As a Senior Advisor on the Substations Engineering Services Team, my role can be a sole contributor or involves managing a team of consultants who provide engineering and design services for substation and transmission line projects. I act as a technical project manager, making independent decisions on engineering problems and methods. Senior Advisor

TRC Companies, Inc.

Lead Substation engineering work using extensive knowledge and experience in evaluating, selecting, modifying, and applying standard techniques, procedures, and criteria for electrical systems of varying size and the highest complexity.  Assigned to a special project in LUMA Energy in Puerto Rico as a Lead Substation Engineer/Manager, managing high complexity brownfield substations rebuild projects. These projects are part of a big initiative and funded by FEMA.

Senior Project Engineer | Senior Electrical Engineer | Project Manager

City of Ocala

✔In 2019 assigned to a special project by Mutual Aid agreement between FMPA, City of Bushnell and Ocala Electric Utility as a field engineer and Interim Director of Electric Utility, to assist on the daily operations and a large project of voltage and customer conversion from SECO Energy to City of Bushnell distribution system. The project was completed in a timely and effective manner.
✔Supervises a small technical staff in designing, engineering, and generating cost estimates to furnish electrical services to residential, commercial, and industrial customers. 
✔Gather information for load studies, outage analysis, low voltage problems, customer complaints, site plans, road construction projects, and other information related to the operation and maintenance of the transmission and distribution system. Gather AMI data to do very specific analysis. 
✔Perform fault studies and coordinate relays, reclosers, sectionalizers, and fuses. Must have the ability to conduct voltage studies, load studies, and system reliability studies. Ability to generate reports
and make recommendations for system improvements. Must have the ability to exercise
considerable, independent, engineering judgment in electrical engineering work.
✔Experienced with distribution/transmission policy and regulatory issues,
including experience with FERC.
✔Extensive experience with transmission and distribution system software such as WindMil and CAPE.
✔Power Quality Engineer performing studies on residential, commercial, and industrial customers utilizing PMI and CHK Power Monitors. Resolving most of the issues and/or recommending the customers different approaches to resolve their internal PQ problems.
✔In charge of the large industrial project designs and investigates outages, low voltage complaints, and customer complaints. Makes recommendations for corrective actions and coordinates work necessary to correct problems.

Senior Distribution Planning Engineer

✔Provide assistance to the electric engineering technicians with designing, engineering, and estimating costs to provide electrical service to residential and commercial clientele. Perform research to obtain information needed for load study, outage analysis, low voltage issues, site plans, road construction projects, and data for operation and maintenance of transmission and distribution systems. Set standards and specifications of materials for transmission and distribution system. Review transmission and distribution protection system, initiating fault studies designed to improve system reliability and ensure correct coordination of protected devices. Assist technical staff in daily operations and tasks. 

Key Accomplishments:

✔Quickly resolve customer complaints by determining reasoning for outages and low voltage issues.
✔Accurately determine the scope of work to resolve issues.
✔Efficiently performed a root cause analysis of an electric system with a high number of fault operations. Identified the underlying problems and designed/implemented changes that reduced to one of the lowest numbers of protection operations.
✔Served as a Project Engineer for multiple large projects.
✔Evaluate all the related to environmental compliance like SPCC plan for the Electric Utility.
✔Implement a policy for the proper use of UAS(Drones) assets to inspect inaccessible transmission towers, distribution poles, distribution lines, and other structures.

Electrical Engineer 

City Of Bushnell

✔Assigned to a special project in Mutual Aid agreement between FMPA, the City of Bushnell and Ocala Electric Utility as a Field Engineer and Acting Director of Electric Utility, to assist in the daily operations and a large project of voltage and customer conversion from SECO Energy to City of Bushnell distribution system. The project was completed in a record time of 7 days.
✔The project consisted of over 600 customers acquisition through a territory agreement between SECO Energy and the City of Bushnell. 
✔Develop a master plan for multiple designs, and material acquisition for the new infrastructure needed.
✔Develop a Planning and Protection Coordination study for the integration of the new load.
✔Established safety measures for field operations.
✔Managed the cutover and integration operations with multiple crews from over 5 local cities.

Interim Electric Utility Director

PREPA

Designed power system facilities, obtained required equipment, and coordinated construction operations and maintenance of power generating, receiving, and distribution stations, transmission lines, and systems and equipment. Inspected completed jobs to ensure scopes of work, plans and specifications were adhered to. Managed operations and maintenance of the electric grid for the assigned area. Oversaw pole replacement, tree trimming, and infrastructure upkeep my personnel. Monitored and identified issues within the grid to determine root causes of outages. Ensured system scalability by properly maintaining cabling, transformers, system load requirements, and improvements. Maintain highest level of safety for all personnel while performing daily tasks.

Key Accomplishments:

✔Built and maintained strong rapport with private, public, local, and federal agencies, ensuring reliable services for approximately 200k clients. 
✔	Served as Interim District Engineer Manager  in his absence.
✔Provided assistance in determining the annual budget for the district office and the capital improvement annual budget.

Field Operations Engineer Supervisor

Manage and supervise linemen crews(25+ personnel) of the Underground and Overhead Divisions. Manage the operations of the transmission and distribution system, on maintenance work and troubleshooting operations as well including Substations. Voltages involved on Transmission System are 230KV, 115KV, 38KV on the Distribution System are 13.2KV, 8.3KV, 4.16KV.

Coordinate operation and maintenance activities to ensure optimum utilization of power system
facilities and meet customer demands for electrical energy. Utilize the Workflow Management tools to manage all the work on the divisions.

Manage effective relations with private, public, local, federal agencies and personnel of different
departments to ensure optimum services to 200,000+ customers and meet companies goals.

Prepare drawings, administrative controls and specific type of equipment and materials
to be used, in construction and equipment installation in order to provide quality services. Estimates labor, material, construction and equipment costs.

Handle the operational budget and maximize resources needed and materials designated.

Line Supervisor II

Supervise crews of the Street Light Division and Tree Trimming Division on daily operations. Manage all work and service orders of both divisions, that involved 25+ Substations and 95+ Distribution Feeders of 13.2KV, 8.3KV, 4.16KV and multiple Transmission Lines of 230KV, 115KV and 38KV.
