Jim had dual careers, one in the United States Army Military Police and one as a Certified Franchise Executive. Jim has worked in senior management roles with Wingstop Restaurants, Port City Java, RimTyme Custom Wheels, ColorTyme, Mr. Rekey and others.

Jim founded Deering Investigations LLC as a way to combine his extensive business and military law enforcement backgrounds. Deering Investigations LLC provides an array of services but specializes in business and franchise related legal support, whether the need is to confirm the proper use of a trademark, a document that needs notarization, or an in-depth background investigation is required. Deering Investigations can help with any and all needs in the State of Florida.

Requested by former employer to perform 7 month semi-covert role in leading company to sale/merger with competitor. Successful in maintaining security of information while accomplishing goals set by owners. Completed merger December 2020.

Attended McAfee Institute and earned Certified Human Trafficking Investigator (CHTI).

Served as Committee Chair of the Florida Association of Licensed Investigators Child Sex Trafficking Task Force (FALI CST-TF).

Developed operational and investigative procedures to identify, support and locate at-risk youth.
Developed an intake system for parents of missing minors to take advantage of volunteer investigator resources to improve chances of locating and retrieving missing minor children.

Creating awareness of the Florida Small Business Development Center (FSBDC) through community outreach with local chambers, public officials and economic development professionals.
	Communicate the value proposition, impact and ROI delivered to key stakeholders.
	Establish the FSBDC’s contribution to the Daytona Beach and Volusia County’s entrepreneurial ecosystem and its small to medium sized business enterprises.
	Attracted an increasing number of SMEs (small to medium sized enterprises) as FSBDC clients. Client acquisition, targeted marketing, relationship building and deploying the FSBDC story and its resources.
	Served over 162 unique business clients in a one-year period offering a wide variety of professional services including consulting, training/seminars, events, special services and research and tools.
	Administer and provide oversight and support to the Volusia County CEO exchange and support the Volusia’s Best program.
	Act as the “face of the college” to the local and regional business community and contribute to the mission of “Helping Businesses Grow and Succeed”.

Manage the day-to-day operations for this high growth company including 350 independent business owners, 11 headquarters staff, 5 field staff, and 330 Suites in 11 Salons.
	Developed an effective work order system for this heavily focused property management and maintenance operation.
	Completed an FTC federally compliant Franchise Disclosure Document (FDD) and basic operating systems manual.
	Created business owner request system reducing the response time from hours to minutes.
	Researched, sourced and overhauled company software systems, including accounting, and fundamentally enhanced the way the company conducts business.
	Developed additional website pages, contributed to company blog and Facebook posts to attract new entrepreneurial business clients.
	Managed the education components of the company small business education initiatives through offerings including Intro to Studio Ownership, Tips and Tricks to Generate New Clients, Beginner Social Media, Intermediate Social Media and Advanced Social Media.
	Managed small business support systems and created alliances with vendors like Square to offer discounted credit card processing systems to new business owners.
	Identified key reporting metrics to be used on a weekly and monthly basis and ensured staff “buy-in” of those key operating areas. Key metrics included “bounce rates”, occupancy rates, income and cash flow against budget, and other critical financial functions.

Upon returning from Afghanistan, enrolled in and completed private investigation management continuing education certificate programs in the summer session with Texas A & M International University (TAMIU) and the fall session with the University of North Texas (140 Hours).
	Formed a private investigations company (Jim Deering & Associates LLC) in the fall of 2014 with the intent to focus on security consulting, business deposition, formal statements, business research management and employee screening.
	Qualified for and obtained Texas Private Investigators license November 2014.
	Was subsequently recruited for the position with iStudio Salons and relocated back to Florida.
	U.S. Army Retired as a Major (0-4), June 2, 2015.
Renewed Certified Franchise Executive (CFE) designation March 2015 and March 2018.

US Army Retired

Commissioned through OCS at Fort Benning, Georgia.  Served in positions from Platoon Leader to Company Commander, including Executive Officer for a CID District in Korea, Commander of the law enforcement company at Fort Stewart and Hunter Army Airfield, GA, and MP Combat Operations Officer for the 24th Infantry Division. Counter-Terrorism trained, advanced physical security, law enforcement, nuclear courier officer, PRP Program, and Airborne qualified. Airborne! Served two tours in the Republic of Korea and one in Afghanistan. Retired from the U.S. Army reserve in June 2015.

Major

United States Army

Activated with the 56th Military Police Company in March 2013 for Operation Enduring Freedom (OEF) Contingency Operations with the Kabul Base Cluster (KBC), Afghanistan. Worked directly for U.S. Forces Afghanistan (USForA) and International Security Assistance Forces (ISAF).
	Served as Battle Non Commissioned Officer and Battle Captain for the Phoenix Base Defense Operations Center (BDOC), responsible for the welfare and security of over 5000 military and civilian personnel in the greater KBC area of operations. Performed these duties in a forward deployed environment in support of OEF, South West Asia.
	Maintained accountability and maintenance of over $60,000,000 worth of critical military security equipment, including CCTV, I/R surveillance equipment, and aerial RAID camera systems.
	Accepted the challenge of filling an unexpected vacancy of Senior Desk Sergeant and Provost Sergeant for the KBC Provost Marshals Office. Successfully completed numerous and often dangerous movement missions and U.S. Customs missions within the Regional Command-Central region of Afghanistan.
	Fulfilled role as unit Counter Terrorism Officer.  Reviewed daily threat assessments, briefed and developed threat guidance and coordinated security postures for multiple bases.
 Conducted, completed and reviewed over 200 investigative reports including over 100 traffic accident, assault, and larceny investigations.
	Awarded the Meritorious Service Medal for actions during this deployment.

Responsible for developing the franchise system for this well established locksmith rekey service.  Developed the FDD and recruited qualified franchise candidates to support annual growth plans.  Responsible for all aspects of the franchise system including building processes to support franchise training objectives, marketing initiatives, field support functions, and franchisee back-office support systems. Responsible for all day-to-day operating activities of the franchise system as it moved forward in becoming the real estate industry's national vendor of choice for re-keying properties and providing code compliance products and services.

Vice President of Franchising

ColorTyme, Inc.

Direct all aspects of the franchise programs for two brands, RimTyme Custom Wheels and Tires, and ColorTyme Rent-To-Own.  Employed by Rent-A-Center (RCII) within ColorTyme, a wholly owned subsidiary.  Rent-A-Center operates 3100 company stores and 216 franchised stores under the ColorTyme and RimTyme Brands.

Worked directly with CEO to develop long and short-term plans for franchise development, including development of the on-line franchise sales process.

Guided new and existing franchisees through the franchise sales process and consistently opened between 10 – 20 stores annually, even where other rent-to-own franchise brands were stagnant.

Created and implemented ColorTyme’s and RimTyme’s social media programs and guidelines.

Created and regularly contribute to JustForAsking.com blog site for franchise development.

Updated the ColorTyme Uniform Franchise Offering Circular (UFOC) to the new Franchise Disclosure Document (FDD) format.

Created the RimTyme Division Franchise Disclosure Document with all updates.

Developed an electronic franchise brochure in lieu of a paper brochure for use on CD, download, or email.

Analyzed and refined the real estate site profile and site approval process.

Led the company from start-up to 150 franchises and an additional 200 in development when the founder sold the company in January 2003.

Worked with franchisees and commercial brokers on all franchise real estate transactions.  Never closed/lost a Wingstop restaurant during my tenure.

Responsible for operations, training, and franchise field support resulting in average unit volumes of $600K, open only one “day-part” during the week.

Developed and implemented the entire franchise recruitment process and personally held over 300 Discovery Days. 50% of those attending discovery days were awarded franchises.

Managed the franchise legal department and development of the UFOC/FDD.
