Oversaw and supervised the drafting and promulgation of DEP rules.  Supervised work of DEP rulewriters and rule managers.  Advised DEP Commissioner and Senior Staff on regulatory matters and controversial issues.  Managed various projects related to rule development.

Experienced in all aspects of civil practice including pleadings, motions, discovery and trials. Successfully briefed and argued cases in appellate courts, including New Jersey Supreme Court.  Negotiated settlements on behalf of NJDEP, including multi-million dollar penalty settlements.  Extensive experience in Administrative law practice.
