● Assisted Bi-State Development (BSD) Research Institute in research and program
development, especially focusing on social economic development, co-locating
services and benefits on Metro property, and helping to address regional
transportation challenges.
● Worked closely with BSD Vice President of Government Affairs and Policy
Initiatives, including working one-on-one with elected officials and leaders
throughout the region.
● Managed private and public grant projects, including a $940,000 Federal grant
for a program that increased access to health services through public transit
centers in North St. Louis County, and a $538,000 private grant from the Missouri
Foundation of Health to increase access to fresh produce and other healthful
foods around transit stations.
● Co-created a Transit Oriented Development Metric and Project Scoresheet to
evaluate new development projects around the region’s 38 MetroLink light rail
stations. This was a follow-up measurement, based on qualitative review of the
built environment and quantitative data analysis, supporting the ongoing use of a
$4.6 million Housing and Urban Development (HUD) funded regional sustainability
plan completed for the region in 2012.
● Assisted the Metro Transit planning department in drafting, revising, and providing
community engagement for Metro Reimagined, a Metro Transit system-wide bus
network analysis and plan.

As Program Associate, Cagle is primarily responsible for managing CMT grant-funded programs, overseeing daily operation activities, communications, and databases. Cagle supports the Executive Director in implementing strategies to expand and improve light rail and local bus service in the St. Louis Metro region, and to increase public support for and use of the region's public transit system. Cagle spearheaded operations for CMT’s award-winning Try & Ride Program, providing an opportunity through CMT for over 2800 new riders (and counting) to try the region's transit system for the first time for their work commute.

Cagle works with the Executive Director to develop, cultivate, and maintain membership in the organization through (a) identifying and recruiting new members and groups for collaboration; (b) planning and executing membership activities and events; and (c) creating and maintaining website and social media outlets to communicate with existing and potential members.

Cagle also develops publications and other CMT marketing materials to promote the link between transit and economic development, health, and job creation; to build public awareness of and support for the region's public transit system; and to promote opportunities for members to engage and network around support for public transit.

Cagle represents CMT with local communities, organizations, and groups, and draws upon an extensive background in education, curriculum development, and public speaking to educate businesses, community groups, and individuals on the wealth of opportunities that utilizing and expanding transit can bring to them and to the region as a whole.

Cagle also assists the Executive Director in identifying, securing, and administering relevant grant and foundation resources.
