Update for Recruiters: Addressing Non-Compliance in the Umbrella Companies Market.
 
We want to keep you informed about the latest developments regarding non-compliance issues in the umbrella companies’ market, which continue to be a concern for the government due to their negative impact on workers, taxpayers, and the broader labour market.
 
Last summer, the government sought public input on measures to tackle tax non-compliance within this sector. It will soon release its response to this consultation, outlining proposed actions.
 
To provide support and clarity to workers and businesses engaging with umbrella companies, HMRC will launch updated guidance later this year.
 
This will include an online pay checking tool designed to assist umbrella company workers in verifying whether the correct deductions are being applied to their pay.
 
Moreover, the government is considering implementing a due diligence requirement aimed at eliminating unscrupulous entities from labour supply chains.
 
There will be ongoing discussions with the recruitment industry and other stakeholders to refine the details of this statutory due diligence regime for businesses that use umbrella companies. The goal is to fully understand the potential impacts of such measures on reducing non-compliance across the sector.

The forecast remains bleak as insolvencies continue to rise.

Data released by The Insolvency Service shows that the number of registered company insolvencies in February 2024 was 2,102 - 17% higher than February 2023.

These comprised 217 compulsory liquidations, 1,707 creditors' voluntary liquidations (CVLs), 166 administrations and 12 company voluntary arrangements (CVAs). All of these are higher than those in February 2023.

The amount needed for a moderate retirement has risen to £31,300.

The rising cost of living and an increased importance on socialising following the pandemic had pushed up the income required by £8,000, the Pensions and Lifetime Savings Association (PLSA) said.

The PLSA publishes the minimum, moderate and comfortable levels as a guide for those planning their retirement savings.

The calculations themselves are developed and maintained independently by the Centre for Research in Social Policy at Loughborough University.

It is now estimated that a single person needs £14,400 a year for a minimum lifestyle,  £31,300 for a moderate retirement, and £43,100 a year for a comfortable retirement.

In contrast, couples required a joint £22,400 at the minimum level, £43,100 at a moderate level, and £59,000 at a comfortable level.

Making Tax Digital (MTD) has been updated!

MTD is the official scheme from HMRC to make it easier for businesses to get their taxes right. 

This is designed to reduce errors in handling tax affairs and lower the amount of tax that is due but goes unpaid. 

This tax gap for Self Assessment businesses is around £5 billion. 

This means landlords and businesses will need to update HMRC each quarter using compatible software.

For individuals, MTD for Income Tax Self Assessment will be introduced in two phases:
-	from April 2026, for those with qualifying income over £50,000
-	from April 2027, for those with qualifying income over £30,000

HMRC say that digitising the service will:
-	Reduce the risk of unintentional customer errors
-	Save time when it comes to submitting the end-of-year tax return
-	Support productivity and means less time managing paperwork
-	Enables HMRC to better tailor services to customers

31% have experienced some form of microaggression or discrimination from their manager in the past six months according to the latest research.

A survey of 2,000 employees conducted for Mental Health First Aid England has found that nearly half (48%) experienced one or more forms of discriminatory or exclusionary acts from their manager in the past few months.

The most common negative behaviours included comments relating to people’s age, working patterns, personal life and physical or mental health, as well as mispronouncing people’s names.

Black or Black British employees (72%) were the most likely to report discriminatory or exclusionary acts from their managers in the past six months, compared with 57% of Asian or Asian British workers and 47% of White British employees.

Younger workers were more likely to say that they have experienced such behaviours (66% of 18 to 34-year-olds compared with 38% of 45 to 64-year-olds).

One in seven said this type of behaviour caused them to feel like they could not be themselves at work.
