Responsible for creating, establishing and managing end-to-end services related to open government and transparency for local governments. Responsible for elevating from basic "compliance" to broader practices to achieve true transparency that instills trust in the communities the agencies serve. Mentor and develop professional leaders who can assist agencies with all aspects of public governance, including clerking, assisting with Public Records Act requests, the Political Reform Act, Ethics, ADA compliance, and much more.

Systematically assess, plan, align, and innovate products and processes, which may be applicable to a range of services, operations, business models, resource and sustainability strategies, and risk
management. Provide vision and conceptual frameworks as well as practical implementation guidance for envisioned projects and programs. Strategic Services Consultant

On an as-needed basis, provide coaching to developing local government Board clerks and train in areas of subject matter expertise related to open and public meeting coordination, Brown Act legislation, bylaws, ordinance and municipal codes, formal codification, ethics, Conflict of Interest, Public Records Act Requests and the Freedom of Information Act, subpoena for records response, public hearings, administering Oaths of Office, and in general, embracing the Clerk profession (one of the oldest government professions--message me to learn more!).

Manage and provide administrative direction and oversight for all functions and activities of the Administration Department, including administration, stormwater rate election management, the
legislative function, archiving of public records and public information, and filing officer services; coordinate assigned activities with other departments, officials, outside agencies, and the public; foster cooperative working relationships among District departments and with State and local intergovernmental and regulatory agencies and various public and private groups; provide highly responsible and complex administrative support to the District Manager and the Board of Trustees.

Track and maintain records related to campaign activity and campaign finance, and enforce compliance measures.

Ross Valley Sanitary District

Responsible for wide range of duties to directly support a Board of Directors made up of elected officials representing various areas encompassed within Sanitary District 1, and perform administrative duties aligned to the General Manager (GM) and General Counsel. Communicate with the Board on the GM’s behalf. Preserve and organize District materials and records, manage Board and Committee minutes, obtain and package materials from appropriate parties, execute agreements, ordinances and resolutions. Calendar upcoming issues and actions for Board consideration, develop agendas in concert with appropriate parties. Utilize understanding of public noticing and open meeting requirements in accordance with the Brown Act, Conflict of Interest Code, and elections process coordination with County offices. Respond to Public Records Information Requests. Assist GM with staff reports, scheduling, and special projects. Research and assemble information, compose and edit correspondence and reports, prepare meeting premises, assign and supervise tasks to staff to coordinate printing and posting of documents, coordinate logistics, represent General Manager as appropriate while interacting with local, regional, and state organizations regarding District business. Manage digital content related to public access meetings. Perform complex and varied secretarial and administrative duties.

Clerk of the Board

Central Marin Sanitation Agency

Aligned to the General Manager of Joint Powers Authority. Acted as point of contact for Board of Commissioners (elected /appointed officials within Marin County), prepared agenda packages, attended meetings as Clerk, prepared minutes and follow up materials. Obtained Conflict of Interest Code forms, responded to Public Information Requests, developed public content for newsletter, website, and an array of documents. Performed calendaring functions, planned and coordinated GM and Agency Counsel’s travel and conference engagements. Coordinated and facilitated meetings on a variety of initiatives, including Agency Strategic Business Plan. Kept GM abreast of information in Agency trenches; interacted as gatekeeper with various politicians, Boards, media, stakeholders, and public persons regarding items in the news and in confidential matters.

Clerk to the Commission / Administrative Assistant

County of Marin

In confidential capacity within the County Offices, assisted the Head of Services with a multi-million dollar initiative. Kept departmental records, published materials, managed the editorial board of county newsletter, set up and attended meetings, took minutes, and wrote/edited content for countywide employee and departmental newsletters. Wrote Resolutions of Commendation, planned/coordinated large honorary events for Board of Supervisors meetings. Assisted in assigning volunteer positions, and handled manager’s very busy daily online schedule and email correspondence load.
