ITER is a large-scale scientific experiment financed by the European Union, China, Japan, India, Korea, Russia and the United States of America, that aims to demonstrate that it is possible to produce commercial energy from fusion. All the construction works on site are financed by the European Domestic Agency for ITER Project. ITER TB03 is the main Civil Works and Architecture construction contract awarded by Fusion for Energy. It includes the Tokamak Complex, where the main reactor is placed, and several auxiliary buildings for the industrial process and assembly of equipment. 

The project performance is done within the more stringent nuclear quality rules and procedures and includes more than 100.000 m3 of concrete, around 20.000 T of reinforcement, 15.000 T of steel structure, 54 heavy nuclear doors and more than 300 other nuclear conceptual doors. The team sized to perform these works includes more than 160 engineers and staff members and over 900 workers.

The general management of the project is shared between the Project Director (Vinci) and the Deputy Project Director (Ferrovial) who report to the Steering Committee of the Joint Venture.

The programme of works is delivering the construction of the different buildings between 2017 and 2021.

The western tunnels C300/410 comprised two 6.2m internal diameter bored tunnels, each 6.5km long between the Royal Oak portal, which is west of Paddington Station, and Farringdon Station, and the sprayed concrete lining (SCL) station tunnels at Bond Street (BOS) and Tottenham Court Road (TCR) and the Fisher Street (FS) cross over tunnel, including ticket hall shaft construction at TCR. The western tunnel drive, between Royal Oak and Farringdon is one of five drives and is the point at which the existing Network Rail services on the western section of the route enter the tunnels under central London.

The running tunnels were driven with two twin purpose built 7.1m diameter EPB machines, Phyllis and Ada, supplied by Herrenknecht. Extensive settlement monitoring and mitigation measures were included using techniques such as compensation grouting, from 13 number, 15m deep, 4.5m diameter shafts located in the BOS, TCR and FS areas in the centre of London. The tunnels were lined with precast concrete fibre reinforced concrete segments manufactured by BFK in a tunnel segment manufacturing facility at Old Oak Common. As Senior Project Manager of the Tunnels, reporting to the Operations Manager and the Project Direction, the perimeter of responsibility included all the tasks related to the construction of the tunnels, execution of precasted lining segments and all the logistics associated. The team was composed of more than 400 staff and labour members.

ITER is a large-scale scientific experiment financed by the European Union, China, Japan, India, Korea, Russia and the United States of America, that aims to demonstrate that it is possible to produce commercial energy from fusion. 

The groupings Vinci-Ferrovial-Razel (for TB03) and Ferrovial-Intecsa-Inarsa (SNC Lavalin) (for TB04) were involved in a Competitive Dialogue procurement arrangement in order to define in detail the organisation procedures, construction methodologies and subcontracting procurement linked with the construction packages of ITER Project trying to deliver the most cost-effective solutions for the Employer. The tender package was developed under a FIDIC contractual framework, following the general rules of Fusion for Energy as a European Agency and the most stringent nuclear requirements.

Line 9 Underground Barcelona. Design and Construction Works for Section 4: Bon Pastor – Can Zam – Barcelona (SPAIN)

Construction works of 4,290 m tunnel, with an excavation diameter of 11.96 m and lining of concrete segments 35 cm thick, excavated in variable soil using a mix shield TBM manufactured by NFM Technologies. The alignment went from the Can Zam depots to a linking point with another metro branch at the banks of the river Besòs. 

The Project included the construction of six stations with a depth between 33 m and 62 m, within a shaft of 26 m of diameter. Additionally the contract included the design and built of train depots located at Can Zam.

Regarding the underground works, the scope included the execution of the tunnel, the intermediate slab between the upper and lower sectors, all track works and other tunnel installations such as catenary, ventilation, sectioning and railway power supply. In the stations, the scope included civil works, architecture, finishings and installations. These installations comprised electricity HV, electricity LV, load centres, stations HVAC, fire detection and extinguishing and light and earthing grids, and comprised the necessary commissioning activities.

Line 9 Underground Barcelona. Design and Construction Works for Section 4: Triangle – Meridiana Interchange – Barcelona (SPAIN)

Construction works of 1,623 ml of tunnel, with an excavation diameter of 11.96 m, and lining of concrete segments 35 cm thick, excavated in soils using a mix shield TBM manufactured by NFM Technologies. 

The Project comprised the execution of the access shaft for the tunnel boring machine, the connection with metro line 4 in a cross shaft, the connection with the depots of the railway triangle (tunnel in diaphragm walls), the connection with the Meridiana interchange, the construction of the station connecting with the future high-speed AVE rail line, and the execution of the intermediate slab and the corresponding track. Other tunnel installations such as catenary, sectioning and ventilation were also included.

Particularly relevant due to the complex soil composition were the design and execution of soil treatments necessary for the crossing of the TBM in the critical points of the stretch.

Line 9 Underground Barcelona. Design and Construction Works for the stations in Section 3 (Barcelona Stations) – Barcelona (SPAIN)

The contract scope included the Construction of nine stations at depths between 60 and 90 m and diameters between 34 and 26 m. 

Section 3 of Line 9 included the central part of the underground line, crossing variable geological formations. It was carried out in a complex urban environment, highly populated, and highly sensitive to any inconvenience caused by the construction works. The perimeter included the construction of the vertical shafts, in different kind of soils (granite rock using blasting, clays, slate,...), the execution of the connection shafts with the tunnel, the interior steel structure and the rest of civil and architectural, installations and finishing works up to the final completion of the station. The diversion and reinstating of services and halls of older stations were needed to execute some of the works.

Construction works of 9,023 ml of tunnel, with an excavation diameter of 11.96 m and lining of concrete segments 35 cm thick, to be excavated in variable soil using a mix shield TBM manufactured by NFM Technologies.

This stretch of tunnel links the tunnels of north and south areas of the city, going through the central part of Barcelona, a very populated area. It crossed extremely different types of geological formations in a sensitive urban environment. The scope of works included the working and retrieval shafts for the cutting wheel of the TBM to adapt the requirements of the TBM to the soil to be excavated. It also included the intermediate slab between the upper and lower sectors, the placement of the track and tunnel installations such as catenary, ventilation, sectioning and railway power supply. The project stopped the tunnelling activities after 5.500 ml in the vertical shaft of Lesseps station.

It included also the execution of two vertical shafts of approximately 70 m deep and the Zona Universitària station and Havaneres ventilation shaft, which was used for the change of the cutting wheel and other TBM maintenance works.

Particularly relevant due to the complex soil composition were the design and execution of soil treatments necessary for the crossing of the TBM in the critical points of the stretch.

Ecoparc 4 - Hostalets de Pierola (SPAIN)

Ecopark-4 is a Metropolitan waste treatment station which includes three main blocks: Reception and pre-treatment of residual disposal, Valorisation and Compostage. Its size and processing capacity is one of the highest in Europe, giving service to Barcelona and its region. 

The works included the construction of a new section of the road B-231 for the placement of the waste treatment plant. The total surface built is around 45,000 m2. The purchasing plan included subcontractors and suppliers from all around Europe (Germany, Denmark, Slovenia, Holland and Italy). The most significant installation is the Compostage station, were the organic fraction is treated to obtain bio-stabilised material, with a surface of 22,000 m2. 

The team was deployed to analyse the optimisation and viability of the financial offer and to launch the construction works.

Combined Cycle Power Plant Plana del Vent - Vandellòs (SPAIN)

Engineering, Procurement and Construction (EPC) contract of a combined cycle power plant of 800 MW, with two gas turbines and two steam turbines, located along the same shaft, with the corresponding electric generator. The civil engineering work includes the turbine buildings, turbine pedestals, HRSG (Heat Recovery Steam Generator) systems, cooling tower, injected water pump house, main electric buildings and other auxiliary buildings such as the water treatment building and laboratory, auxiliary electric services, gas treatment and measurement building, electric substation building, control buildings, offices, storerooms, water tanks, gas oil tanks, etc. The transformer substation had a 400 KV input line, and a 19 kV output line, and two three-phase transformers with a transformation power of 330/440/550 MVA.

As a bid-coordinator for Ferrovial-Agroman the involvement in the project started in the very first steps of the early contractor involvement in the conceptualisation and implementation of the power plant and the definition of the contractual perimeter in the in-house office in Madrid together with General Electric, Técnicas Reunidas and Gas Natural.

CTCC Plana del Vent OSBL Works

As a satellite work for the construction of Plana del Vent combined cycle plant, 800 MW, there was a dedicated team for the diversion of services, traffic and all the construction works to be carried out outside the boundary limits (OSBL). 

The most relevant activity was the water intake/outlet for refrigeration purposes. It consisted of a double PE pipeline with a total length of 1500 m. It included as well the diversion of various facility services like FO pipelines, 2000 mm diameter water supply pipelines to the petrochemical industry in Tarragona area, the general road access to the power plant, and other services for the nuclear facilities of CN Vandellòs I and CN Vandellòs II, most of them with uninterrupted service requirements. 

The works were carried out in a fast track approach due to the tight schedule linked to the power plant operation plan and in close collaboration with the nuclear authorities of CN Vandellòs I and CN Vandellòs II. All the excavation works were in rock soil, using blasting and mechanical means.
