Military Surface Deployment and Distribution Command (SDDC)

Reports directly to the Director for Movement Support while supporting the SDDC Commanding General in the accomplishment of the Command's mission.  As division chief, exercises executive responsibilities including managing strategic requirements of Defense Federal Acquisition Regulation (FAR) contracts to support Department of Defense (DOD) customers with optimized, best valued, transportation and logistics services.  Responsible for strategic engagements with the military Services' and defense agency's representatives.  Leads and participate in multi-functional teams involving strategic planning, supply chain distribution management, and transportation/logistics management.  Requires a comprehensive knowledge of DOD supply chain networks, processes, practices, automated shipper systems, and SDDC's core business lines, to include International Transportation, Stevedore and Related Terminal Services (S&RTS) and transportation related logistics contracts.

Chief, International Movement Support Division

Deputy, G33 International Movement Operations within the G3 Directorate.  The Branch is comprised of an East Section (covering EUCOM, AFRICOM and CENTCOM AORs), West Section (covering NORTHCOM, PACOM and SOUTHCOM AORs) and a team of Senior Traffic Management Specialists, Operations Research Systems Analysts and a Marine Cargo Specialist.  As the Deputy, assist in the planning, direction and accomplishment of the Command Operation’s mission.  Provide supervision and responsible for developing program goals and objectives, work planning, scheduling and execution.  Evaluate work performance and effectiveness and revise or recommend revisions in the goals, objectives and plans as necessary.  Develop the operational budget for the Branch.  Manage the administrative and technical aspects of programs and supervise approximately 30 civilian, military and contract personnel in the accomplishment of the mission.  Additional duty as the SDDC Activity Career Program Manager (ACPM) for Career Program 24 (Transportation and Distribution Management), serving the Command’s largest group of careerist with over 440 employees across the globe.  Served as a functional expert providing the workforce with professional advice and guidance concerning their career program, education, training and competitive opportunities.
Accomplishments: Directed the transportation planning of more than 40 million square feet of cargo with a value of over $1B ensuring DOD's combat readiness.  Managed the surface requirements for multiple Joint Chiefs of Staff and Service level operations and exercises such as Operation Atlantic Resolve, African Lion, Key Resolve, Balikatan, Cobra Gold and Sabre Guardian that included movement to and from over 80 countries.  In support of the 10th Aviation Brigade, Pacific Pathways and Afghanistan Foreign Military Sales (vehicle) movements, supervised innovative transportation solutions that resulted in over $23 million of customer cost avoidance and savings.

Deputy, G33 International Movement Operations

595th Transportation Brigade (SDDC)

Advised and assisted the Director of Operations in all phases of the Brigade's mission, which are to coordinate and control the movement of surface and multi-modal cargo shipments in Southwest Asia, an area which covers 27 countries and 84 seaports and handles 63 percent of the global surface Defense Transportation System cargo to include all sustainment and unit shipments for Operations Iraqi, Enduring Freedom and New Dawn.  Effectively managed 44 Soldiers, DoD Civilians and local national employees in 5 divisions to provide unparalleled surface transportation support to the Warfighters.  Provided daily operations, training, security and force protection support to five subordinate transportation, deployment and distribution support battalions dispersed at 16 locations throughout this austere region.  Senior technical advisor to the Brigade Commander.  Transportation and Distribution Management Career Program Manager for the Brigade, counseling all civilian employees on their career goals and educational opportunities.  Knowledge Management Officer for the Brigade.  President of the Southwest Asia Chapter of the Transportation Corps Regimental Association.  Recognized as a prominent transportation and distribution expert in the USCENTCOM Theater; sought out for advice by senior leadership from USTRANSCOM, USCENTCOM, USARCENT and others.
Accomplishments: Provided desperately needed continuity of operations for the Brigade through two wars as Soldiers came through on seven-month to one-year tours of duty.  Established SDDC’s Multi-Modal capability in CENTCOM, the Northern Distribution Network, the Trans-Arabian Network and the Pakistan Ground Lines of Communication all in support of the Warfighters.

Deputy Director of Operations

Served as the Deputy to the Commander, Senior Transporter, and Civilian Senior Mentor for the 595th Transportation Brigade.  Provided a single face to the field for Army Materiel Command (AMC), US Transportation Command (USTRANSCOM) and SDDC elements.  Integrated strategic, operational and tactical level deployment and distribution support, filling transportation deployment/distribution gaps with SDDC technical capabilities.  Advised supported unit commanders on SDDC technical and transportation management capabilities, and tailored support based on the tactical commanders' mission and equipment requirements as it links into the global enterprise.  Shared overall leadership, supervisory and management responsibility with the Commander.  Represented the Commander in high-level meetings throughout Government, industry and the academic community.  Negotiated diplomatically, tactfully and persuasively in an international environment.
Accomplishments: Successfully managed the day-to-day operations of a 320-person transportation brigade operating in over seven countries throughout the Middle East.  Reestablished the Brigade’s civilian personnel office that had been without a civilian personnel officer for over three years.  Effectively oversaw the administration of 27 contracts valued over $1B.  All while still fulfilling the position of Deputy Director of Operations due to personnel shortages.

Deputy to the Commander

25th Infantry Division (Light), U.S. Army

Planned, coordinated and supervised transportation matters for the 25th Infantry Division (Light) and U.S. Army, Hawaii.  Technical advisor to the Division staff.  Conducted movement of personnel and cargo by air, rail, motor transport and sea.  Conducted long-range planning, review and evaluation of operations.  Conducted cost and mode analysis for movement of cargo and personnel.  Evaluated the effectiveness of contract performance and quality through inspections.  Lead and participated in transportation conferences and meetings with a diverse group of specialists.  Developed and implemented transportation plans and timetables.  Prepared written reports and presented briefings.  Developed work shifts and team composition.  Performed personnel management tasks.  Directed workforce through subordinate branch and section supervisors.  Made recommendations of key positions; reviewed and certified job descriptions for lower level supervisors.  Developed performance standards and appraised performance of lower level supervisors, approved performance appraisals of second line supervisors.  Established organizational and position structures.  Maintained and controlled $2M in the Division’s container/chassis fleet.  Instructed in all facets of transportation.  Maintained 50+ automation systems for the logistics office.  Familiar with all transportation automation systems (TC-AIMS, TC-ACCIS, WPS, ICODES, etc).  Familiar with all federal transportation regulations.  Hazardous cargo certifier.  Air load planner.  Contracting Officer Representative.  Liaison with transportation industry/carriers.  Organization purchasing official.

Managed the screening, validating, processing and coordinating of internal and external support requirements for the 25th Infantry Division (Light) and U.S. Army, Hawaii.  Maintained historical tasking data utilizing automated data systems.  Allocated resources to support external requirements.  Acted as liaison between U.S. Army, civilian agencies, sister services and other organizations.  Responsible for mentorship, counseling and the professional development of five senior supervisors.  Supervisor of the Division Emergency Operations Center.  Served as the section automation officer maintaining over 50 computer systems.
