Palladium: Make It Possible

As Technical Director, I developed and implemented a strategy to position Palladium in USAID's environment and natural resources market. During my time there I developed a proposal pipeline of ~$70M in value and a capture pipeline of more than $100M. Also directed a small NRM project that provided capacity building assistance in several Western African countries.

As a director in the Monitoring & Evaluation (M&E) Practice at dTS I am responsible for analyzing the current market space and its likely shape in the next few years, identifying firm strengths in natural resources management and M&E comparing the opportunity areas identified as a result of the analysis, providing guidance on where to focus our marketing efforts. My work includes research and analysis, marketing and business development, and project/program management.  I have been responsible for multiple wins of RFTOPs in the business development role and providing high-quality deliverables for the projects I am leading. I am managing multiple projects and also have oversight responsibility for our REPLACE and Making Cities Work vehicles.

The major focus of my work as an independent consultant was helping a small business develop a strategy to gain entry to the natural resources market at USAID. In my role leading this effort I am responsible for analyzing the current market space and its likely shape in the next few years, identifying firm strengths in natural resources management, comparing the opportunity areas identified as a result of the analysis to the firms strengths and providing guidance on where the firm might focus its marketing efforts. The work focused on research and analysis, and required developing a multi-year work plan that includes milestones and an indicative budget for marketing expenditures.

Independent Environmental Consultant

Cardno Emerging Markets USA Ltd.

I lead the Infrastructure and Environment service line for Cardno Emerging Markets, and was responsible for developing and implementing a strategy to allow Cardno more access to this market area. Since joining the firm his service line won two projects totaling ~$3.5 million and participated as a subcontractor on two USAID IQC bids. I also provided technical assistance in the area of environmental due diligence regarding USAID project implementation. .

Booz Allen

As a Lead Associate at Booz Allen I worked in a variety of environmental projects. Since starting there fiveyears ago, I have worked on  projects including one in CEE & Central Asia focused on removing biological weapons infrstructure, another for FAA helping to develop guidance for remediation activities, while at DOE I have supported projects for the Yucca Mountain Waste Depository, and also the development of an energy investment bank. I also have supported several commercial projects as a technical expert. Finally, I have been extensively involed in marketing USAID and helped Booz Allen win a position a sub to a small business for the Water II IQC.

Work at DevTech has included managing the Environmental Information Systems and Networking (EISN) Project, providing technical support to other projects including EcoLinks and Support of Regulation 216 Management, and overseeing marketing for the Environment Practice.

Tetra Tech EM Inc.

Provided management or senior technical support for more than 30 projects during this period. 

Project Manager, Mangrove Management Component CRMP- As Project Manager for the Mangrove Management Component, responsible for all aspects of the project including:  

•	Developing the initial vision of how to implement the responsibilities of component.  
•	Preparing an extensive strategy and implementation plan that was submitted to Department of Environment and Natural Resources (DENR) for approval.  
•	Developing the year-one work plan, negotiated startup of the program with local municipalities, and finally identified and trained the local staff. 

Project Manager, IEMP- Work for this project included managing and implementing development of training module outlines for pollution prevention and environmental impact assessment trainings.  Worked closely with staff from the U.S and the Philippines guiding them in developing the training materials for these activities.

A.T. Kearney

Project Director (A.T. Kearney)- Responsible as Technical Director (TD) for the Environmental Protection Agency’s Resources Conservation and Recovery Act Corrective Action Activities in EPA Region III.  Managed more than 100 projects valued in excess of $2.2 million.  Responsible for program-level management of a contract including: 

•	Managing as many as 40 projects at one time.  
•	Working closely with senior EPA management at the section and branch level of several regions to determine their consulting needs. 
•	Developing proposals for multi-project work assignments that included estimated budgets and levels of effort based on these discussions with the EPA management.  

Routinely assisted the client with identifying, which projects to implement within these work assignments and had final responsibility for timeliness and technical quality for all projects.

Project Manager

Dynamac Corporation

Staff Scientist (Dynamac Corporation)- Acted as COP in another USAID project, responsible for all pesticide-testing activities in Mali, West Africa supporting the African Locust Pesticide Testing Project.  Responsibilities included:

•	Obtaining permission from the USAID Mission Director to operate the program in Mali.
•	Developing and negotiating the test protocol with the Ministry of Agriculture. 
•	Hiring Malian staff, and started up the field office. 
•	Setting up liaison with various international programs operating in the country.  

Maintained close communication with staff from both USAID and the Bureau of Plant Protection, oversaw all field activities, and prepared and submitted monthly progress reports.
