Hi! I’m Jess I founded Oliver Tech Connect, a WOSB-certified recruiting firm that helps companies grow quickly and at scale. I've worked heavily in start-ups, building one myself from 4-50+ in 18 months, scaling them an entire funding stage's worth of headcount in less than 2 years. Currently working with unicorns and tiny 5-person teams doing $10M ARR, building AI/ML platforms- from farmer payment systems to API based product solutions, IDEs, and drones for the U.S. Military. After 15 years in technical recruiting, working for start-ups and agencies, across IT, infrastructure, engineering, and product, I’ve learned this: hiring isn’t a funnel problem, it’s a signal problem. The best hires come from context, trust, and knowing exactly where to look. I focus on finding that signal so you make the right hire once. I’m technical. I go straight to the places where top talent already is and I’m heavily ingrained in the Product, Design, and Engineering community. Staying close to my niche, leaning on a huge network, and using unorthodox strategies that surface the people who will actually move the needle for your business. I’m also the founder of CLARA—an AI-powered procurement platform that helps small businesses win more federal contracts. The U.S. government spends over $700 billion a year, with around $160 billion going to small businesses, who on average spend 10-20 hours a week (or have teams of people) sifting through the thousands of solicitations that come out each day. CLARA changes that by using semantic search and sparse signal learning (smart AI that understands context) to match businesses with the contracts they’re actually likely to win. I built it from the ground up after seeing how broken and inaccessible working with the federal government is. Fluent in AI and obsessed with making it practical, I help my clients streamline recruiting pipelines, modernize workflows, and implement systems that work smarter while lightening their load. On a personal note, I’m a law enforcement wife, mom of three under 10, and dog mom to a German Shepherd and a Golden Retriever. Let’s connect!
