I am currently serving as the Acting City Manager of Charlottesville, Virginia.  I have the pleasure of working with over 800 employees dedicated to making our city an equitable and prosperous community.  I am a member of the Rivanna Sewer and Water Authority Board of Directors, the Charlottesville Retirement Commission Board, the Charlottesville Albemarle Airport Authority Board of Directors, and the Albemarle-Charlottesville Regional Jail Authority Board of Directors.

Acting City Manager

I serve as general counsel to the City of Charlottesville, a fantastic city located at the Blue Ridge Mountains' foothills.  Our office represents the City Council, City Manager, Planning Commission, Economic Development Authority, Division of Social Services, and the Airport Authority.  I am proud to work with amazing co-workers and elected officials attempting to improve the lives of all of the city's residents.

City Attorney

Albemarle County

I served as the Albemarle County Deputy County Attorney.  My primary responsibilities were representing the Albemarle County Planning Commission and the Departments of Community Development and Human Resources.  I also advised the Albemarle County Registrar. 

I previously served as a Senior Assistant County Attorney for Albemarle County.  My primary responsibility was serving as the attorney for the Albemarle County School Board.  

I also served as counsel to the Albemarle County Police Department and the Human Resources Department.  

Among my areas of responsibility are litigation, ADA compliance, Freedom of Information Act requests, FLSA compliance, and personnel grievances.

I am a 2015 graduate of the Albemarle County Innovative Leaders Institute.

Spotsylvania County

*Supervise and prosecute all code enforcement actions
*Prepare legal memoranda for Spotsylvania County officials
*Review, revise and edit contracts pursuant to the Virginia Public Procurement Act
*Compose briefs for the Virginia Supreme Court and the Virginia Court of Appeals

Dinwiddie County, Virginia

*Successfully organized and submitted a countywide election redistricting plan to the United States Department of Justice
*In conjunction with the Deputy County Attorney, drafted one of Virginia's first comprehensive agritourism zoning ordinances 
*Served as counsel to the Dinwiddie County Board of Supervisors, Industrial Development Authority and Planning Commission
*Drafted a new noise ordinance in response to the Virginia Supreme Court's Tanner v. Virginia Beach decision
*Drafted, edited and reviewed numerous documents for real estate transactions including purchase agreements, deeds, deeds of trust, and easement agreements.

County Attorney

I serve as the City Attorney for Staunton, Virginia.  It is my hope that the City Attorney's Office provides quality legal services in an efficient and ethical manner for the City Council and all City departments, boards, and commissions.
