Centro Nacional de Control de Energía

Founder of the Institutional Relations Unit at Mexico's Electricity Independent System and Wholesale Market Operator (CENACE) in August 2016. This Unit coordinates the organization's international and governmental affairs and engages key stakeholders that span international organizations and foreign governments as well as officials from Mexico's federal, state and local energy agencies and Upper and Lower Houses of Representatives. 

𝗠𝗮𝗶𝗻 𝗮𝗰𝗰𝗼𝗺𝗽𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁𝘀:
● Lead the signing and negotiation of more than 20 technical cooperation instruments with international governments and counterparts and Mexican higher-education institutions, which have bolstered the organization's human and technical capabilities and expanded its visibility.
● Provide intellectual guidance and strategic advice to the organization’s leadership through timely analysis reports and briefing notes about energy trends and breakthroughs on energy technologies, markets, policies and regulations.
● Disseminate up-to-date energy knowledge in the form of an internal biannual newsletter distributed to nearly 1,500 employees, prepared from insights and engagements with internal and external stakeholders (see sample attached).
● Define and implement strategic activities, processes and work plans to leverage reputational and business opportunities linked to external stakeholders. 
● Lead a multidisciplinary team of up to 5 people to improve performance under a permanent state of governmental uncertainty and budgetary restrictions.
● Participated as an acting member with full voting rights at the Steering Board of Mexico's Sustainability Trust Fund (Comité Técnico y de Administración del Fondo Sectorial CONACYT-Secretaría de Energía-Sustentabilidad Energética) from September 2016 to November 2018. By the end of 2018 this Trust Fund had allocated over USD 185 million to different research, development and technological training initiatives aimed at underpinning Mexico's energy transition.

Asia-Pacific Energy Research Centre

𝗠𝗮𝗶𝗻 𝗮𝗰𝗰𝗼𝗺𝗽𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁𝘀:
● Provided expert knowledge on key topical issues across Asia-Pacific for its dissemination in flagship and topical energy publications of APEC (Asia Pacific Economic Cooperation). 
● Led a research project on the design of institutional mechanisms to favor liquefied natural gas (LNG) trade across Asia-Pacific. 
● Gained the Mexican government’s approval to host the Peer Review on Energy Efficiency initiative and headed its initial phase; this represented the first APEC energy-wise cooperative project ever accepted by the country.

Senior Researcher

𝗠𝗮𝗶𝗻 𝗮𝗰𝗰𝗼𝗺𝗽𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁𝘀:
● Authored a novel policy framework to assess shale gas development across different countries in the Asia-Pacific; this research expanded to became the organization’s first research report in 6 years and its first peer-reviewed paper in 7 years. 
● Maintained contact with key energy-related government officials and industry stakeholders in Asian and Latin American countries to gain support for several strategic cooperative mechanisms.
● Authored the energy outlooks and profiles of several Asia-Pacific economies for APEC’s flagship energy publications.

𝗠𝗮𝗶𝗻 𝗮𝗰𝗰𝗼𝗺𝗽𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁𝘀:
● Developed strategic planning exercises for Mexico’s energy sector, including its Energy Program 2007-2012 and prepared the executive energy reports submitted every year by Mexico’s President and Energy Minister to the Congress. 
● Liaised with and coordinated federal agencies to generate key indicators that allowed permanent assessment of energy policies in policy agenda of the Mexican President’s Office.
● Collaborated in milestone projects and publications on energy efficiency and low-carbon issues, including Mexico’s first strategy on energy transition and efficient energy use.

𝗠𝗮𝗶𝗻 𝗮𝗰𝗰𝗼𝗺𝗽𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁𝘀:
● Developed 4 annual editions of an official research outlook document (Prospectiva in Spanish) on Mexico’s liquefied petroleum gas (LPG) from 2004 to 2007. 
● Developed specific energy research and analyses for the Deputy Secretary of Energy Planning and participated in North America’s Energy Working Group.
● Translated official documents from English to Spanish.

As the Head of Institutional Relations at CENACE, Mexico’s independent system and market operator, I lead a strategic unit which coordinates the organization's international and governmental affairs and engages key stakeholders across different levels and domains. With over 21 years of experience entirely developed in the energy industry in Mexico and abroad, I possess deep expertise in energy policy, regulation, planning, and cooperation, as well as a strong network of contacts and partners in the public and private sectors, in Mexico and abroad.

My mission is to provide strategic knowledge and insights to the organization's leader on emerging global energy and electricity trends, and to foster cooperation and long-term positive relationships with relevant actors and institutions. Some of my main accomplishments include founding CENACE's Institutional Relations Unit in 2016, leading a research project on LNG trade across Asia-Pacific, and authoring several institutional publications on unconventional oil and gas, smart grids, and energy transition. A holder of multiple research awards, professional certifications and recognitions from national governments, I am passionate about promoting sustainable and innovative solutions that advance global dialogue and adress the energy sector's major challenges.
