Led emergency management, pollution response, and training activities in largest Coast Guard District that consists of 7 - Sectors, 9 - Marine Safety Units, 3 - Air Stations in 26 states consisting of 1.2 thousand miles of coast along Gulf of Mexico, 10 thousand inland river miles, and 2 international borders. Lead representative to Gulf States Natural Disaster Workgroup. Alternate Co-Chair for Regional Response Team 6, 7, & 8. Worked to coordinate multi-agency use of intelligence and imagery to support oil spills and disaster response. 
•	Deputy Incident Commander on Area Command for COVID-19 Pandemic, Multiple Hurricanes, and Historic High-Water period on Mississippi River; allocating critical resources and coordinating mission execution for 115 units in 26 states.  Oversaw the integration of intelligence into the Area Command and worked to coordinate intelligence products with partner agencies. 
•	Directed 21 Shallow Water Rescue Teams in response to 5 hurricane and 1 river flooding event in 9 states. Activities resulted in 140 lives & 15 pets saved; strengthened partnerships with local, state, & federal agencies. 
•	Created a portable Federal On-Scene Coordinator’s Representative College to increase proficiency of people qualified to manage federal pollution response activities; preparing 80 people from 15 field commands to be capable of managing complex pollution cases. Saved money, increased redundancy, improved resiliency. 
•	Designed and implemented new Endangered Species Act process and training; enhanced partnership with U.S. Fish & Wildlife & National Oceanographic & Atmospheric Agency. Provided training to 110 people in 10 states.

Deputy Branch Chief (dri) for Eighth Coast Guard District

District Response Advisory Team Supervisor 

Principle advisor to the Mexican Maritime Authority office within the Mexican Navy (SEMAR) to assist in implementing laws and regulations that have been given to the Maritime Authority office that was formed in 2016. UNICAPAM is working to mirror the U.S. Coast Guard in many regards and the maritime advisor role is responsible to assist in building regulations and policies, coordinate training, and plan subject matter exchanges between the U.S. and Mexico. Principle liaison to the Mexican Navy and provided briefs and analysis on Mexican Navy capabilities and shortfalls to the highest level of the Coast Guard and other federal agencies.  
•	Planned & coordinated a multi-agency U.S./Mexico visit to five ports in Mexico to determine training needs, assist in purchasing port security equipment, directly influence the Mexico National Port Strategy and training development plan, and prepare for a successful assessment from the international port security program. 
•	Orchestrated and assisted in the curriculum design for the first cruise ship inspection course to be taught in Mexico. 
•	Taught inspections courses at the Mexico Maritime Graduate School and coordinated other training opportunities at U.S. Coast Guard training Centers for SEMAR officers. 
•	Designed and led visits of SEMAR officers to U.S. Coast Guard Sectors New York and Los Angeles to become more familiar with large port activities for screening foreign vessels and for port security and operations oversight.

Maritme Advisor

Volunteered to teach Incident Commande System courses to private industry, local, state, and federal government partners in addition to normal Coast Guard Officer responsibilities. Assisted in transitioning foundational emergency management courses to online format to spread the course nationwide at a reduced cost. Content reviewer to transition ICS-300 to virtual format. 
•	Hand selected to coach the Fourteenth District (Honolulu, HI) Admiral and coached an untrained staff how to ensure business continuity during hurricane response only days prior to an approaching storm. 
•	Lead Instructor to teach ICS to the Philippine Coast Guard, National Police, and Customs & Border Enforcement and increase capability to provide a unified response to all potential disasters in Manilla, Philippines. Supported The International Narcotics & Law Enforcement efforts in country and provided analysis and reports throughout the federal government. 
•	Taught ICS courses in Alaska, Florida, Hawaii, Louisiana, Missouri, and West Virginia to 250 people across private and government organizations; skills successfully used during the response to a plethora of disasters.

Marine Safety Unit Valdez, Response Department Head
Leads Enforcement & Incident Management Divisions directing Ports Waterways & Coastal Security activities & managing responses to “All Hazards” incidents in Prince William Sound & Gulf of Alaska. Facilitates secure transportation of 11+ billion gallons of crude oil per year through Trans-Alaska Pipeline. Responsible for effecting marine environmental response actions in accordance with National and Area Contingency Plans as well as directing multi-unit enforcement of security zones protecting national infrastructure. Coordinated with port partners in planning/preparedness for incident response, training and exercises. Collaterals: Valdez City Liaison Officer, Civil Rights Officer, and Command Duty Officer.
•	Developed and participated in three Type 1 full scale exercises modeled after the Exxon-Valdez incident to further prepare for the safe transportation of crude oil and incident management. 
•	Coast Guard Liaison officer to the City of Valdez during unprecedented Avalanche incident that blocked only highway leading in/out of the community.

Manages all-hazards preparedness and response incidents within the 100,000 square miles of USCG Sector New Orleans area of responsibility, which is one of the largest pollution ports in the U.S. with over 1,800 oil and hazardous material spills per year. Executes New Orleans Area Committee meeting and monitors the Area Contingency Plan, coordinating with local, state, federal, and industry partners as required in 40 CFR 300 to prevent human health, natural resource, and economic impacts from oil and chemical spills.  Oversees compliance and safety inspections of 62 MTSA regulated facilities, over 2,000 offshore oil and gas drill rigs, 20,000 miles of sub-sea pipelines, and the Louisiana Offshore Oil Pipeline (LOOP).  Supervises 16 enlisted service members.

Primary intelligence advisor. Responsible for collection, analysis & dissemination intelligence in support of all Coast Guard mission areas. Supports 5 cutters, 3 Marine Safety Units, 3 small boat stations, & 4 Aids to Navigation teams. Coordinates field collection activities, working closely with federal, state, & local government officials, and maritime industry. Interviews vessel captains and persons of interest to gather information on foreign ports, illicit organizations, smuggling methods and other threats.
