IBF International Consulting

As Tender Manager my role is to search and preselect Framework Contract opportunities according to the company strategy orientations. I was also in charge of the follow-up of the tendering process for the selected opportunities for various donors such as: the European Commission, Ausaid (Australian Development Agency), DFID (UK Development agency). My main tasks:
➢	Sourcing of business opportunities according to the company strategy and priorities.
➢	Background research, sourcing of potential partners, analysis of the demands (project documentation and terms of reference).
➢	Participation to brainstorming and meetings (in Brussels and abroad) to define tender strategy.
➢	Maintain regular contacts with international partners and experts along the whole tender process.
➢	Coordination of the different inputs from the consortium partners and experts for the various steps of the tender process (expression of interest, shortlisting, bidding process…) incl. drafting instructions for the consortium, negotiation, follow-up, centralisation and first check of all inputs received. 
➢	Provide inputs along the various steps of the tender process according to the tender planning and deadlines (such as: preparation of company references and pre-qualification dossier, sourcing and contacting experts, review of partner inputs, administrative follow-up, editing…).
➢	Supervision and coordination of trainees.

My main achievements included among other:
•	Award of 2 tenders with DFID: 
•	Award of “Framework Contracts” for AUSAID to provide aid advisory services to assist the Australian aid program. 11 Aid Advisory Services Standing Offer Panels (Panel) have been established in 11 different technical sectors running for nine years. 
•	Selection for four lots in the EU 2013-2017 Framework contract to recruit short-term services in the exclusive interest of third countries benefiting from European Union external aid for several sectors (such as Environment, Education, Governance Culture).

Project/Tender manager

IBF (www.ibf.be) is a consulting company operating since 1977 on technical assistance projects worldwide in both developing and transitional economies. IBF provides services in management and coordination of development cooperation projects funded by the European Commission and others international donors as well as technical consulting services in various sectors within the areas of  culture, education, social and economic development, consumer protection and institutional support.
Intern in the bidding team for the EU Framework Contract COM 2011-2015: Studies and Technical Assistance in all sectors (60 million euros).
My main tasks included:
➢	Participation in the establishment of a pool of around 40 highly technical experts to be part of IBF tender.
➢	Sourcing, contacting and pre-selection of international and local experts (i.e. from developing countries) according to the terms of reference requirements and company quality standards. 
➢	Inputs in the tender: administrative and contractual follow up, editing, preparation of documents…
The contract was awarded to the company
Other tasks included: Response to running Framework Contract request for services for various donors (EC, Belgian Technical Cooperation and DfID), Support to Project Managers in the implementation of running projects, Learning of EC procedures…

Intern

Mehdi worked as a tender & Project Manager on various development aid projects. He is involved in the tendering procedures for various international donors, such as the European Commission, the World Bank, UN agencies, AFD, Enabel, GIZ.
Mehdi worked as a Project and Bid Manager for different consulting companies in EU-funded technical assistance related to various sector such as governance, education, cultural heritage Mehdi worked as well as sales representative for Hyla Mobile in Belgium and managed a portfolio of client based in the EMEA region.

Mehdi obtained his Master’s degree in International cooperation from Université Libre de Bruxelles (BE)
