Approved, as Safety Engineer, by the Kuwait Ministry of Public Works to replace a Gulf Consult Safety Engineer who had to go on leave, from July 5th to July 19th, 2016, then from June 22nd to July 17th, 2017. I have written KOC approval as HSE Manager.
I Performed HSE supervision, HSE audit, consultancy on HSE issues guiding to the sound and safe progress of the project. As Safety is imperative in construction projects, I was in charge to manage 6 Safety Officers and a qualified HSE Engineer. Incidents were kept at their minimum rate of occurrence, as of continuous HSE awareness training sessions were given to workers and new joiners. Supervise, and coordinate training programs to staff, which increased proficiency in safe practices and promoted HSE consciousness. Assist project team in investigating all incidents and near misses ensuring corrective actions are taken as it relates to the incidents and “lessons learned” are communicated throughout Safety Alerts.

HSE Consultancy: Responsible for the HSE staff. Hazard Awareness for Safety staff and employees of KBR’s Contractor ORASCOM at the refinery facilities construction areas, tanks and different workshops of the New LNG Train Skikda Project.

Risk assessment, evaluation & direction of the construction of workers’ camp at Ras Lanuf  and forthcoming activities. Inspection of new project materials as of the actual HSE regulations. Basic knowledge of The Construction (Design and Management) Regulations 2007.

Sonatrach

Head of Prevention Service for 26 Safety Officers (Inspectors) and 4 Safety Engineers. Replacing the head HSSE Manager when he was on leave, managing so three hundred (HSE and Security) Staff for a total of four thousand Onshore employees.
Working closely with all project managers and engineers on HSSE matters.
Designated as Assistant Director to conduct internal HSE audits/HAZOP/HAZID/JSA of facilities in the HassiR’mel gas field.
Coordinating and monitoring continuously HSSE issues as of the best practices for the HSE Management System, Environmental Protection Standards, and Security Management.
As the HSE team, we provided: Accident/incident/driving prevention training & safe behaviors for staff and workers. Safety training on PPEs and Work Hazards for new technicians and operators.
Developed the emergency response plan for Hassi R’mel infrastructures including Tilrhemt Airport as required by the Civil Fire Department headquarters.
Reviewed Risk Assessment through all onshore facilities during their construction as well as during production (Module units, gas compression stations, and well rigs).
As the HSE team, we accomplished: Zero incidents with Bechtel Inc. Safety staff at the GME project on the departure terminal PK 0 in Hassi R'mel for the ‘In-Salah Gas’ underground pipe project.
Supervision of the contractor's activities to ensure the proper implementation of safe working practices. Participation in HSSE meetings, workshops, and seminars in Algeria and abroad.
With JGC, we took part in the construction of gas processing plants, Gas Boosting Stations, and LPG/NGL Recovery Revamping I & II.
Control of a prevention program that dropped the number of workplace accidents up to 50 % from 1984 to 2005 due to an effective nonstop Safety awareness plan intended for both first-line supervisors and employees.
The supervision of a positive defensive driving program for safer road behavior significantly reduced traffic incidents among employees.

Over 30 years of experience in HSE activities (Twenty-three years of Onshore oil & gas at the Giant Hassi R’mel Natural gas field in Algeria, and seven years on different construction projects in multiple geographical regions including Europe, Africa, and the Middle East).
I held various HSE positions, which allowed me to learn about new industrial activities and develop a solid grasp of the risks connected to all activities.
