The United Arab Emirates’ (#UAE) decision to restrict funding for its citizens to study at #British #universities, over fears of campus radicalisation underscores how geopolitics can reshape #internationaleducation & #studentmobility. The move reflects deepening diplomatic friction with the UK after according to reporting in The Times & Financial Times, all UK funding has been limited because of concerns over the presence of the Muslim Brotherhood on UK campuses, which is proscribed as a terrorist group in the UAE.

Foreign student downturn pushes more universities into deficit

Almost a third of #UK #universities are now reporting underlying operating deficits even as net cash from operating activities improves, a combination that exposes just how fragile the current #highereducation funding model has become.

As Times Higher Education notes, “cash generation has improved for many institutions, but this has not prevented a significant number from slipping further into deficit,” highlighting that liquidity alone is no longer a reliable indicator of financial health.

The article directly references "Coventry University which recorded a pre-tax deficit of £59.3 million, other universities include Queen's University Belfast  (QUB), University of Sussex, University of East Anglia, Ulster University, University of Derby & De Montfort University all of which have recorded deficits of between £20 & £23 million. The largest cash outflows were at QUB (-£33.5 million), The Open University (-£30.5 million) & University of Bedfordshire (-£26 million). Many have blamed a decline in #internationalstudent numbers & the subsequent increased competition for domestic students."

The UK government’s new #InternationalEducation Strategy makes one thing clear. Policy makers want growth in #education exports, not continued growth in #internationalstudent numbers onshore. 

Bridget Phillipson, is encouraging all UK #universities, #colleges & #schools to open campuses overseas, expand #transnationaleducation & deliver British qualifications in market, with a target of growing education exports to £40 billion a year by 2030.

The recent headline in The Telegraph about so called “Mickey Mouse” #degrees is in fact distracting from a far more urgent & evidence-based issue in UK #highereducation. 

Critics have seized on provocative course labels to suggest that some #universities are offering low value programmes. What is missing from that debate is any rigorous evidence showing which courses deliver sustained labour market value for #graduates, particularly for those paying #internationalstudent fees.

#Australia has just reported record #internationalstudent income from onshore enrolments & on the surface this will be framed as a success story for the sector, with revenue holding up & demand remaining resilient despite visa tightening, cost pressures, & political scrutiny across the #internationaleducation landscape.

But income alone is not a strategy. It is a lagging indicator that tells us little about what happens next for the thousands of #internationalgraduates now moving through #Australian #universities with far less certainty around #poststudywork, employer #sponsorship, or long term migration pathways than even two years ago, where strong enrolments do not automatically translate into strong outcomes & rising income does not guarantee #graduate return on investment (ROI.)

This matters because Australia is no longer competing on access alone, with students in #China, #India, #ASEAN & beyond comparing destinations on outcomes rather than rankings or marketing narratives, asking where graduates actually work, how long it takes them to secure #skilled #employment, what salaries they earn back home or internationally & whether the degree meaningfully shifts their #career trajectory.

Record Australian international income ‘from onshore students’

In this Times Higher Education article  by Helen Packer on #universities enrolling hundreds of #MRes students despite repeated warnings brings the issue back into sharp focus.

The scale of growth is striking. University of Greater Manchester has expanded international MRes enrolments from just 24 students four years ago to more than 1,700. York St. John University has grown from a single MRes student to nearly 400. Significant increases are also reported at University of Worcester, University of East Anglia, University of Lincoln & Brunel University of London.

By contrast, research intensive institutions such as University of Cambridge, Imperial College London & UCL continue to recruit relatively small MRes cohorts, reinforcing concerns that this is not about research preparation but regulatory arbitrage.

There is a straightforward solution to the MRes debacle.

Make MRes programmes ineligible for dependent visas until the student has been accepted onto a #PhD, with a research proposal approved & funding confirmed. At that point, dependent #visas could legitimately be added to the main applicant visa.

We would also extend all MRes programmes to two years, with genuine supervision & progression expectations, reflected transparently in fees. This could be implemented immediately.

What remains deeply problematic is agents defaulting to immigration narratives to market universities overseas. This approach has angered governments across #Australia, #Canada & the #UK, is fundamentally disingenuous given how frequently immigration policy shifts, & leaves universities exposed to consequences they do not control.

The example cited in The PIE of MRes courses being promoted as a route to bring children to the UK for “free #British education” illustrates exactly why trust has eroded.

Brian Bell & the Migration Advisory Committee are well aware of the MRes loophole, & it is hard to imagine this not featuring prominently in their next report.

As Adam Tickell, VC of University of Birmingham, has already warned, government is not blind to institutions stretching the intent of visa policy. The choice for the sector is clear. Act now, or accept much tighter controls.

Exploiting visa design is not a recruitment strategy. Universities need to change tact quickly & focus on academic integrity, ethical #studentrecruitment & credible support for overseas students returning home after their UK degree, backed by evidence of successful #graduateoutcomes rather than migration promises.

There's been lots of talk about universities enrolling more MRes students after the ban on other learners bringing dependants with them to the UK. But there's been very little information on exactly who has been doing this recruitment - until now. Excellent work by Helen Packer submitting freedom of information requests to 132 universities to get the data, with hotspots including the University of Greater Manchester and York St John University. Perhaps also notable are the 11 institutions which refused to respond and the 26 which withheld data - we're still working on that. But of those that did respond, MRes recruitment was up 129% from 2022-23 to 2025-26. 

“This is exactly the kind of behaviour the Home Office interprets as exploitation of a loophole,” Diana Beech tells Helen. “Unless universities collectively enforce standards then the Home Office will inevitably step in. And when that happens, the response is unlikely to be sympathetic.”

Public funding for #university teaching in #England has fallen by around a fifth since 2012, according to new analysis from the Institute For Fiscal Studies, & this is not a marginal adjustment but a structural shift with direct consequences for quality, capacity & credibility across the sector.

#Universities have absorbed this decline through cross subsidy from international fees, rising staff workloads, deferred investment and growing reliance on short term fixes, yet the financial reality is now impossible to ignore as margins tighten, deficits widen & core academic provision comes under sustained pressure.

UCAS data paints a clear but complex picture. Amoung the Russell Group of Universities: UCL University of York Queen Mary University of London Durham University University of Warwick & University of Exeter reported increases in undergraduate acceptances. Elsewhere BPP University University of Wolverhampton University of Suffolk Bath Spa University University of Chichester & University of Leicester bucked the trend with growth. 

While others in the Russell Group, including University of Nottingham, Cardiff University / Prifysgol Caerdydd & University of Glasgow, saw declines. 

At the same time Canterbury Christ Church University London College of Contemporary Arts (LCCA) & Buckinghamshire New University faced marked drops of more than a third, while Liverpool Hope University Prifysgol Aberystwyth University & University of Greater Manchester also recorded lower intakes. 

This divergence raises an urgent question for UK #highereducation: Why are some institutions growing and others not, and what does sustainable international #studentrecruitment look like now?

Volume is no longer evidence of sustainable success. #Internationalstudents & their families in Asia & beyond are increasingly asking about outcomes not just enrolment. 

They want credible data on whether a #degree leads to the kinds of graduate destinations, employer engagement & salary mobility that justify their investment. Without that evidence universities risk short-term intake spikes but longer-term reputational & regulatory setbacks.

The Times reports that #UK #universities may look to increase recruitment from #China as new UK Home Office visa compliance targets tighten, particularly from South #Asia. UK universities will soon have to ensure at least 95% of #internationalstudents start their courses, 90% complete them & #studentvisa refusal rates stay below 5% in order to retain their licence to sponsor #overseasstudents. 

In practice this is already forcing some institutions to suspend #studentrecruitment from markets with lower approval rates such as #Pakistan & #Bangladesh.  

This has been covered by Georgina Quach in the Financial Times. In her article she highlights that universities including University of Chester, University of Wolverhampton, University of East London, University of Sunderland, Coventry University, University of Hertfordshire, Glasgow Caledonian University, Oxford Brookes University, London Metropolitan University & BPP University are taking action to protect compliance & manage the risk of losing their sponsor status. The financial impact of getting this wrong could be catastrophic for their bottom lines.

#British #transnationaleducation has moved from the margins to the mainstream of UK #internationalisation strategy. Offshore enrolments now sit at around 80% of the volume of #internationalstudents studying onshore in the UK, forcing the sector to confront an uncomfortable but necessary question. What exactly is driving demand for a British #degree overseas?

Recent evidence suggests it is far less about the prestige of UK #highereducation institutions (HEIs) than many in the sector might assume. 

Pre-92 Russell Group of Universities  typically enrol one offshore TNE student for every three international students studying in the UK, reflecting a strong preference for direct control over admissions, curriculum & pedagogy to protect institutional reputation.

By contrast, post-92 universities & other pre-92 HEIs enrol close to six offshore TNE students for every onshore #internationalstudent, with particularly heavy exposure at #undergraduate level, which now accounts for roughly two thirds of all TNE enrolments. These universities are effectively carrying the growth of #British TNE globally.

What matters here is not just scale but perception. The fastest growing TNE formats are franchised & collaborative models, representing around 45% of all offshore enrolments, these are disproportionately delivered by “lower status” institutions. Yet from the perspective of students, families & employers in #China, #India, #ASEAN & beyond, this nuance is largely invisible. The British system brand does the heavy lifting, masking who is actually delivering the qualification.

This has significant implications for policy, risk & reputation. If the appeal of TNE rests primarily on the perceived prestige of UK #highered as a system, rather than the standing of individual degree awarding HEIs, then outcomes matter more than ever. Offshore growth without credible evidence of #graduateoutcomes, salary trajectories & #employability risks eroding trust very quickly, particularly in increasingly value conscious #Asian markets.

The #internationaleducation community is flocking to #India over the next few weeks. Headlining with the National Indian Students and Alumni Union UK (#NISAU) India Global Education Summit (#IGES) 2026.

This is followed by QS Quacquarelli Symonds India Summit, EDUVERSE  Delhi & The PIE India in quick succession. The diary coordination is genuinely impressive. It maximises delegate crossover & makes it an unusually efficient week for anyone living conference to conference.

But the real test is not logistics. It is whether any of these platforms will directly confront the structural shift now reshaping #Indian outbound #mobility.

Families in #India have been adjusting their behaviour well ahead of policy announcements. Cost escalation, #visa volatility & weaker #poststudywork rights have changed the risk calculus.

Brand alone no longer closes the deal, while broad national narratives increasingly fail to resonate, with evidence now becoming the decisive factor in how families assess value.

Indian families are interrogating #graduateoutcomes & destinations with a precision the sector has not historically been forced to meet. How quickly do #graduates secure professional roles? ▪️The data showed 1.882 million Indian students are currently studying in 153 countries – an impressive number at first glance. 

But a closer look reveals significant shifts in expectations, global opportunities, and constraints. 

▪️Of the total number of outbound students, 1.254 million are enrolled in #universities and other major institutions.

▪️In 2024, 1.33 million Indian students were pursuing #highereducation abroad. 

This means the updated figure for 2025 represents a drop of about 76,000 students this year – a decline considered noteworthy, as it ends a three-year period of consistent growth that began in 2022.

“The 6.1% enrolment contraction represents market correction following exceptional growth rather than systemic retreat from international education,” said Maria Mathai, founder of M.M Advisory Services. “Major English-speaking destinations maintain structural advantages that alternative destinations cannot yet replicate at comparable scale.”

And Tamil Nadu-based Truematics Managing Director Suresh kumar Ramachandran told UWN: “Based on last year’s data, we can clearly see that student demand has declined. The primary reason is the visa and immigration changes introduced by the US, followed by similar developments in Canada. Parents are worried, and many are waiting for the situation in the US to stabilise before making a decision."
