Lancashire Constabulary

James is the Commander for South division, which up till two years ago was two BCUs. James led the review which transformed Lancashire police from six BCUs down to three and took out 63 million from its budget.
He sits over a 1000 staff and is also a strategic firearms and public order commander. His strength is in his work around partnerships, he currently works along side four district council areas also. James has led on a number of gun and gang initiatives in recent years and his Operation Nemesis response to gun and gang is nationally acclaimed.

Chief Superintendent-Commander South Division

James set up Sustaining Excellence programme in 2009 in the constabulary. This was the change programme for the force. He introduced a review programme and project managed the first wave of austerity to cuts. He returned again to this post in 2012 in order to re design the Constabulary. The force then went from six BCUs down to three and with wholesale changes shaved 63 million from its 300 million budget.

James is a highly motivated individual, he is known for his enthusiasm and ability to get things done. He is a strategic firearms and public order commander. He has also led Lancashire Constabulary change programme twice and under his leadership they were the only force to receive an HMIC outstanding grade for their change work.
