scale batteries are storing wind and solar for later use. Reality check: 66% are actually doing something completely different.

What's actually happening: Batteries buy electricity when it's cheap, sell when it's expensive. Pure arbitrage. 

66% of all battery capacity is now focused on arbitrage operations. We're talking about 15,814 MW of installed capacity in 2023, with another 35,953 MW planned by 2028. Triple the current capacity.

The EIA's latest survey reveals this massive shift happened in just the last 2-3 years. Frequency regulation used to be the primary use case. Now it's pure market economics driving deployment decisions.

California leads with 8 GW of capacity. The state's famous duck curve creates perfect conditions for arbitrage. Midday solar floods the grid with cheap power, evening demand spikes create high prices. Batteries profit from the spread.

Texas follows with 7-8 GW and growing fast. Streamlined permitting and interconnection processes make development easier, attracting billions in private investment. Not to say ERCOT is easy by any means.

Everyone else is playing catchup, but the economics haven't translated as clearly to other regions yet.

The energy storage revolution isn't just about going green anymore. It's about making the grid profitable.

Private equity has flooded the sector with billions, chasing what appears to be a massive opportunity. But arbitrage markets become more efficient as competition increases. Early movers are generating strong returns, but late arrivals may face compressed margins.

The question becomes: is there enough price volatility to support this level of capacity expansion?

This shift tells us something important about how energy transition actually happens in practice. Market forces often find solutions faster than policy can direct them.

The U.S. economy is sending mixed signals right now.

AI and tech are booming. Unemployment is low. But manufacturing is contracting, and critical infrastructure projects are stalling just when we need them most.

Here's what's interesting: data centers alone are projected to double their electricity consumption in the next few years. Add electric vehicles, advanced manufacturing, and AI computing, and we're looking at unprecedented demand for power.

Yet we're seeing major transmission projects cancelled after years of planning. Tax incentives that drove renewable energy deployment are being eliminated. Permitting processes that were already complex are becoming even more unpredictable.

This creates a real challenge for long term planning.

Energy infrastructure takes years to build. The decisions being made today about what gets financed, permitted, and constructed will determine which regions have access to affordable, reliable power in 2030 and beyond.

Economic competitiveness increasingly comes down to energy infrastructure. The countries and regions that can deliver abundant, cost effective electricity will attract the industries that matter most for the next generation of growth.

When infrastructure development slows, economies don't stay complex. They simplify. And simplified economies are more vulnerable to disruption and less capable of supporting diverse, high value industries.

The question for business leaders: are we building the energy systems our future economy will need, or are we creating bottlenecks that will constrain growth for decades?

The Trump administration is canceling $7.6 billion in funding for clean energy and climate-friendly projects across 16 states.  

These canceled grants affect 223 projects, many in areas like hydrogen technology, battery storage, grid upgrades, and carbon capture.  

The administration says the projects being cut were not “economically viable,” didn’t sufficiently advance national energy goals, or didn’t offer a positive return on investment.  

The affected states are predominantly Democratic, leading critics to argue the cuts are politically motivated.  

The cuts include major projects like:
• A $1.2 billion hydrogen hub in California
• Up to $1 billion for a hydrogen project in the Pacific Northwest

Affected parties have 30 days to appeal the cancellations.  

Environmental groups, state officials, and Democratic leaders condemned the move, warning it could harm jobs, raise energy costs, weaken grid resilience, and slow U.S. leadership in clean energy.

Some analysts also note that though the cuts target blue states, the ripple effects may reach into Republican districts through shared infrastructure or overlapping projects.

Solar PPA Prices Are Rising: Why LevelTen Energy Says Act Now

Fresh data from Q3 2025 shows US solar power purchase agreement (PPA) prices climbed 4% quarter over quarter to a P25 average of $59.77 per MWh, while wind PPAs rose 5% to $74.69 per MWh. Data spans key markets including California ISO, ERCOT, Midcontinent Independent System Operator (MISO), and PJM Interconnection.

Policy headwinds are creating urgency across the market. The OBBBA safe harbor rush has developers and buyers scrambling for tax credit eligible projects before the 2028 cliff. Meanwhile, tariffs are significantly impacting costs with 50% Section 232 duties on aluminum, steel, and copper driving up CapEx for solar, wind, and grid infrastructure.

Additional pressure comes from looming FEOC rules, AD/CVD probes into solar components from Indonesia, India, and Laos, plus ongoing polysilicon import investigations.

PPA buyers should avoid complacency and procure with haste. While developers remain optimistic about bridging to post 2028 tax credits, permitting delays, trade wars, and rising costs suggest prices could continue climbing for months or potentially years.

For corporate renewables procurement, the combination of policy uncertainty and supply chain constraints is creating real pressure. As competition intensifies for finite capacity, locking in deals now could be critical for meeting net zero commitments.

As PJM Interconnection prepares its 2026 load outlook, forecasts from individual utilities show explosive growth in large loads driven by #datacenters. This growth is reshaping the grid quickly. Charts from GridStatus highlight the trends. Dominion Energy leads with large load demand rising from 7,220 MW today to nearly 24,000 MW by 2035. Smaller zones like Dayton project a leap from 35 MW to 6,335 MW in six years, a 18,000 percent increase. PPL Corporation expects 15,096 MW from a current 248 MW baseline, outpacing ComEd's 10,990 MW forecast despite serving two to three times the demand today.

American Electric Power has reduced its 2030 large load projection from 17,890 MW last year to 9,296 MW this year. AEP-Ohio accounts for over 5 GW of this reduction due to new prepayment tariffs. At the RTO level, forecasts indicate 85 GW of growth over the next decade, reaching 100 GW by 2035.
This expansion means billions in higher capacity costs for consumers according to PJM's market monitor. It also increases congestion risks. Bullish forecasts without firm capacity may raise next year's auction prices.

Dominion Energy's Virginia and North Carolina subsidiaries issued a request for proposals on Wednesday for power purchase agreements on new solar, onshore wind, and energy storage projects. The RFP covers solar, solar with storage, onshore wind, onshore wind with storage, and standalone storage. The company also seeks acquisitions in these categories, including non-residential rooftop and carport solar on commercial, industrial, and government sites. It focuses on projects in Virginia's urban centers to reduce grid load.

For PPAs, Dominion wants utility-scale projects over 3 MW and distributed projects at 3 MW or less in its Virginia or North Carolina service territories where they provide grid benefits. It encourages proposals from projects on previously developed sites such as former landfills or industrial uses.
Spokesman Aaron Ruby said this supports the company's all-of-the-above strategy to meet growing power demand in Virginia. Customers use about 5 percent more power each year. The company serves this growth with renewables, nuclear, and natural gas. The Virginia Clean Economy Act requires 35 percent of solar to come through PPAs.

In its 2024 integrated resource plan, Dominion plans 21.1 GW of clean energy capacity online over the next 15 years, including 12 GW of solar and 4.5 GW of battery storage.
